10 • Equipment under SOLAS Chapter II-1 (Water level detectors) Each type of equipment has its own UK item number, and the applicable International regulations are listed. The testing standards that must be used, and the conformity procedures (Modules) that must be followed, are also listed. MSN 1874 also lists Marine Equipment's which do not have appropriate or agreed testing standards, but may be moved to the allowed list when a suitable standard is approved. All electrical equipment used on merchant ships must be properly maintained. This applies to all electrical equipment including lighting, radios, navigational systems, operational machinery and safety systems. It is also recommended that up-to-date operating and maintenance manuals are made available on board ships and that they are provided in the working language used on the vessel. Surveys Any ship, whether new-build or transferring from another flag, must be surveyed before it can be registered on the UK Ship Register. Surveys can be carried out by MCA surveyors or, in certain cases, by MCA-approved Class surveyors through the Alternative Compliance Scheme (ACS) or Enhanced Authorisation Scheme (EAS). If, on completion of survey, the surveyor is satisfied that your ship meets international standards and UK regulations (where relevant) of safety and pollution prevention, short-term certification can be issued immediately. Full-term certification will follow in due course. • Alternative Compliance Scheme (ACS): When a ship is registered under this voluntary scheme, it allows the Classification Society to perform all statutory surveys required under SOLAS, MARPOL and Load Line Conventions (with the exception of ISM, MLC and ISPS audits) without a formal 'appointment' by the UK Ship Register. This streamlines the survey and certification process by minimising duplication of effort. • Enhanced Authorisation Scheme (EAS): The Enhanced Authorisation Scheme is available to selected non-passenger ships which trade internationally and to which the principal maritime conventions apply. Seafarers Certifications 11 The UK Ship Register issues seafarer certificates to ensure that UK-flagged vessels are appropriately certificated and safely manned. The UK Ship Register issues certification to Seafarers looking to work commercially at Sea. These licences apply to Merchant Vessels as well as Yachts, Tugs, Workboats and other Small Craft. They are issued in line with the international convention on Standards of Training, Certification and Watchkeeping (STCW). All foreign seafarers that serve on board a UK flagged vessel are required to hold a valid Certificate of Equivalent Competency (CEC). These certificates are issued on a like-for-like basis against a valid Certification of Competency and are issued in line with the international convention on Standards of Training, Certification and Watchkeeping (STCW). To ensure that every seafarer working on a UK ship is healthy and fit for work the UK has a statutory medical examination for seafarers. The UK statutory medical certificate is the ENG 1. The certificate confirms that they are medically fit to work on sea-going ships and they do not have a medical condition which could be a danger to other crew and or passengers. All Ship's Cooks are required to hold a maritime cooks qualification if they are working on vessels operating beyond 60 miles from a UK safe haven and with more than 10 seafarers on board. All personnel handling food in the galley for other seafarers must also be qualified in Food Safety or Food Hygiene. MCA Quality Assurance The MCA is the UK Flag State Administration and is responsible for the implementation of the International Safety Management (ISM) Code within the UK merchant fleet. MCA has chosen not to delegate this responsibility to any recognised organisation and conducts all ISM Code audits itself. The Safety Management Certificate (SMC) audits are conducted by MCA surveyors unless delegated to a Recognised Organisation (RO). MCA Quality Assurance (MCA QA) was established to meet the growing demand from UK shipping companies for certification against the ISO 9001 and 14001 standards. MCA QA offers a harmonised audit programme that covers the ISM Code, ISO 9001, ISO 14001, MLC 2006 and the ISPS Code.
