1. ACERCA DEL MANUAL 
 
Los manuales técnicos nos proporcionan información detallada sobre cada competencia 
y disciplina deportiva en los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 y también la información operativa que pueda ser de interés para las delegaciones 
participantes. 
 
La información contenida en el presente manual puede ser susceptible a cambios por 
parte del Comité Organizador (COSSAN), Federación Internacional (FI) o por Centro 
Caribe Sports (CCS). Cualquier cambio que se realice será comunicado oportunamente 
y subido a la versión más actualizada de la extranet a la cual podrán accesar a través de 
la página web http://www.sansalvador2023.com con el usuario y contraseña 
proporcionados a su Comité Olímpico Nacional (CON). 
 
2. ACERCA DE SAN SALVADOR 
 
San Salvador es la capital y la urbe más grande de la República de El Salvador y una 
de las ciudades más pobladas de Centroamérica. Ubicada en uno de los catorce 
departamentos de la nación, específicamente en el departamento de San Salvador, 
alberga las sedes de los tres poderes del Estado, las principales empresas de economía, 
desarrollo, telecomunicaciones, embajadas, hoteles, Casa Presidencial de El Salvador, 
los más importantes museos del país, zonas residenciales, económicas y comerciales, 
monumentos y las primordiales sedes de servicios económicos, políticos, de moda, arte 
y desarrollo de El Salvador. 
San Salvador se encuentra a 670 msnm. L0imita al norte con los municipios de Nejapa, 
Mejicanos, Cuscatancingo, y Ciudad Delgado, al este con Soyapango, al sur con 
Panchimalco y también con San Marcos, y al oeste con Antiguo Cuscatlán y Santa Tecla. 
La geografía de la capital salvadoreña está dominada por dos grandes prominencias 
orográficas, las cuales hacen inconfundible el paisaje de la capital, ya que desde 
cualquier punto de la ciudad estas pueden observarse: el Volcán de San Salvador y el 
Cerro San Jacinto. El primero se compone de dos grandes formaciones: El Picacho, con 
una altura de 1959.97 msnm; y la otra, El Boquerón, la formación más voluptuosa, de 
1839.39 msnm, la cual posee un enorme cráter de 1.5 km de diámetro. 
 
 
 
 
 
 
 
 
 
 
 
Este volcán es representativo de la ciudad, al punto que básicamente forma su skyline 
(horizonte), palideciendo a cualquier otra estructura construida por mano humana en la 
urbe, quizá a eso se deba que pese a cierto despegue inmobiliario que ha experimentado 
la localidad desde finales de la década de 1990, ninguna estructura ha llegado a 
convertirse en ícono de la misma, exceptuando los edificios históricos. La segunda 
estructura orográfica más representativa de este municipio es el Cerro San Jacinto, la 
cual posee una altura de 1100 msnm y que hasta algunos años poseía en su cúspide un 
teleférico. El mencionado Volcán de San Salvador se ubica al oeste de la Ciudad, 
mientras que el Cerro San Jacinto en su extremo Sureste. Estas dos atalayas naturales 
enmarcan el valle en el que se asienta San Salvador. 
 
La ciudad tiene un clima cálido todo el año, siendo diciembre, enero y febrero los frescos. 
Las temperaturas se mantienen entre los 18 °C y 33 °C. Los más calurosos son marzo, 
abril y mayo. A partir de mayo hasta octubre es la estación lluviosa en la cual usualmente 
se producen inundaciones. La temperatura varía entre el mediodía y la medianoche 
debido a cambios en los niveles de humedad. La temperatura más alta registrada en 
San Salvador ha sido de 38.5 °C, la más baja de 4.0 °C.

5. LUGAR Y FECHA DE COMPETENCIA 
 
La competencia de Voleibol de Playa de los XXIV Juegos Centroamericanos y del Caribe 
San Salvador 2023, se realizará del 21 al 27 de junio de 2023, en el Complejo Deportivo 
Flor Blanca. 
 
