Scientiarum es una de ellas, espacio ideal para la muestra de investigaciones y avances en cuanto a doctrina militar se refiere, con temas vitales para el desarrollo integral de la nación. Scientiarum surge en el año 2002 en la Escuela Superior de Guerra; posteriormente, fue retomada por la Universidad Militar Bolivariana de Venezuela a partir del 2010, año de su fundación. Sin embargo, es desde el 2016 que esta Revista comienza a editarse únicamente en forma digital y bilingüe, con aspiraciones de su difusión fuera de Latinoamérica. La Revista Arbitrada Scientiarum funciona bajo la dirección del Centro de Estudios Estratégicos de la UMBV, constituido por el Instituto de Altos Estudios para la Seguridad de la Nación (IAESEN) y el Instituto de Estudios Estratégicos Operacionales de la FANB (IESEOFANB), ambos de gran importancia estratégica para el país, con estudiantes militares y civiles en diversos programas de especialización, maestría y doctorado. PRESENTACIÓN PRESENTATION Our Universidad Militar Bolivariana de Venezuela, in the interest of the integral formation of men and women of the country, has research journals of great importance. Scientiarum is one of them, an ideal space to showcase research and advances in military doctrine, with vital issues for the integral development of the nation. Scientiarum was created in 2002 at the Escuela Superior de Guerra; it was taken over by the Universidad Militar Bolivariana de Venezuela in 2010, the year of its foundation. However, it is since 2016 that this Journal begins to be published only in digital and bilingual form, with aspirations of its dissemination outside Latin America. The Journal Arbitrated Scientiarum operates under the direction of the Centro de Estudios Estratégicos of the UMBV, constituted by the Instituto de Altos Estudios para la Seguridad de la Nación (IAESEN) and the Instituto de Estudios Estratégicos Operacionales of the FANB (IESEOFANB), both of great strategic importance for the country, with military and civilian students in various specialization, master and doctoral programs. Cuenta además con dos (2) colaboraciones acerca de la ética, biopolítica y la máquina de la guerra, y un análisis literario desde la filosofía de la guerra a partir de la Guerra de Troya. Indudablemente, una publicación variada e integral. Es un honor para mí dar a conocer esta revista de investigación, permitiendo mostrar los aportes de estos profesionales. Exhorto a todos los académicos a participar como autores en Scientiarum y así, tributar a la Doctrina Militar Bolivariana de nuestro país. G/D Henry Jaimes Rosendo Director del Centro de Estudios Estratégicos de la UMBV ARTÍCULOS ARBITRADOS REFEREED ARTICLES INSURGENCIA URBANA, SOLDADO POSTMODERNO Y LA GUERRA URBAN INSURGENCY, POSTMODERN SOLDIER AND WAR HANTHONY RAFAEL COELLO BELLO HANTHONY RAFAEL COELLO BELLO 11 En los años 2014 y 2017 se vivió en Venezuela un proceso de protestas urbanas que fue nombrado por la prensa y algunos analistas políticos como “guarimbas”. Tuvieron este nombre, debido a que no eran unas protestas habituales, sino que tenían un fin político. Es decir, las guarimbas significaron un proceso de desestabilización política para generar caos dentro de la gobernabilidady lograr así influir para producir un golpe de estado o una intervención extranjera asegurando que era un mecanismo de “ayuda humanitaria”. Al respecto, ese período de protestas que duraron algunos meses en cada año, generó un período de violencia generalizada que requirió una estrategia político-policial para poder neutralizarlas y asegurar la gobernanza interna. En esos días, se dieron casos de zonas en donde las fuerzas policiales no podían ingresar, linchamientos masivos a personal militar, policial y político vinculado con el gobierno central y arremetidas violentas en contra de instalaciones gubernamentales y militares, entre otros. In 2014 and 2017 there was a process of urban protests in Venezuela that was named by the press and some political analysts as “guarimbas”. They had this name, because they were not regular protests, but had a political purpose. That is to say, the guarimbas meant a process of political destabilization to generate chaos within the governability and thus succeed in influencing to produce a coup d’etat or a foreign intervention assuring that it was a mechanism of “humanitarian aid”. In this regard, that period of protests that lasted a few months in each year, generated a period of generalized violence that required a political-police strategy to neutralize them and ensure internal governance. In those days, there were cases of areas where police forces could not enter, massive lynching of military, police and political personnel linked to the central government and violent attacks against government and military installations, among others. It is important to say that these demonstrations had a clear political purpose, which was to seek to declare the INTRODUCCIÓN INTRODUCTION 12 Es importante decir que, estas manifestaciones tenían un fin político claro, que era buscar declarar al país como una zona de ingobernabilidad para generar la posibilidad de una intervención humanitaria. Todo este proceso, tenía una fachada mediática que vinculaba a la guarimba con el derecho que poseen los venezolanos a protestar libremente. Sin embargo, realmente significó una forma de hacer la guerra que no era convencional. Se explica esto, debido a que las guarimbas significaron una guerra contra el Estado mismo. No obstante, debido a que las personas que protestaban tenían características muy particulares, como es el caso de violencia generalizada, objetivos políticos, militares y fin desestabilizador en contra del poder constituido dentro de la República Bolivariana de Venezuela, debemos preguntarnos ¿qué tipo de guerra se libró en ese momento en Venezuela? Pero responder esta pregunta no es una empresa fácil. Esto se debe, a que comprender la guerra en el siglo XXI es una tarea compleja. Resulta así, ya que con el transcurso de la historia este acontecimiento de violencia generaliza incluye muchas variables. Esto quiere decir que, muy pocas veces ha sido únicamente un enfrentamiento político-militar entre dos bandos, sino que es realmente el encuentro de dos voluntades, que buscan la sobreponerse entre ellas, y que utilizan cualquier medio disponible para asegurar la victoria. A tal respecto, Courmont (2010) define la guerra como una oposición, directa o indirecta, frontal o no, de al menos dos beligerantes, de fuerzas iguales o asimétricas, con el objetivo de obligar al adversario nuestra voluntad. Esta definición de guerra puede ser genérica, empero, este concepto puede ser adaptado a este acontecimiento en cualquiera de sus distinciones en la historia. Por tal motivo, intentar definir qué tipo de guerra se vivió en Venezuela en ese período de tiempo es una tarea importante y necesaria. Especialmente, no solo porque nos permite académicamente reflexionar country as an area of ungovernability to generate the possibility of humanitarian intervention. All this process, had a media facade that linked the guarimba with the right that Venezuelans have to protest freely. However, it really meant a way to make war that was not conventional. This is explained, because the guarimbas meant a war against the State itself. However, because the people who protested had very particular characteristics, such as the case of generalized violence, political objectives, military