1. ACERCA DEL MANUAL 
 
Los manuales técnicos nos proporcionan información detallada sobre cada competencia 
y disciplina deportiva en los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 y también la información operativa que pueda ser de interés para las delegaciones 
participantes. 
 
La información contenida en el presente manual puede ser susceptible a cambios por 
parte del Comité Organizador (COSSAN), Federación Internacional (FI) o por Centro 
Caribe Sports (CCS). Cualquier cambio que se realice será comunicado oportunamente 
y subido a la versión más actualizada de la extranet a la cual podrán accesar a través de 
la página web http://www.sansalvador2023.com con el usuario y contraseña 
proporcionados a su Comité Olímpico Nacional (CON). 
 
2. ACERCA DE SAN SALVADOR 
 
San Salvador es la capital y la urbe más grande de la República de El Salvador y una 
de las ciudades más pobladas de Centroamérica. Ubicada en uno de los catorce 
departamentos de la nación, específicamente en el departamento de San Salvador, 
alberga las sedes de los tres poderes del Estado, las principales empresas de economía, 
desarrollo, telecomunicaciones, embajadas, hoteles, Casa Presidencial de El Salvador, 
los más importantes museos del país, zonas residenciales, económicas y comerciales, 
monumentos y las primordiales sedes de servicios económicos, políticos, de moda, arte 
y desarrollo de El Salvador. 
San Salvador se encuentra a 670 msnm. L0imita al norte con los municipios de Nejapa, 
Mejicanos, Cuscatancingo, y Ciudad Delgado, al este con Soyapango, al sur con 
Panchimalco y también con San Marcos, y al oeste con Antiguo Cuscatlán y Santa Tecla. 
La geografía de la capital salvadoreña está dominada por dos grandes prominencias 
orográficas, las cuales hacen inconfundible el paisaje de la capital, ya que desde 
cualquier punto de la ciudad estas pueden observarse: el Volcán de San Salvador y el 
Cerro San Jacinto. El primero se compone de dos grandes formaciones: El Picacho, con 
una altura de 1959.97 msnm; y la otra, El Boquerón, la formación más voluptuosa, de 
1839.39 msnm, la cual posee un enorme cráter de 1.5 km de diámetro. 
Este volcán es representativo de la ciudad, al punto que básicamente forma su skyline 
(horizonte), palideciendo a cualquier otra estructura construida por mano humana en la 
urbe, quizá a eso se deba que pese a cierto despegue inmobiliario que ha experimentado 
la localidad desde finales de la década de 1990, ninguna estructura ha llegado a 
convertirse en ícono de la misma, exceptuando los edificios históricos. La segunda 
 
 
 
 
 
 
 
estructura orográfica más representativa de este municipio es el Cerro San Jacinto, la 
cual posee una altura de 1100 msnm y que hasta algunos años poseía en su cúspide un 
teleférico. El mencionado Volcán de San Salvador se ubica al oeste de la Ciudad, 
mientras que el Cerro San Jacinto en su extremo Sureste. Estas dos atalayas naturales 
enmarcan el valle en el que se asienta San Salvador. 
La ciudad tiene un clima cálido todo el año, siendo diciembre, enero y febrero los frescos. 
Las temperaturas se mantienen entre los 18 °C y 33 °C. Los más calurosos son marzo, 
abril y mayo. A partir de mayo hasta octubre es la estación lluviosa en la cual usualmente 
se producen inundaciones. La temperatura varía entre el mediodía y la medianoche 
debido a cambios en los niveles de humedad. La temperatura más alta registrada en 
San Salvador ha sido de 38.5 °C, la más baja de 4.0 °C.

5. LUGAR Y FECHA DE COMPETENCIA 
 
La competencia de Voleibol Sala de los XXIV Juegos Centroamericanos y del Caribe 
San Salvador 2023, se realizará del 28 de junio al 2 de julio de 2023 en la rama 
Masculina, con sede en el Palacio Nacional de los Deportes "Carlos el Famoso 
Hernández" y del 04 al 08 de julio de 2023 en la rama Femenina en las instalaciones del 
Colegio San Francisco de la capital San Salvador. 
 