6. ELIGIBILIDAD 
 
Para participar en los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023, 
el atleta deberá sujetarse a las disposiciones del Reglamento de los Juegos y a las reglas 
de la Federación Internacional de Voleibol (FIVB); además deberá ser inscrito por su 
Comité Olímpico Nacional (CON) de acuerdo con lo señalado en los Estatutos de Centro 
Caribe Sports (CCS). 
 
 
 
 
 
 
 
 
 
 
 
PARTICIPACION MÍNIMA 
 
Para que un evento o prueba sea considerado oficial deberán participar cinco (5) parejas 
e igual número de Comités Olímpicos Nacionales. En caso de una o varias 
representaciones luego de celebrarse la Reunión Técnica se vean imposibilitados de 
participar por motivos de fuerza mayor, corroborada y comprobada por Centro Caribe 
Sports (CCS) quien es la única facultada para autorizar la realización del evento. Centro 
Caribe Sports (CCS) resolverá. 
 
No se permitirá la combinación de atletas de diferentes países para las modalidades y 
pruebas que sean convocadas en los Juegos Centroamericanos y del Caribe San 
Salvador 2023. 
 
NACIONALIDAD 
 
Los atletas que participen en los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023, deberán tener la nacionalidad del país del Comité Olímpico Nacional 
(CON) que los inscribió. La nacionalidad del competidor se determina de acuerdo con el 
Reglamento de CCS. 
 
7. INSCRIPCIÓN 
 
Sólo los CON reconocidos por Centro Caribe Sports (CCS), cuyas Federaciones 
Nacionales de Voleibol sean miembros de la Federación Internacional de Voleibol (FIVB), 
y de la Confederación Norte, Centroamericana y del Caribe de Voleibol (NORCECA), 
podrán inscribir atletas en la competencia de Voleibol de los XXIV Juegos 
Centroamericanos y del Caribe, San Salvador 2023. Los miembros asociados 
reconocidos por Centro Caribe Sports también podrán participar si son reconocidos por 
la Confederación Norte, Centroamericana y del Caribe de Voleibol (NORCECA). 
 
Todos los países a través del Comité Olímpico Nacional (CON) respectivo, deberá enviar 
su solicitud de deportistas en el formato oficial al Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN 2023) a más tardar a las 
23:59 horas (hora de El Salvador) del día 23 de mayo de 2023. En el formato se deberá 
 
 
 
 
 
 
 
indicar los deportes en los cuales participará el Comité Olímpico Nacional (CON). Los 
formularios se publicarán en el sitio web oficial de San Salvador 2023. 
 
INSCRIPCIÓN NUMÉRICA 
 
Los formularios de Inscripción Numérica, que indican el número de participantes en cada 
prueba individual y por equipo, deberán ser remitidos al Comité Organizador de los XXIV 
Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN 2023), a más 
tardar el 23 de abril de 2023 antes de las 23:59 (hora de El Salvador) de acuerdo con lo 
establecido en el Reglamento de Centro Caribe Sports (CCS). 
 
INCRIPCIÓN NOMINAL - LISTA LARGA 
 
El personal administrativo y auxiliar debe ser enviada por cada uno de los Comités 
Olímpicos Nacionales (CON) a más tardar a las 23:59:59 (Hora de El Salvador) del 23 
abril de 2023 la "Lista Nominal - Lista Larga": de atletas, Oficiales de Equipo, cuerpos 
técnicos. 
 
Podrán inscribirse hasta duplicar el cupo establecido para cada deporte. La Lista Larga 
debe registrarse en la forma establecida por la Organización para cumplir con la Fecha 
de cierre, para cualquier duda o aclaración al respecto, el Comité Organizador de los 
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN 2023) pone 
a su disposición el correo electrónico: inscripciones@sansalvador2023.org. 
 