and destabilizing purpose against the constituted power within the Bolivarian Republic of Venezuela, we must ask ourselves, what type of war was fought at that time in Venezuela? But answering this question is not an easy undertaking. This is because understanding war in the twenty-one century is a complex task. It turns out that way, since with the course of history this event of generalized violence includes many variables. This means that, very rarely has it been only a political-military confrontation between two sides, but it is really the meeting of two wills, who seek to overcome each other, and who use any available means to ensure victory. In this regard, Courmont (2010) defines war as an opposition, direct or indirect, frontal or not, of at least two belligerents, of equal or asymmetric forces, with the aim of forcing the adversary to our will. This definition of war can be generic, however, this concept can be adapted to this event in any of its distinctions in history. For this reason, trying to define what kind of war was lived in Venezuela in that period of time is an important and necessary task. Especially, not only because it allows us academically to reflect to avoid an event like that again, but also because it can serve as a theoretical basis to project that other types of conflicts could be lived within the republic. DEVELOPMENT POSTWESTPHALIAN ERA To carry out this research work, it is necessary to analyze what the post- Westphalian era is. Mainly, because it 13 para evitar un acontecimiento como ese se repita otra vez, sino también porque puede servir como base teórica para proyectar que otro tipo de conflictos se podrían vivir dentro de la república. ERA POSTWESTFALIANA Para llevar a cabo este trabajo de investigación, resulta necesario analizar qué es la era postwestfaliano. Principalmente, porque se convierte en una base epistémica para comprender el actual período histórico que inicia con el atentado terrorista del 11 de septiembre del 2001 en el World Trade Center en Nueva York. Según Blanco (2017), esto se debe, a que este acontecimiento marcó un cambio importante en la manera de hacer la guerra para países como los Estados Unidos y sus aliados militares, en especial, los miembros de la Organización del Tratado del Atlántico Norte. Entender esta era resulta muy útil. En especial, porque todos los conflictos armados posterior al 2001 han hecho resurgir debates morales sobre las causas para hacer esa guerra. En especial, podemos encontrar la invasión de Irak, en donde hacer la guerra en contra de un enemigo injusto ameritaba la posibilidad de hacer una guerra justa que implicara la aniquilación de los talibanes. Por tal motivo, es importante decir que la característica principal de esta era, es un retorno a las características paradigmáticas de la Guerra de los Treinta Años y a las maneras de hacer la guerra en esa época. Al respecto, algunos autores como Negri (2010) han afirmado que, una característica radica en un estado permanente de guerra. Con esto se hace referencia, a que en los conflictos actuales como es el caso de Siria e Irak, han ocurrido dos fenómenos que hacen comparar a la Guerra de los Treinta Años con el paradigma postwestfaliano. Es el caso, en primer lugar, que han reaparecido los grupos mercenarios. Es decir, grupos de empresarios militares en ambos bandos enfrentados. Y, en segundo lugar, que la nueva tecnología armamentística es de tan alto nivel, que ha generado una desaparición del soldado convencional en el campo de batalla, dando paso a lo que autores como Sookermany(2017) llama “el becomes an epistemic basis to understand the current historical period that begins with the terrorist attack of September 11, 2001 at the World Trade Center in New York. In particular, we can find the invasion of Iraq, where waging war against an unjust enemy warranted the possibility of a just war that would imply the annihilation of the Taliban. For this reason, it is important to say that the main characteristic of this era is a return to the paradigmatic characteristics of the Thirty Years’ War and to the ways of waging war at that time. In this regard, some authors such as Negri (2010) have stated that a characteristic lies in a permanent state of war. This refers to the fact that in current conflicts, such as Syria and Iraq, two phenomena have occurred that make the Thirty Years War to be compared with the post-Westphalian paradigm. It is the case, first of all, that the mercenary groups have reappeared. That is, groups of military businessmen on both sides facing each other. And, second, that the new weapon technology is of such a high level that it has generated a disappearance of the conventional soldier on the battlefield, giving way to what authors like Sookermany (2017) call “the postmodern soldier”, to know: a professional soldier with a holistic conception of war (Blanco, 2017). As we said, this state has a lot of similarity with the period lived before the Peace of Westphalia of 1648 that put an end to the Thirty Years’ War. Explains Blanco (2017) that the current war, in its new stage, is characterized by being a civil war of global reach that resembles the aforementioned war between 1618 and 1648 in central Europe. This epistemic basis allows us to understand the nature of current conflicts. 14 soldado postmoderno”, a saber: un militar profesional con una concepción holística de la guerra (Blanco, 2017). Como dijimos, este estado tiene mucha similitud con el período vivido antes de la Paz de Westfalia de 1648 que puso fin a la Guerra de los Treinta Años. Explica Blanco (2017) que la guerra actual, en su nueva etapa, se caracteriza, por ser una guerra civil de alcance global que se asemeja a la citada guerra acaecida entre los años 1618 y 1648 en el centro de Europa. Esta base epistémica, nos permite comprender la naturaleza de los conflictos actuales. La semejanza parece obedecer a una escena internacional de permanente estado de guerra con características muy particulares debido a la confluencia y superposición de múltiples conflictos moleculares con conflictos que involucran poderes de alcance global que intentan evitar y anular que nuevas formas de democracia puedan generarse en países a partir de sus propias particularidades. Según Blanco (2017), explica: Este antagonismo se evidenció desde el siglo XVII hasta finales del siglo XX por la búsqueda del mantenimiento de un equilibrio de poderes en Europa, y en el presente se observa más claramente por el proceso que se está generando para que se produzca un equilibrio estable a escala global a pesar de, por una parte, los actos unilaterales de guerra realizados por EE.UU. en Irak, Afganistán y Pakistán y por Rusia en Georgia y Ucrania y, por la otra, las acciones de guerra que EE.UU. (al igual que Rusia) ha emprendido dentro del marco de alianzas internacionales que HyN engloban bajo el concepto de Imperio como las realizadas contra Libia, Siria y lo que se conoce como el Estado Islámico (EI) en Siria e Irak. In Iraq, Afghanistan and Pakistan and by Russia in Georgia and Ukraine and, on the other, the war actions that the US (like Russia) has undertaken within the framework of international alliances that HyN includes under the concept of Empire as those made against Libya, Syria and what is known as the Islamic State (IS) in Syria and Iraq. The post-Westphalian paradigm is useful in order to have an epistemic framework that allows us to understand how