6. ELEGIBILIDAD 
 
Para participar en los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023, 
el atleta deberá sujetarse a las disposiciones del Reglamento de los juegos, a las reglas 
de Federación Internacional de Voleibol (FIVB), la Confederación Norte, Centroamérica 
y del Caribe de Voleibol (NORCECA); además deberán ser inscrito por su Comité 
Olímpico Nacional (CON) de acuerdo con lo señalado en los Estatutos de Centro Caribe 
Sports (CCS). 
 
 
 
 
 
 
 
 
 
 
 
 
PARTICIPACIÓN MÍNIMA 
 
Para que un evento o prueba sea considerado oficial deberán participar cinco (5) equipo 
e igual número de Comités Olímpicos Nacionales. En caso de una o varias 
representaciones luego de celebrarse la Reunión Técnica se vean imposibilitados de 
participar por motivos de fuerza mayor, corroborada y comprobada por Centro Caribe 
Sports (CCS) quien es la única facultada para autorizar la realización del evento. Centro 
Caribe Sports (CCS) resolverá. 
No se permitirá la combinación de atletas de diferentes países para las modalidades y 
pruebas que sean convocadas en los Juegos Centroamericanos y del Caribe San 
Salvador 2023. 
 
NACIONALIDAD 
 
Cualquier atleta participante en los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023, debe tener la nacionalidad del país (CON) que los inscribió. La 
nacionalidad del competidor se determina de acuerdo con el Reglamento (CCS). 
 
EDAD MÍNIMA DE LOS COMPETIDORES 
 
Todos los atletas que participan deberán tener al menos 14 años. 
 
7. INSCRIPCIÓN 
 
Podrán registrarse únicamente los Comités Olímpicos Nacionales (CON), reconocidos 
por Centro Caribe Sports (CCS), cuyas federaciones nacionales estén afiliadas a la 
Federación Internacional de Voleibol (FIVB), la Confederación Norte, Centroamérica y 
del Caribe de Voleibol (NORCECA); También podrán participar los miembros asociados 
reconocidos por Centro Caribe Sports(CCS) en los XXIV Juegos Centroamericanos y del 
Caribe San Salvador 2023. 
 
Todos los países, a través del Comité Olímpico Nacional (CON) respectivo, deberán 
enviar su solicitud de deportistas en el formato oficial al Comité Organizador de los XXIV 
Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) a más tardar 
a las 23:59 horas (hora de El Salvador) del día 23 de mayo de 2023. En el formato se 
deberá indicar los deportes en los cuales participará el Comité Olímpico Nacional (CON). 
Los formularios se publicarán en el sitio web oficial de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023. 
 
 
 
 
 
 
 
INSCRIPCIÓN NUMÉRICA 
 
Los formularios de Inscripción Numérica, que indican el número de participantes en cada 
prueba individual y por equipo, deberán ser remitidos al Comité Organizador de los XXIV 
Juegos Centroamericanos y del Caribe San Salvador 2023 a más tardar el 23 de abril de 
2023 antes de las 23:59 (hora de El Salvador), de acuerdo con lo establecido en el 
Reglamento de Centro Caribe Sports (CCS). 
 
INSCRIPCIÓN NOMINAL - LISTA LARGA 
 
La "Lista Nominal - Lista Larga": de atletas, Oficiales de Equipo, cuerpos técnicos, 
personal administrativo y auxiliar debe ser enviada por cada uno de los Comités 
Olímpicos Nacionales (CON) a más tardar a las 23:59:59 (Hora de El Salvador) del 23 
de abril de 2023. 
 
Podrán inscribirse hasta duplicar el cupo establecido para cada deporte. La Lista Larga 
debe registrarse en la forma establecida por la Organización para cumplir con la Fecha 
de cierre, para cualquier duda o aclaración al respecto, el Comité Organizador de los 
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) pone 
a su disposición el correo electrónico: inscripciones@sansalvador2023.org. 
 