INSCRIPCIÓN NOMINAL 
 
Para que cada atleta elegible pueda participar en los XXIV Juegos Centroamericanos y 
del Caribe San Salvador 2023, se requiere llenar un formulario de Inscripción Nominal 
que deberá ser contemplado por los Comités Olímpicos Nacionales (CON) y recibido por 
el Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN 2023) a más tardar el 23 de mayo de 2023, a las 23:59 (hora de El 
Salvador) de acuerdo con lo establecido en el Reglamento de Centro Caribe Sports

Cada CON deberá de enviar sus formatos de Inscripción Numérica y de Inscripción 
Nominal oficiales suministrados por el Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe SanSalvador 2023 (COSSAN 2023) y que serán 
enviados 6 meses antes de los Juegos.

De acuerdo con la cuota establecida por Centro Caribe Sports, la competencia de 
Voleibol de Playa tendrá un máximo de noventa y seis (96) atletas, veinticuatro (24) 
equipos para el género femenino y veinticuatro (24) equipos para el género masculino 
con un máximo de dos (2) jugadores por equipo. (24) equipos para el género masculino 
con un máximo de dos (2) jugadores por equipo. Cada CON podrá inscribir un máximo 
de un (1) equipo por categoría de género, si cumple con los criterios de clasificación de 
la NORCECA para los XXIV Juegos Centroamericanos y del Caribe, San Salvador 2023. 
 
 
 
 
 
 
 
 
 
 
 
10. SISTEMA DE COMPETENCIAS 
 
Consta de 24 equipos que juegan en dos fases como se indica a continuación: 
 
Primera fase: seis (6) grupos de cuatro (4) equipos en juego. Los tres (3) mejores 
equipos de cada grupo pasarán a la segunda fase. 
 
Segunda fase: eliminatoria (18 equipos) en formato de eliminación simple. 
 
En la primera fase de la competencia, 24 equipos por genero se repartirán en seis (6) 
grupos de cuatro (4) equipos cada uno en función de la clasificación y se colocarán según 
el principio de la serpentina.

En la fase de grupos, todos los equipos se enfrentan entre sí. Los tres (3) mejores 
equipos de cada grupo se clasifican para la fase eliminatoria.

• El país anfitrión será la cabeza de serie nº 1 del Grupo A, si está clasificado entre 
los seis (6) primeros equipos. En caso contrario, será el cabeza de la serie nº 6 del

Los dieciséis (16) mejores equipos se clasifican para la eliminatoria de 18 equipos más 
los dos (2) perdedores afortunados. 
Habrá dos (2) partidos de perdedores afortunados entre 
• El 3er equipo clasificado contra el 6º equipo clasificado 
• El 4º equipo clasificado en tercer lugar contra el 5º equipo clasificado en tercer lugar. 
 
Los dos (2) ganadores de los partidos de perdedores afortunados se enfrentan a A1/B1 
 
Los equipos del mismo grupo no pueden enfrentarse en los octavos de final.

El horario de entrenamiento se establecerá una vez sean recibidas las inscripciones 
numéricas, y el mismo será comunicado al momento de llegada de las delegaciones a 
San Salvador. 
 
Las instalaciones podrán ser utilizadas solamente en los horarios asignados por el 
Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN2023); los entrenamientos se realizarán en la sede de la competencia o 
en las instalaciones que designe el Comité Organizador. 
 
13. REGLAMENTO 
 
El reglamento de la Federación Internacional de Voleibol (FIVB) estará en vigor para esta 
competición. 
 
REGLAS GENERALES 
 
Las competencias de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 se llevarán a cabo de acuerdo con el Estatuto del Centro Caribe Sports (CCS) y los 
Reglamentos de la Federación Internacional correspondiente vigentes durante los 
Juegos. Los casos no previstos en dichosreglamentos se resolverán de la siguiente 
manera: 
 
a) Los casos de carácter general se resolverán de acuerdo con el Estatuto de Centro 
Caribe Sports (CCS) y el Reglamento de los Juegos Centroamericanos y del 
Caribe. 
 
b) Los casos de carácter técnico se resolverán de acuerdo a los procedimientos de

La Reunión Técnica se celebrará el 20 de junio a las TBD 
 
• Hasta dos representantes de cada Comité Olímpico Nacional (CON) podrán asistir 
a esta Reunión Técnica. 
• La tarjeta de invitación a la Reunión Técnica estará a disposición de los jefes de 
Equipo en el Centro de Información Deportiva de la Villa Centroamericana y del 
Caribe desde el día de su llegada. 
• El delegado Técnico y el director de Competencia de Voleibol Playa del Comité 
Organizador (COSSAN) dirigirán la reunión, que se realizará en español con 
traducción al inglés. 
 