war is being waged in the current moments of the 21st century. In addition, it gives a theoretical solidity that allows to be the base of understanding to understand the new wars, as is the case of Iraq and Syria. But also, it is a strategic approach to understand how war is currently being waged, especially to understand the period of urban insurgency that was experienced in Venezuela in 2014 and 2017. THE POSTMODERN SOLDIER Anders Sookermany is a Norwegian officer who works at the Civic-Military Relations Center of his country. He has 15 la guerra en los actuales momentos del siglo XXI. Además, darle una solidez teórica que permita ser la base de comprensión para entender las nuevas guerras, como es el caso de Irak y Siria. Pero también, es un enfoque estratégico para comprender cómo actualmente se hace la guerra, en especial para comprender ese período de insurgencia urbana que se vivió en Venezuela en los años 2014 y 2017. EL SOLDADO POSTMODERNO Anders Sookermany es un oficial noruego que trabaja en el Centro de Relaciones Cívico-militar de su país. Ha sido miembro investigador de la Escuela Noruega de Ciencias del Deporte del Instituto de la Defensa. Además, es Doctor en Pedagogía de la Universidad de Oslo, con una maestría en Filosofía del Deporte de la Escuela Noruega de Ciencias del Deporte. En tesis para optar al título de Doctor en Pedagogía, hizo una investigación sobre las bases ontológicas y epistemológicas para la adquisición de habilidades en una era de transformación militar en un sujeto que forma parte de cuerpos combatientes que él le llamó soldado postmoderno. Sookermay tomó consideración las bases ontológicas y epistemológicas de la formación del ser militar en una era de transformación, en la cual se entiende que el cambio es desde la modernidad hacia la postmodernidad. Para él, la modernidad está asociada al universalismo, estructura y objetividad, mientras que el postmodernismo a la forma de respuesta ante la contextualidad, complejidad y constructividad. En este sentido, se entiende que a medida que el hombre evoluciona, de la misma manera lo hace la forma de hacer la guerra y por ende la conceptualización debe tener unas características particulares. Por tal motivo, para comprender la forma de hacer la guerra en la era postwestfaliana, es necesario tomar en cuenta los fundamentos teóricos presentados por Sookermany (2013), con la finalidad de dilucidar las implicaciones de la guerra para este autor y, de esta manera, obtener una aproximación a la conceptualización de la been a research member of the Norwegian School of Sports Sciences of the Defense Institute.In addition, he is a Doctor of Pedagogy at the University of Oslo, with a Masters in Sports Philosophy from the Norwegian School of Sports Sciences. Sookermay took into consideration the ontological and epistemological bases of the formation of the military being in an era of transformation, in which it is understood that the change is from modernity to postmodernity. For him, modernity is associated to universalism, structure and objectivity, while postmodernism to the form of response to contextuality, complexity and constructivity. In this sense, it is understood that as man evolves, so does the way of waging war and therefore the conceptualization must have particular characteristics. For this reason, to understand the way war is waged in the post-Westphalian era, it is necessary to take into account the theoretical foundations presented by Sookermany (2013), in order to elucidate the implications of the war from this author and, in this way, obtain an approach to the conceptualization of war from the representation of the postmodern soldier. This is mainly due to the fact that changes in the security policy in the world have had inevitable consequences at the military operational level. Sookermany (2013) explains that what follows is another characteristic of the postmodern military: the demands of promoting a multidimensional quality in relation to military conduct, in the sense of ways of waging war. Somehow, conventional war or interstate conflict is in decline. However, there is a fusion of forms of war that arise, one manages to blur the boundaries of regular and irregular wars. Within the post-Westphalian era, it is almost impossible to characterize states as 16 guerra desde la representación del soldado postmoderno. Esto se debe, principalmente, a que los cambios en la política de seguridad en el mundo, han tenido consecuencias inevitables en el nivel operacional militar. Explica Sookermany (2013) que, lo que sigue es otra característica del militar postmoderno: las demandas de promover una calidad multidimensional en relación a la conducta militar, en el sentido de las maneras de hacer la guerra. De alguna manera, la guerra convencional o el conflicto interestatal estén en declive. Sin embargo, existe una fusión de formas de guerra que surgen, una logra difuminar los límites de la guerra regular y la irregular. Dentro de la era postwestfaliana, resulta casi imposible caracterizar a los Estados como fuerzas esencialmente tradicionales o a los actores no estatales como irregulares únicamente. Actualmente, se presentan nuevos retos en las estrategias militares globales. En palabras de Sookermany (2013), esto se debe a que probablemente se enfrenten retos híbridos capaces de conducir las nuevas guerras. Por ende, parece que los cambios transformacionales inclinan hacia una nueva ética militar, presumiblemente construida sobre una ontología y una epistemología postmoderna. Principalmente, es importante el estudio de esta teoría, debido a que este soldado es el formado por la Organización del Tratado del Atlántico Norte (OTAN). Esto tiene como peculiaridad que, las últimas actualizaciones del Concepto Estratégico de la OTAN han estado muy vinculadas a la conceptualización de esta nueva era. Se sabe que, el paradigma postmoderno tiene su génesis dentro de la corriente neoliberal posterior a la finalización de la Segunda Guerra Mundial en 1945 y que ha tomado fuerza luego de la caída del Muro de Berlín en 1989. A pesar de esto, consideramos necesario hacer este acercamiento a la teoría de Sookermany, porque nos permitirá comprender cómo se piensa que debe hacerse la guerra. Especialmente los EE. UU. y la OTAN, ya que el Concepto Estratégico Militar los ha definido como las amenazas naturales essentially traditional forces or non-state actors as irregular only. Currently, new challenges are presented in global military strategies. In the words of Sookermany (2013), this is because they are likely to face hybrid challenges capable of leading new wars. Therefore, it seems that transformational changes lean towards a new military ethic, presumably built on an ontology and a postmodern epistemology. Mainly, the study of this theory is important, because this soldier is the one formed by the North Atlantic Treaty Organization (NATO). This has as a peculiarity that the latest updates of the Strategic Concept of NATO have been closely linked to the conceptualization of this new era. It is known that the postmodern paradigm has its genesis within the neoliberal current after the end of the Second World War in 1945 and that it has taken force after the fall of the Berlin Wall in 1989. Despite this, we consider it necessary to do this approach to the theory of Sookermany, because it will allow us to understand how it is thought that war should be made. Especially the USA and NATO, since