INSCRIPCIÓN NOMINAL 
 
Para que cada atleta elegible pueda participar en los XXIV Juegos Centroamericanos y 
del Caribe San Salvador 2023, se requiere llenar un formulario de Inscripción Nominal 
que deberá ser contemplado por los Comité Olímpico Nacional (CON) y recibido por el 
Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN2023) a más tardar el 23 de mayo de 2023 a las 23:59 (hora de El 
Salvador), de acuerdo con lo establecido en el Reglamento de Centro Caribe Sports 
(CCS). 
 
Cada CON deberá de enviar sus formatos de Inscripción Numérica y de Inscripción 
Nominal oficiales suministrados por el Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) y que serán enviados 
6 meses antes de los Juegos.

9. SISTEMA DE PARTICIPACIÓN

Las pruebas convocadas en los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023, para la competencia de Voleibol son 2.

NÚMERO MÁXIMO DE COMPETIDORES 
 
De acuerdo con la cuota establecida por Centro Caribe Sports (CCS), la competencia de 
Voleibol Sala tendrá un máximo de noventa y seis atletas por sexo, para un total (192) 
atletas participantes, entre ambas ramas. 
 
Cada Comité Olímpico Nacional (CON) clasificado inscribirá un máximo de doce (12) 
atletas, hombres y doce atletas (12) mujeres, los que deberán cumplir con los criterios 
de clasificación para los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023.

10. SISTEMA DE COMPETENCIAS. 
 
Se conformarán dos grupos A y B por el ranking de UPV donde la sede tendrá el derecho 
de escoger la ubicación de llave, el rival para el primer partido, así como el horario en la 
ronda preliminar. Se jugara bajo el sistema Round Robín en cada grupo, los dos primeros 
lugares irán a ronda de semifinales 1ro vs 2do y quedaran definidos los equipos finalistas 
para la discusión de los lugares 1ro al 4to del torneo, los 3ro y 4to de cada grupo también 
jugaran cruzado para la definición de los puestos del 5toal 8vo. 
 
Para establecer la clasificación de los equipos después de la Ronda Preliminar, la 
clasificación de los equipos se determinará de la siguiente manera: 
 
a. Por los resultados de los partidos ganados y perdidos. 
 
b. En caso de igualdad en el número de partidos ganados y perdidos, entre dos o más 
equipos del mismo grupo, la clasificación final de los equipos será determinada por el 
número de puntos ganados entre los equipos del mismo grupo durante la Ronda 
Preliminar. 
 
c. Se otorgarán los siguientes puntos a cada equipo por partido, según el número de sets 
ganados/perdidos:

Partido ganado 3-1 = 4 puntos 
Partido perdido 1-3 = 1 punto

Partido forfeited= 0 puntos (0-25, 0-25, 0-25) 
 
PROCEDIMIENTO DE DESEMPATE. 
 
En caso de igualdad en el número de puntos obtenidos por dos o más equipos, el empate 
se definirá por la proporción de puntos con los siguientes criterios, en orden de 
importancia: 
 
a) Cociente de Puntos: En caso de igualdad en el número de puntos ganados por 
dos o varios equipos se clasificarán en orden decreciente por el cociente que 
resulte de la división de todos los puntos anotados por el total de puntos perdidos. 
 
b) Cociente de Sets: Si persiste el empate en el cociente de puntos los equipos se 
clasificarán en orden descendente por el cociente que resulte de la división del 
número de todos los sets ganados entre el número de todos los sets perdidos. 
 
c) Si el empate continúa según el cociente establecido entre dos equipos, se dará 
prioridad al equipo que ganó el último partido entre ellos. 
 
d) Cuando el empate sea entre tres o más equipos se hará una nueva clasificación 
de estos equipos tomando en consideración únicamente los partidos en los que 
se enfrentaron entre sí. 
 
FORMATO DE COMPETENCIA 
 
Ocho equipos competirán en los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023. 
 