19. UNIFORMES 
 
Deben cumplir con el Reglamento de los Juegos Centroamericanos y del Caribe y de la 
Federación Internacional correspondiente, así como con la Regla 51 del COI, según las 
normas establecidas para los Comités Olímpicos Nacionales (CON) en las directrices 
para el Uso de las Marcas Registradas de los Fabricantes. 
 
 
 
 
 
 
 
 
 
 
 
20. EQUIPO DEPORTIVO 
 
El Comité Organizador suministrará el equipamiento para la competición, el 
calentamiento y el entrenamiento. Todo el equipamiento cumplirá con las 
especificaciones de la Confederación Internacional actual de la Federación Internacional. 
 
21. CONTROL DE DOPAJE 
 
El control de dopaje se realizará de acuerdo con las disposiciones de la Comisión Médica 
de Centro Caribe Sports (CCS), el Reglamento de la Federación Internacional de voleibol 
playa (FIVB) correspondiente y seguirá las normas y la versión 2023 de los 
procedimientos del Programa Mundial Antidopaje de la WADA. 
 
22. SISTEMA DE CLASIFICACION AAN SALVADOR 2023 
 
a) El Salvador como país anfitrión, queda automáticamente clasificado con un equipo 
en cada categoría de género. 
b) Los primeros veintiún (21) equipos por género clasificados por la NORCECA al 31 
de diciembre de 2022, de acuerdo con su participación en los Circuitos 
Continentales de Voleibol de Playa. 
c) Colombia y Venezuela clasifican en cada categoría de género, clasifican 
directamente por pertenecer a la Confederación Sudamericana, por lo que no 
forman parte del Ranking de la NORCECA. 
d) Los CON clasificados deberán confirmar a la NORCECA por escrito a más tardar 
el 20 de abril de 2023, su participación en los XXIV Juegos Centroamericanos y 
del Caribe, San Salvador 2023. Los equipos sustitutos de estas vacantes serán 
anunciados por la NORCECA el 20 de abril de 2023, por lo que los CON podrán 
cumplir con las disposiciones establecidas por Centro Caribe Sports (CCS) para

23. DISPOSICIONES GENERALES 
 
El Comité Ejecutivo de Centro Caribe Sport está ampliamente facultado para resolver 
cualquier problema no contemplado en este reglamento, en coordinación con el Comité 
Organizador de los Juegos. Todo lo relacionado con los reglamentos aplicables, la 
promoción y publicidad de equipos, materiales e indumentaria deportiva se regirá por el

sports competition and discipline at XXIV Central American and Caribbean Games San 
Salvador 2023, as well as operational information that may be of interest to participating 
teams. 
 
Each manual includes:

● Sport-specific information, such competition schedule and format, training and 
qualification criteria. 
 
● Operational information on accreditation. 
 
While this information is correct as of the dateof publication, it may vary according to the 
updates provided by the Organizing Committee (COSSAN), the International Federation 
(IF) or Centro Caribe Sports (CCS). Therefore, National Olympic Committees (NOC)

2. ABOUT SAN SALVADOR 
 
San Salvador is the capital and largest city of the Republic of El Salvador and one of the 
most populated cities in Central America. Located in one of the fourteen departments of 
the nation, specifically in the department of San Salvador, it houses the headquarters of 
the three branches of government, the main economic, development, and 
telecommunications companies, embassies, hotels, the Presidential House of El 
Salvador, the most important museums of the country, residential, economic and 
commercial areas, monuments and the main economic, political, fashion, art and 
development services of El Salvador. The most important museums of the country,

at 670 meters above sea level. It is bordered to the north by the municipalities of Nejapa, 
Mejicanos, Cuscatancingo, and Ciudad Delgado, to the east by Soyapango, to the south 
by Panchimalco and San Marcos, and to the west by Antiguo Cuscatlán and Santa Tecla. 
 