the Strategic Military Concept has defined them as the natural threats to Venezuela. Understanding them is understanding how they think about war and that will allow us to improve our defense. THE URBAN INSURGENCE Max Manwaring is a former US military officer and is currently a professor of Military Strategy at the Institute of Strategic Studies of the Army War College of the United States of America. In his professional experience, he worked in the Southern Command and the Defense Intelligence Agency. As a researcher, among his recent books is Street Gangs: The New Urban Insurgency published in March 2005 and The Complexity of Modern Asymmetric Warfare. For this research, the postulates of this american author are useful because thanks to his strategic approach is that we can analyze the urban insurgency as a way to 17 de Venezuela. LA INSURGENCIA URBANA Max Manwaring es un ex-militar estadounidense y actualmente es profesor de Estrategia Militar en el Instituto de Estudios Estratégicos del Colegio de Guerra del Ejército de los Estados Unidos de América. En su experiencia profesional, trabajó en el Comando Sur y en la Agencia de Inteligencia de Defensa. Como investigador, entre sus libros recientes se encuentra Pandillas Callejeras: La nueva insurgencia urbana publicado en marzo del 2005 y La complejidad de la Guerra Moderna Asimétrica. Para esta investigación, resultan útiles los postulados de este autor estadounidense debido a que gracias a su enfoque estratégico es que podemos analizar a la insurgencia urbana como una manera de hacer la guerra. Además, debido a la fecha de publicación y los ejemplos históricos de este autor, podemos también incluirlo dentro del basamento teórico de la era postwestfaliana. Es decir, este autor en su trabajo de investigación pretende explicar la vinculación de las pandillas callejeras con la insurgencia, en términos de la inestabilidad que se da sobre los gobiernos y el desafío de la soberanía del Estado-Nación moderno. Se saben las diferencias que existen entre las pandillas y los insurgentes, en especial con respecto a los motivos y modos de operación de cada uno, sin embargo, el autor buscó un enfoque que pudiera explicar por qué estos grupos tienen como fin último hacerse con el poder político de un Estado- Nación para garantizar la libertad de acción y el entorno comercial que ellos desean. El insurgente urbano es un actor político dentro de las nuevas guerras. Tiene características complejas, puesto que, como no es un actor tradicional dentro de procesos bélicos, hay cierta indeterminación de su papel. That is to say, this author in his research aims to explain the link between street gangs and the insurgency, in terms of the instability that exists over governments and the challenge of the sovereignty of the modern nation-state. We know the differences between gangs and insurgents, especially with respect to the motives and modes of operation of each, however, the author sought an approach that could explain why these groups have as their ultimate goal to take over the political power of a Nation-State to guarantee the freedom of action and the commercial environment that they desire. The urban insurgent is a political actor within the new wars. It has complex characteristics, since, as it is not a traditional actor within war processes, there is a certain indeterminacy of its role. According to Manwaring (2005), gangs are non-state actors, half political and half criminal, representing a dominant threat of “complex emergency” in a security environment within the States. The main characteristic of these gangs is that they represent a new type of insurgency but with non-linear and complex urban characteristics; In addition, they contribute significantly to national and regional instability, and allow destabilizing a territory or population. Its study is important, because these organizations seek to erode the effective sovereignty of the Nation-State and challenge the traditional ways of consolidating the internal order. Principalmente, porque no se trata del análisis de un conflicto bélico o un análisis prospectivo de potencialidades de algún escenario. Sino que se trata, por el contrario, la formulación de un enfoque estratégico a partir de un análisis teórico que logra generalizar sobre las maneras de hacer la guerra en la era actual. Esta era, marcada por la debilidad de los Estado-nación y la cambiante realidad política del mundo con respecto a los actores y a la forma holística de comprender la guerra, ha tenido muchas diferencias en la manera de cómo hacer la guerra. Esta guerra, que desde países como los Estados Unidos de América y sus aliados en la Organización del Tratado del Atlántico Norte han querido enmarcarla dentro de un paradigma posmoderno, debe ser estudiada a fondo. Principalmente, porque si no se comprende la manera que tiene el enemigo de hacer la guerra será muy difícil generar una estrategia de defensa que pueda ser vinculada con la realidad. La realidad política que se vive, en especial lo relacionado con la guerra, es extremadamente volátil y peligrosa y además, requiere una cuidadosa atención. El referido principio constitucional concretado en la unión cívico-militar que informa la nueva Doctrina Militar Bolivariana THE WAR OF RESISTANCE BEFORE THE MILITARY DOCTRINE OF THE UNITED STATES IN THE ERA OF NEOLIBERAL GLOBALIZATION An approach from the philosophical presuppositions contained in the Military Writings of Mao Tse-Tung The current threats and dangers for the Security and Defense of the Nation demands a wide academic work. Especially, this requires a calm work of philosophical reflection capable of helping to construct a theoretical-conceptual formulation oriented to the understanding of the multiple dimensions of the topic as well as to elaborate contributions so that they result in a State policy that faces such challenges within the framework of the principle of co-responsibility contained in the Constitution of the Bolivarian Republic of Venezuela. The aforementioned constitutional principle embodied in the civic-military union that informs the new Bolivarian INTRODUCCIÓN INTRODUCTION 26 adquiere trascendental relevancia en el marco de un esquema de guerra defensiva enmarcado en el Concepto Estratégico asumido por el Comando Estratégico Operacional y, específicamente, en las nuevas hipótesis de conflicto asumidas por la Fuerza Armada Nacional Bolivariana (FANB). En este contexto, a tono con el tema de la seguridad y defensa de la Nación se impone la ineludible reflexión sobre la guerra en general, el estudio de la guerra en los tiempos de la Globalización Neoliberal, la indagación filosófica sobre el cuerpo de ideas doctrinarias que guían al enemigo concebido en la principal hipótesis de conflicto, asumida en el marco de la Doctrina Militar Bolivariana y por consiguiente, el ejercicio reflexivo sobre la filosofía de la Guerra de Resistencia como uno de los pilares de la misma. Esto implica una labor analítica que se vertebra desde el estudio del devenir de la Doctrina Militar de los Estados Unidos de las postrimerías del siglo XX, para comprender cabalmente sus principales formulaciones teórico- conceptuales. Cabe resaltar que, en el documento oficial del Comando Estratégico Operacional titulado Conceptos básicos que deben manejar los profesionales pertenecientes de la Fuerza Armada Nacional Bolivariana se acuña una “Periodización del surgimiento y desarrollo de la Guerra, en caso