What is the purpose of Article 70 of the Colombian Education Law?


a) To establish the duty of the State to support and promote institutions, programs, and experiences aimed at training qualified and competent teachers to guide education for social rehabilitation.
b) To promote education for the rehabilitation and reintegration of people and social groups with deficiencies and training needs.
c) To establish the National Plan for Educational Development, which includes the corresponding actions to comply with constitutional and legal mandates on the provision of educational services.