 
The geography of the Salvadoran capital is dominated by two great orographic 
prominences, which make the landscape of the capital unmistakable since from any point 
of the city these can be observed: The San Salvador Volcano and the San Jacinto Hill. 
The first is composed of two large formations: El Picacho, a mountain with a height of 
1959.97 masl; and the other, El Boquerón, the most voluptuous formation, at 1839.39 
masl, which has a huge crater of 1.5 km in diameter. This volcano is representative of 
the city, to the point that it basically forms its skyline, paling to any other structure built 
by human hands in the city, perhaps that is why despite some real estate takeoff that has 
experienced the town since the late 1990s, no structure has become an icon of it, except 
the historic buildings. The second most representative orographic structure of this 
municipality is the Cerro San Jacinto, which has a height of 1100 meters above sea level 
and until a few years ago had a cable car at its peak. The aforementioned San Salvador 
Volcano is located to the west of the city, while Cerro San Jacinto is located to the 
southeast. These two natural watchtowers frame the valley in which San Salvador sits. 
The city has a warm climate all year round, with December, January, and February being 
cooler. Temperatures are maintained between 18 °C and 33 °C. The hottest months are 
March, April and May. May to October is the rainy season when flooding usually occurs. 
The temperature varies between noon and midnight due to changes in humidity levels. 
The highest temperature recorded in San Salvador has been 38.5 °C, the lowest 4.0 °C.

5. PLACE AND DATE OF COMPETITION 
 
The Beach Volleyball competition of the XXIV Central American and Caribbean Games 
San Salvador 2023, will be held from June 21 to June 27, 2023, at Flor Blanca Sports 
Complex. 
 
6. ELIGIBILITY 
 
To participate in the XXIV CentralAmerican and Caribbean Games San Salvador 2023, 
the athlete must follow the regulations of the Games and the rules of the International 
Volleyball Federation (FIVB); the athlete must also be registered by the National Olympic 
Committee (NOC) according to the provisions of the Statutes of the Centro Caribe Sports 
(CCS). 
 
 
 
 
 
MINIMUM PARTICIPATION 
 
For an event or competition to be considered official, five (5) athletes and an equal 
number of National Olympic Committees must participate. In case one or more 
representations after the Technical Meeting are unable to participate for reasons of force 
majeure, corroborated and proven by (CCS) who is the only one empowered to authorize 
the realization of the event. 
 
The combination of athletes from different countries will not be allowed for the modalities 
and announced events in the Central American and Caribbean Games San Salvador 
2023. 
 
NATIONALITY 
 
Athletes participating in the XXIV Central American and Caribbean Games San Salvador 
2023, must have the nationality of the country of the National Olympic Committee (NOC) 
that registered them. The nationality of the competitor is determined according to the 
Regulations of Centro Caribe Sports (CCS). 
 
7. REGISTRATION 
 
Only National Olympic Committees (NOC) recognized by Centro Caribe Sports (CCS), 
whose National Volleyball Federations are members of the International Volleyball 
Federation (FIVB), and of the North, Central American and Caribbean Volleyball 
Confederation (NORCECA), may register athletes in the Volleyball competition of the 
XXIV Central American and Caribbean Games, San Salvador 2023. Associate members 
recognized by Centro Caribe Sports may also participate if they are recognized by the 
North, Central American and Caribbean Volleyball Confederation (NORCECA). 
 
All countries, through their respective National Olympic Committee (NOC), must send 
their athlete applications in the official format to the Organizing Committee of the XXIV 
Central American and Caribbean Games San Salvador 2023 (COSSAN 2023) no later 
than 23:59 hours (El Salvador time) on May 23, 2023. The form must indicate the sports 
in which the National Olympic Committee (NOC) will participate. The forms will be 
published on the official website of San Salvador 2023. 
 