de invasión de las FFAA enemigas”, se concibe la guerra de resistencia y concomitante con tal enfoque, se plantea la Guerra prolongada. Tal enfoque remite ineludiblemente a Mao Tse-Tung uno de los principales exponentes de la tesis de la Guerra de Resistencia y autor del planteamiento de la Guerra Prolongada. En este orden ideas, una reflexión desde la filosofía de la guerra conlleva a explorar los referentes teórico-conceptuales que sirven de fuentes a su visión multidisciplinaria del tema militar, abordar el conjunto de argumentos que entrañan sus tesis sobre la guerra con especial referencia a la Guerra de Resistencia y, principalmente, obtener elementos para sopesar su vigencia en el siglo XXI frente a las principales tesis de la actual Doctrina Militar de Estados Unidos. Military Doctrine acquires transcendental relevance within the framework of a defensive warfare scheme framed within the Strategic Concept assumed by the Operational Strategic Command and, specifically, in the new hypotheses of conflict assumed by the National Bolivarian Armed Forces of Venezuela (FANB). In this context, in line with the issue of the security and defense of the Nation imposes the unavoidable reflection on war in general, the study of war in the times of Neoliberal Globalization, the philosophical inquiry into the body of doctrinal ideas that guide the enemy conceived in the main hypothesis of conflict, assumed within the framework of the Bolivarian Military Doctrine and, consequently, the reflective exercise on the philosophy of the War of Resistance as one of the pillars of the same. This implies an analytical work that is structured from the study of the evolution of the Military Doctrine of the United States of the late twentieth century, to fully understand its main theoretical-conceptual formulations. It should be noted that, in the official document of the Operational Strategic Command entitled Basic Concepts that must be handled by the professionals belonging to the Bolivarian National Armed Forces, a “Periodization of the emergence and development of the War, in case of invasion of the enemy Armed Forces,” is coined, the war of resistance is conceived and concomitant with such an approach, the prolonged War is considered. Such approach inescapably refers to Mao Tse-Tung one of the main exponents of the thesis of the War of Resistance and author of the approach of the People’s War. In this order ideas, a reflection from the philosophy of war leads to explore theoretical-conceptual referents that serve as sources for their multidisciplinary vision of the military issue, addressing the set of arguments that their theses about the war involve, with special reference to the War of Resistance and, mainly, obtain elements to weigh its validity in the XXI century against the main theses of the current Military Doctrine of the United States. 27 Es necesario apuntar que, una cabal comprensión de la guerra desde la perspectiva teórico-conceptual de Mao Tse-Tung, requiere una reconstrucción hermenéutica-dialéctica de su obra capaz de articular, en el marco de su concepción de conjunto sobre el tema, las distintas aristas inscritas en perspectiva de totalidad de su constructo teórico. Cabe resaltar que, la tarea enunciada se inscribe en un debate internacional en el ámbito de la filosofía de la guerra al cual no son ajenos los pensadores militares estadounidenses. En efecto, esto sugiere no subestimar al pensador chino, expresa la importancia de estudiar el concepto de Guerra de Resistencia de Mao Tse-Tung y además, afirma que tal concepto tiene interés en el estudiode la política, la estrategia, lo operacional y lo táctico. Sin embargo, la temática planteada asume mayor relevancia cuando se observa que pensadores occidentales han planteado diferentes formulaciones sobre la guerra, algunas de las cuales sostienen argumentos consistentes, en lo cuales el desarrollo que ha tenido la Doctrina Militar rebasa las formulaciones militares acuñadas por Mao en el siglo XX y, en consecuencia, insisten en desconocer su vigencia para el momento actual. Por último, es necesario destacar que las diversas relaciones entre la guerra y la política han sido trabajadas por una gran variedad de pensadores y Mao Tse- Tung no es la excepción. Su modelo teórico sobre el tema propuesto se inscribe en una concepción de totalidad, se aborda desde una perspectiva filosófica que trasciende los asuntos estrictamente militares en el contexto de un país inmerso en una situación nacional e internacional marcada por la guerra. Sin duda, realizar la aproximación al autor en el marco de dicha perspectiva podría conllevar a proponer aportes para la concepción de la Seguridad y Defensa de la Nación venezolana para enmarcarla en una propuesta de cambio social que le de otros sentidos (igualmente políticos) más allá de los estipulados en las normas acuñadas en algunos textos jurídicos del país. It is necessary to point out that a thorough understanding of war from the theoretical- conceptual perspective of Mao Tse- Tung, requires a hermeneutic-dialectical reconstruction of his work capable of articulating, within the framework of his overall conception on the subject, the different edges inscribed in perspective of the totality of its theoretical construct. It should be noted that the task enunciated is part of an international debate in the field of the philosophy of war to which the American military thinkers are not alien. In effect, this suggests not underestimating the Chinese thinker, expresses the importance of studying Mao Tse-Tung’s concept of War of Resistance and furthermore, asserts that such concept has an interest in the study of politics, strategy, operational and tactical. However, the issue raised assumes greater relevance when it is observed that Western thinkers have raised different formulations about the war, some of which argue consistent arguments, in which the development that has had the Military Doctrine goes beyond the military formulations coined by Mao in the twentieth century and, consequently, insist on ignoring its validity for the current time. Finally, it is necessary to emphasize that the various relations between war and politics have been worked on by a great variety of thinkers and Mao Tse- Tung is no exception. Its theoretical model on the proposed theme is part of a conception of totality, it is approached from a philosophical perspective that transcends strictly military matters in the context of a country immersed in a national and international situation marked by war. Undoubtedly, approaching the author within the framework of this perspective could lead to propose contributions for the conception of the Security and Defense of the Venezuelan Nation to frame it in a proposal for social change that will give it other senses (equally political) beyond of those stipulated in the norms coined in some legal texts of the country. 