 
NUMERICAL REGISTRATION 
 
The Numerical Entry forms, which indicate the number of participants in each individual 
and team event, must be submitted to the Organizing Committee of the XXIV Central 
American and Caribbean Games San Salvador 2023 no later than April 23, 2023, before 
23:59 (El Salvador time), according to the provisions of the Regulations of Centro Caribe 
Sports (CCS). 
 
NOMINAL REGISTRATION - LONG LIST 
 
administrative and auxiliary personnel must be sent by each of the National Olympic 
Committees (NOC) no later than 23:59:59 (El Salvador Time) on April 23, 2023. The 
"Nominal List - Long List": of athletes, Team Officials, technical staff. 
 
Registration is open until the quota established for each sport is doubled. The Long List 
must be registered in the form established by the Organization to comply with the Closing 
Date, for any questions or clarification in this regard, the Organizing Committee of the 
XXIV Central American and Caribbean Games San Salvador 2023 (COSSAN 2023) 
makes available the e-mail: inscripciones@sansalvador2023.org. 
 
NOMINAL REGISTRATION 
 
In order for each eligible athlete to participate in the XXIV Central American and 
Caribbean Games San Salvador 2023, it is required to fill out a Nominal Entry Form that 
must be contemplated by the National Olympic Committee (NOC) and received by the 
Organizing Committee of the XXIV Central American and Caribbean Games San 
Salvador 2023 (COSSAN 2023) no later than May 23, 2023 at 23:59 (El Salvador time), 
in accordance with the provisions of the Regulations of the Central Centro Caribe Sports 
(CCS). 
 
Each NOC must send its official Numerical Entry and Nominal Entry forms provided by 
the Organizing Committee of the XXIV Central American and Caribbean Games San 
Salvador 2023 (COSSAN 2023) and which will be sent 6 months prior to the Games.

According to the quota established by Centro Caribe Sports, the Beach Volleyball 
competition will have a maximum of ninety-six (96) athletes, twenty-four (24) teams for 
the female gender and twenty-four (24) teams for the male gender with a maximum of 
two (2) players per team. (24) teams for the male gender with a maximum of two (2) 
players per team. Each NOC may enter a maximum of one (1) team per gender category, 
if it meets the NORCECA qualification criteria for the XXIV Central American and 
Caribbean Games, San Salvador 2023. 
 
10. COMPETITION FORMAT 
 
It consists of 24 teams playing in two phases as follows: 
 
First phase: six (6) groups of four (4) teams playing. The three (3) best teams in each 
group will advance to the second phase. 
 
Second phase: knockout (18 teams) in single elimination format. 
 
In the first phase of the competition, 24 teams per gender will be divided into six (6) groups 
of four (4) teams each based on ranking and placed according to the serpentine principle.

In the group stage, all teams play against each other. The three (3) best teams in each 
group qualify for the knockout phase. 
 
Ranking of the host country team 
 
• The host country shall be the No. 1 seed in Group A, if it is ranked among the first 
six (6) teams. Otherwise, it shall be the No. 6 seed in Group F. 
 
Round of 18 
 
The top sixteen (16) teams qualify for the 18-team playoff plus the two (2) lucky losers. 
 
There will be two (2) lucky loser matches between 
 
• The 3rd ranked team vs. the 6th ranked team 
• The 4th 3rd ranked team vs. the 5th ranked 3rd ranked team 
 
The two (2) winners of the lucky loser matches will face A1/B1. 
 
 
Teams from the same group may not meet in the round of 16.

12. TRAINING FACILITIES 
 
VENUE: Flor Blanca Sports Complex. 
 
The training schedule will be established once the numerical registrations are received 
and will be communicated upon arrival of the delegations to San Salvador. 
 
The facilities may only be used during the schedules assigned by the Organizing 
Committee of the XXIV Central American and Caribbean Games San Salvador 2023 
(COSSAN2023); training sessions will be held at the competition venue or at the facilities 
designated by the Organizing Committee. 
 
13. GENERAL RULES 
 
The rules of the International Volleyball Federation (FIVB) will be in force for this 
competition. 
 
GENERAL RULES 
 
The competitions of the XXIV Central American and Caribbean Games San Salvador 
2023 will be conducted according to the Regulations of Centro Caribe Sports (CCS) and 
the Regulations of the corresponding International Federation in force during the Games. 
Cases not contemplated in said regulations will be resolved in the following manner: 
 
A) Cases of a general nature shall be resolved according to the Statutes of Centro 
Caribe Sports (CCS) and the Regulations of the Central American and Caribbean 
Games. 
 
B) Cases of a technical nature shall be resolved according to the procedures of the 
Pan American Confederation or Continental Organization.

15. ROTESTS AND APPEALS 
 
They will be carried out according to the current regulations of the International Beach 
Volleyball Federation (FIVB). 
 
 
16. AWARD CEREMONY 
 
Awards will be made according to the regulations of Centro Caribe Sports (CCS). 
 
 
 
 
 
TEAMS 
 
First place: Two gold medals. 
Second place: Two silver medals. 
Third place: Two bronze medals. 
 
17. TECHNICAL ORGANIZATION 
 
It will be in charge of the International Technical Delegate designated by the Central 
American and Caribbean Confederation. 
 
18. TECHNICAL MEETING 
 
The Technical Meeting will be held on June 20 at TBD 
 
• Up to two representatives from each National Olympic Committee (NOC) may 
attend this Technical Meeting. 
• The invitation card to the Technical Meeting will be available to the Team Leaders 
at the Sports Information Center of the Central American and Caribbean Village 
from the day of their arrival. 
• The Technical Delegate and the Director of Beach Volleyball Competition of the 
Organizing Committee (COSSAN) will conduct the meeting, which will be held in 
Spanish with English translation. 
 
19. UNIFORMS 
 
They must follow the Regulations of the Central American and Caribbean Games and of 
the corresponding International Federation, as well as IOC Rule 51, according to the rules 
established for the National Olympic Committees (NOCs) in the guidelines for the Use of 
Manufacturers' Trademarks. 
 
 
 
 
 
 
 
20. SPORTS EQUIMPENT 
 
The Organizing Committee will supply the equipment for the competition, warm-up and 
training. All equipment shall comply with the specifications of the current International 
Confederation of the International Federation. 
 
21. DOPING CONTROL 
 
Doping control will be conducted according to the provisions of the Medical Commission 
of Centro Caribe Sports (CCS), the Regulations of the International Beach Volleyball 
Federation (FIVB) and will follow the rules and the 2023 version of the WADA World 
Anti-Doping Program procedures. 
 
22. QUALIFICATION SYSTEM FOR SAN SALVADOR 2023 
 
a. El Salvador as host country, is automatically qualified with one team in each 
gender category. 
 
b. The first twenty-one (21) teams per gender classified by NORCECA as of 
December 31, 2022, according to their participation in the Continental Beach 
Volleyball Circuits. 
 
c. Colombia and Venezuela qualify in each gender category, they qualify directly for 
belonging to the South American Confederation, therefore they are not part of the 
NORCECA Ranking. 
 
d. The qualified NOCs must confirm to NORCECA in writing no later than April 20, 
2023, their participation in the XXIV Central American and Caribbean Games, San 
Salvador 2023. The substitute teams for these vacancies will be announced by 
NORCECA on April 20, 2023, so that the NOCs may comply with the provisions 
established by Centro Caribe Sports (CCS) for the Registration by Number and 
Registration by Name processes. 
 
 
 
 
 
23. GENERAL PROVISIONS 
 
The Executive Committee of Centro Caribe Sports (CCS) is empowered to solve any 
problem not contemplated in these Regulations, in coordination with the Organizing 
Committee of the COSSAN Games. All matters relating to applicable regulations, 
promotionand advertising of equipment, materials and sportswear shall be governed by 
the Promotion and Advertising Regulations of Centro Caribe Sports (CCS) and Rule 51 
of the Olympic Charter.