28 I. LA CONCEPCIÓN NEOLIBERAL COMO PROYECTO CIVILIZATORIO QUE CONDICIONA LA ACTUAL DOCTRINA MILITAR DE ESTADOS UNIDOS Venezuela transita un momento trascendental en su historia. En esta tierra el proyecto neoliberal inherente a la globalización del capital, defendido por las principales potencias de occidente y por varios Gobiernos del continente, colisiona con el Plan Nacional Simón Bolívar que se perfiló como una alternativa frente al orden existente y también como punta de lanza regional para la construcción de un mundo multicéntrico y pluripolar. Cabe resaltar que, referido proyecto neoliberal está en consonancia con los intereses geopolíticos de Estados Unidos, enmarcados en su disputa por la supremacía global 1 . Dicho proyecto, es necesario examinarlo porque nutre los cimientos de la doctrina militar de Estados Unidos en el momento actual a la par que le sirve de guía conceptual. En efecto, la concepción neoliberal le sirve como justificación teórica-política en su abordaje de las relaciones internacionales, la asumen sus defensores como la solución para salvar la democracia y superar cualquier crisis económica. Esto supone limitar el papel del Estado en la economía para que el mercado cuente con el máximo de autonomía. Sostienen que con ello se despliegan todas las potencialidades del mercado al crear condiciones para la libre circulación de capital. The neoliberal conception as a civilization project that conditions the current united states military doctrine Venezuela is going through a transcendental moment in its history. In this land the neoliberal project inherent in the globalization of capital, defended by the main powers of the West and by several governments of the continent, collides with the Simón Bolívar National Plan that emerged as an alternative to the existing order and also as spearhead for the construction of a multicentre and pluripolar world. It should be noted that the aforementioned neoliberal project is in keeping with the geopolitical interests of the United States, framed in its dispute over global suprem1acy1. This project, it is necessary to examine it because it nourishes the foundations of the military doctrine of the United States at the present time, at the same time that it serves as a conceptual guide. In effect, the neoliberal conception serves as a theoretical-political justification in its approach to international relations, its defenders assume it as the solution to save democracy and overcome any economic crisis. This means limiting the role of the State in the economy so that the market has the maximum autonomy. They argue that with this, all the potentialities of the market are deployed by creating conditions for the free circulation of capital. In other words, the abolition of the Interventor State is proposed through the implementation of adjustment policies aimed at completely deregulating the mobility of capital on a planetary scale. The foregoing translates into policies aimed at reducing the State’s weight in 1 Neoliberalism was born in the years after the Second World War, having as its first reference a book called “The Road to Serfdom” prepared by the Austrian Friedrich Hayek in 1944 although his conceptual antecedents go back to classical liberalism. However, its consecration as a global project will be realized after the dissolution of the USSR. 29 the economy, reduction of fiscal spending, elimination of tariff barriers that obstruct trade, liberalization of imports, laborflexibilization with the consequent precarization of employment, privatization of companies of the State, priority fight against inflation, elimination of price control, reduction of income tax, among other measures. Its supreme goal is monetary stability and for this it requires that social spending be contained and there is a natural rate of unemployment, that is, a sufficiently large mass of people looking for work so that unions can break down or what Pierre Bourdieu calls a “ army of reserve of labor tamed by the precarization and by the permanent threat of unemployment2. In other words, it is about subordinating everything that exists to the law of supply and demand, the full commodification of human relations, the complete subordination of life to macroeconomic policies and the subjection of States to the designs of the free enterprise, with the consequent loss of the economic and social achievements reached by the majorities. Therefore, the subordination of the State to the market with its respective reduction of sovereignty, is revealed in the framework of a globalized economy, in a global village guarded by a military gendarme that preserves order for the constant search for increasing profit margins. In the context after the culmination of the Cold War, this represents a more accentuated change in the conception of the sovereignty of the Nation-State, according to which its limits are contracted thanks to an omnipresent power that blurs national borders. In short, it is the creation of a social order from and for the interests of capital that requires a military force of global projection for its sustenance3. 2 HARNECKER, Marta. Su meta suprema la estabilidad monetaria y para ello requiere que se contenga el gasto social y exista una tasa natural de desempleo, es decir, una masa suficientemente numerosa de personas buscando empleo como para que puedan quebrar los sindicatos o lo que Pierre Bourdieu llama un “ejercito de reserva de mano de obra amansado por la precarización y por la amenaza permanente del desempleo 2 . En otras palabras, se trata de subordinar todo lo existente a la ley de la oferta y la demanda, la mercantilización plena de las relaciones humanas, la completa supeditación de la vida a las políticas macroeconómicas y la sujeción de los Estados a los designios de la libre empresa, con la consecuente pérdida de las conquistas económico- sociales alcanzadas por las mayorías. Por consiguiente, la subordinación del Estado al mercado con su respectiva reducción de la soberanía, se revela en el marco de una economía mundializada, en una aldea global custodiada por un gendarme militar que preserva el orden para la búsqueda constante de márgenes crecientes de ganancias. En el contexto posterior a la culminación de la Guerra fría, esto representa un cambio más acentuado en la concepción de la soberanía del 2 HARNECKER, Marta. En fin, es la creación de un orden social desde y para los intereses del capital que requiere una fuerza militar de proyección global para su sostenimiento 3 . Por ello, la dimensión real del neoliberalismo sólo es aprehensible desde un enfoque abarcante que dé cuenta de la totalidad social desde su proyección histórica. Por lo antes expuesto, en el contexto de la globalización actual debe comprenderse al neoliberalismo como un programa de alcance mundial, toda vez que es parte de un proyecto civilizatorio que somete y moldea la convivencia humana en función de los imperativos del mercado. Dicho en palabras de Aníbal Quijano “La globalización en curso es, en primer término, la culminación de un proceso que comenzó con la constitución de América y la del capitalismo colonial/moderno y eurocentrado como un nuevo patrón de poder mundial” 4. La aplicación del neoliberalismo en el contexto de la globalización actual impone destacar algunos aspectos económicos del mundo del siglo XXI, para comprender en profundidad las articulaciones que operan en el binomio neoliberalismo-globalización. Para el profesor de la Universidad de Michigan Fernando Coronil, en el artículo 3 En este trabajo se comprende el “capital” como una categoría condensada que sintetiza un con- junto de determinaciones económicas, sociales y una racionalidad que le es inherente. Es decir, el “capi- tal” ontológicamente no puede ser explicado en toda su dimensión desde un enfoque que comprenda lo real social desde una rígida dicotomía entre sujeto y obje- to. Por ello, se considera que el “capital” aunque se constituye en el mundo de la producción, se proyecta hasta el mercado como espacio para el intercambio de productos necesarios para la vida y por ello, con- diciona la subjetividad del sujeto intercambiante . La mercantilización de las creaciones humanas constituye una lógica colectiva que impregna todas las relacio- nes intersubjetivas. Therefore, the real dimension of neoliberalism is only apprehensible from a comprehensive approach that accounts for the social totality from its historical projection. For the foregoing, in the context of current globalization, neoliberalism must be understood as a program of global scope, since it is part of a civilizing project that subjects and molds human coexistence based on market imperatives. Said in the words of Aníbal Quijano “The ongoing globalization is, in the first place, the culmination of a process that began with the constitution of America and that of colonial / modern and Eurocentric capitalism as a new pattern of world power”4. The application of neoliberalism in the context of current globalization requires highlighting some economic aspects of the 21st century world, in order to understand in depth the articulations that operate in the binomial neoliberalism-globalization. For the professor of the University of Michigan Fernando Coronil, in the article From Eurocentrism to Globocentrism: The Nature of Postcolonialism, he points out that unlike the conquest of America: ... neoliberal globalization evokes the image of an undifferentiated process, without clearly demarcated geopolitical agents or populations defined as subordinated by their geographic location or cultural position; it hides the highly concentrated sources of power from which it emerges and fragments the majorities that impact5. and object. Therefore, it is considered that the “capital” although it is constituted in the world ofproduction, is projected to the market as a space for the exchange of products necessary for life and therefore, conditions the subjectivity of the exchange subject. The commodification of human creations constitutes a collective logic that pervades all intersubjective relations. Venezuela, Ediciones FACES-UCV, 2000, p. 281. 5 Ibid. p. 145 31 Del Eurocentrismo al Globocentrismo: La Naturaleza del Poscolonialismo, señala que a diferencia de la conquista de América: …la globalización neoliberal evoca la imagen de un proceso no diferenciado, sin agentes geopolíticos claramente demarcados o poblaciones definidas como subordinadas por su ubicación geográfica o su posición cultural; oculta las fuentes de poder altamente concentradas de las que emerge y fragmenta a las mayorías que impacta 5 . Implementar el recetario económico neoliberal supone condiciones políticas y sociales imprescindibles que permitan un tránsito, lo menos traumático posible, hacia un nuevo tipo de capitalismo mucho más agresivo en el cumplimiento de sus fines. Estas condiciones se hicieron más favorables luego de la desaparición de la Unión de Repúblicas Socialistas Soviéticas (URSS) en 1991. En efecto, “El neoliberalismo requiere de estados que aseguren la estabilidad económica y política, que creen condiciones jurídicas para las operaciones del capital trasnacional y que provean la infraestructura física y humana necesaria para la acumulación del capital” 6 . Por ello, las políticas de ajuste y cambio estructural vienen acompañadas de medidas político- sociales que a su vez implican concepciones sobre el Estado, la democracia, el ser humano, la ciudadanía y la política. En otras palabras, en el nuevo orden mundial, la imposición del neoliberalismo amerita reducir el Estado al mínimo en cuanto a su injerencia en la economía, si ello significa obstaculizar lo que James Petras llama “desterritorialización económico- financiera” que opera en todo el globo terráqueo. Sin embargo, paradójicamente hay un importante fortalecimiento político-militar tanto del Estado en lo territorial como de una institucionalidad supranacional para imponer el proyecto en comento. 5 Ibid. p. 145 6 HARNECKER, Marta. Implementing the neoliberal economic prescriptions supposes essential political and social conditions that allow a transit, the least traumatic possible, towards a new type of capitalism much more aggressive in the fulfillment of its ends. These conditions became more favorable after the disappearance of the Union of Soviet Socialist Republics (USSR) in 1991. In effect, “Neoliberalism requires states that ensure economic and political stability, that create legal conditions for the operations of transnational capital and that provide the physical and human infrastructure necessary for the accumulation of capital” 6 Therefore, the policies of adjustment and structural change are accompanied by political-social measures that in turn imply conceptions about the State, democracy, human beings, citizenship and politics. In other words, in the new world order, the imposition of neoliberalism deserves to reduce the State to the minimum in terms of its interference in the economy, if this means hindering what James Petras calls “economic-financial deterritorialization” that operates across the globe. Earth. However, paradoxically there is an important political-military strengthening both of the State in the territorial and of a supranational institutionality to impose the project in comment. The minimization of the functions of the State in the economic field is based, from the theoretical point of view, on a technical- instrumental rationality that points towards the capitalist efficiency inherent to the logic of neoliberalism, that is, to reach the maximum benefits at least possible cost. This technocratic conception, which operates as a single thought, considers that all social problems can be resolved through decisions of a technical nature, without the need to resize the ownership and power relations to transcend the existing social scaffolding on a global scale. Consequently, the approach to political affairs, in the Greek sense of the word “politics”, is a matter for specialists capable of making the best technical decisions aimed at solving the most varied social problems. 6 HARNECKER, Marta. Cit., p. 159. 32 La minimización de las funciones del Estado en el terreno económico se fundamenta, desde el punto de vista teórico, en una racionalidad técnico- instrumental que apunta hacia la eficiencia capitalista inherente a la lógica del neoliberalismo, es decir, alcanzar el máximo de beneficios al menos costo posible. Esta concepción tecnocrática, que opera como un pensamiento único, considera que todos los problemas sociales se pueden resolver mediante decisiones de naturaleza técnica, sin necesidad de redimensionar las relaciones de propiedad y de poder para trascender el andamiaje social existente a escala global. En consecuencia, el abordaje de los asuntos políticos, en la acepción griega de la palabra “política”, es materia de especialistas aptos para tomar las mejores decisiones técnicas orientadas a resolver lo más variados problemas sociales. Por una parte, esto relega a los ciudadanos a la esfera de lo privado porque lo público supone conocimiento calificado o especializado, lo cual obstruye la participación política y por ende, castra todo tipo de dinámica democrática en las actividades inherentes al ejercicio de gobierno. Por otra parte, comprende lo económico como una realidad parcelada, completamente ajena al resto de la totalidad social y principalmente, absolutamente sustraída del campo de la política. En este orden de ideas, se puede afirmar que lo antes expuesto se corresponde con una concepción y ejercicio de la democracia que desplaza parcialmente la concepción tradicional imperante en “occidente” (la democracia representativa), la cual es una de las instituciones básicas de las sociedades occidentales contemporáneas 7 . 7 “En sentido sociológico una institución no es una persona ni un grupo. On the one hand, this relegates citizens to the sphere of the private because the public supposes qualified or specialized knowledge, which obstructs political participation and therefore castrates all types of democratic dynamics in the activities inherent to the exercise of government. On the other hand, it understands the economic as a parceled reality, completely alien to the rest of the social totality and mainly, absolutely subtracted from the field of politics. In this order of ideas, it can be affirmed that the foregoing is consistent with a conception and exercise of democracy that partially displaces the traditional conception prevailing in “the West” (representative democracy), which is one of the basic institutions of democracy in contemporary western societies7. In the words of Professor Heinz Dieterich Steffan, the predominant civilizational model in the world has one of its most solid foundations in liberal democracy or formal democracy, which has as its central axis the illusion of representativeness. This can be summarized as follows: The political sovereigntyof democracy lies in the people. Since the majorities can not exercise it directly, they delegate it through elections of representatives, who, in turn, constitute the state organs. All branches of state power emanate, therefore, directly or indirectly, from popular sovereignty. They are, in other words, legitimate powers8. It should be noted that concern for the erosive effects generated on democracy by the free mobility of capital, an essential feature of liberal economic policy, can be traced back to John Maynard Keynes (1883- 1946) according to the American professor 7 “In a sociological sense, an institution is not a person or a group. Esto puede sintetizarse así: La soberanía política de la democracia radica en el pueblo. Dado que las mayorías no la pueden ejercer directamente, la delegan mediante elecciones de representantes, quienes, a su vez, constituyen los órganos estatales. Todas las ramas del poder estatal emanan, por lo tanto, directa o indirectamente, de la soberanía popular. Son, en otras palabras, poderes legítimos 8 . Cabe resaltar que, la preocupación por los efectos erosivos generados sobre la democracia por la libre movilidad de capital, rasgo esencial en la política económica liberal, se remontan a John Maynard Keynes (1883-1946) según el profesor estadounidense Noam Chomsky. En su criterio, Keynes también previó las consecuencias negativas del libre mercado a escala global, al afirmar hace varias décadas “que nada menos que el experimento democrático de los gobiernos autónomos peligra bajo las fuerzas del mercado financiero mundial” 9 . No obstante, en virtud de que la implementación del neoliberalismo acarrea un aumento significativo de la conflictividad social, política y también militar, se han constituido más instancias paraestatales (ONG, Organismos “Internacionales”, etc.), fortalecido viejas alianzas como la OTAN y acrecentado su influencia en la conducción política de los Estados nacionales, a fin de alcanzar la gobernabilidad neoliberal. In his opinion, Keynes also foresaw the negative consequences of the free market on a global scale, affirming several decades ago “that nothing less than the democratic experiment of the autonomous governments is endangered by the forces of the global financial market”9. However, because the implementation of neoliberalism leads to a significant increase in social, political and military conflict, more parastatal bodies (NGOs, “International” Organizations, etc.) have been established, old alliances such as NATO and increased its influence in the political leadership of the national states, in order to achieve neoliberal governance. Such national or supranational instances created for social control, do not depend on elections or any of the mechanisms characteristic of liberal democracy, but “certify” the democratic character of the states or serve to “defend” democracy even using military force against the Pariah States, Failed, Rogue or Outlaws. In the words of Immanuel Wallerstein, what he needed to show - imperial globalism - was his robust military muscle, abandon all pretensions of multilateral consultations and intimidate allied countries (competing powers) and hostile enemies (rogue states) to achieve reverse this process of decadence of American hegemony (Wallerstein, 2005b, p.24). Certainly there is a systemic complexity in the neoliberal global order of today that includes, even in its own core, instabilities and even crisis10. In short, it is about the adoption of a conception and practice of democracy tailored to the interests of those who 9 Hegemony or Survival: America’s Quest for Global Dominance. Caracas, Venezuela, Fundación Imprenta de la Cultura, 2011, p. 316. 34 social, no dependen de elecciones ni de ninguno de los mecanismos característicos de la democracia liberal, pero “certifican” el carácter democrático de los Estados o sirven para “defender” la democracia incluso utilizando la fuerza militar frente a los Estados Parias, Fallidos, Canallas o Forajidos. En palabras de Inmanuel Wallerstein, lo que necesitaba mostrar -el globalismo imperial- era su robusto músculo militar, abandonar toda pretensión de consultas multilaterales e intimidar a los países aliados (potencias competidoras) y a los enemigos hostiles (Estados Canallas) para lograr revertir este proceso de decadencia de la hegemonía estadounidense (Wallerstein, 2005b, p. 24). Ciertamente hay una complejidad sistémica en el orden global neoliberal de hoy que incluye, aun en su propio núcleo, inestabilidades e incluso crisis 10 . En fin, se trata de la adopción de una concepción y práctica de la democracia a la medida de los intereses de quienes realmente controlan el “libre mercado” con la ayuda determinante de los organismos internacionales (Fondo Monetario Internacional, Banco Mundial, etc.) y con la manu militari creada para tal fin. Por ello, se habla de una democracia restringida o tutelada a través de nuevas instancias políticas permanentes de control social que escapan a la ficción de la representatividad propia de la democracia tradicional y por ende, a todo tipo de control realmente colectivo. Todo lo anterior también reclama para su cristalización en la realidad, la configuración de nuevas relaciones entre los ciudadanos y, a su vez, de ellos con el Estado. Therefore, we speak of a restricted or protected democracy through new permanent political instances of social control that escape the fiction of the representativeness proper to traditional democracy and therefore, to all kinds of truly collective control. All of the above also calls for its crystallization in reality, the configuration of new relations between citizens and, in turn, of them with the State. The “free competition”, central slogan of neoliberal economic discourse, applied to human relations has resulted in interpersonal dynamics inscribed in staunch individualism. In its projection extended to the radius of an entire society, individualism is the requisite for the growing social atomization