 
 
 
 
 
 
 
 
 
 
 
RONDA PRELIMINAR 
 
Habrá una ronda preliminar de todos contra todos en dos series, A y B, de cuatro equipos 
en cada una. Los dos primeros equipos de cada serie (A y B) clasificarán a la ronda de 
semifinales. 
 
Los equipos ocupantes del tercer y cuarto puesto de cada serie disputaran los puestos 
del quinto al octavo lugar. En formato similar al que se describe abajo para los equipos 
que avanzan a la ronda de semifinal. 
 
• 3° grupo A vs. 4° grupo B. 
• 3° grupo B vs. 4° grupo A, 
 
RONDA SEMIFINAL 
 
En la ronda semifinal jugarán los primeros de cada serie versus los ocupantes del 
segundo lugar al grupo contrario en que compitió en la ronda preliminar. 
 
• 1° grupo A vs. 2° grupo B. 
• 1° grupo B vs. 2° grupo A, 
 
RONDA FINAL 
 
• Medalla de bronce: los equipos perdedores de la ronda semifinal jugarán la ronda 
final por el tercer y cuarto puesto. 
 
• Medalla de oro la disputaran los equipos ganadores de la ronda semifinal, para la

12. LUGAR DE ENTRENAMIENTO 
 
Los gimnasios de entrenamiento fueron validados durante la primera visita técnica a la 
sede de los juegos, quedando por definir según acuerdos de la visita, en la segunda 
estancia cuales serán finalmente de las que serán utilizadas. En todos los casos reúnen 
los requisitos mínimos por CCS, la FIVB y NORCECA. Es un requerimiento que estos 
gimnasios dispongan de superficies aprobadas por NORCECA (SPORT COURT.) 
 
Las instalaciones podrán ser utilizadas solamente en los horarios asignados por el 
Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN2023); los entrenamientos se realizarán en las instalaciones que designe 
el Comité Organizador. 
 
PRÁCTICAS OFICIALES 
 
Las prácticas oficiales se llevarán a cabo el 26 y 27 de junio de 2023 para el caso de los 
equipos del sexo masculino, en horario por confirmar y los días 1 y 2 de julio de 2023 
para el caso de los equipos del sexo femenino, todo en correspondencia con la 
confirmación de su itinerario de llegada a la sede y tomando en consideración que la 
sede de competencias para el caso de las damas no será la misma que para los hombres. 
 
13. REGLAS GENERALES 
 
Las competencias de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023, se realizarán de acuerdo con los estatutos de Centro Caribe Sports (CCS), las 
Regulaciones de competencia y Reglas de juegos de la Federación Internacional de 
Voleibol (FIVB) y la Confederación Norte, Centroamérica y del Caribe de Voleibol 
(NORCECA); en vigor durante los Juegos. 
 
Los casos no previstos en los reglamentos antes mencionados se resolverán de la 
siguiente manera: 
 
1. Casos de naturaleza general serán resueltos de acuerdo con los estatutos de 
Centro Caribe Sports (CCS) y al Reglamento de los Juegos Centroamericanos y 
del Caribe. 
 
2. Casos de naturaleza técnica serán resueltos de acuerdo con las Regulaciones 
de competencia y Reglas de juegos de la Federación Internacional de Voleibol 
 
 
 
 
 
 
 
(FIVB), la Confederación Norte, Centroamérica y del Caribe de Voleibol 
(NORCECA). 
 
14. OFICIALES TÉCNICOS. 
 
Los Oficiales Técnicos Internacionales serán de los países participantes en los Juegos, 
siempre y cuando ostenten la categoría de acreditado o certificado panamericano o 
mundial. La designación final de los oficiales corresponderá a la Confederación Norte, 
Centroamericana y del Caribe de Voleibol (NORCECA). 
 
Los Oficiales Técnicos Nacionales serán convocados por COSSAN, preparados por la 
Federación Salvadoreña de Voleibol y aprobados por el delegado Técnico Internacional. 
 
Se establece que el alojamiento para el comité de control y árbitros participantes será 
un hotel en la ciudad de San Salvador con categoría de 4 o 5 estrellas. Igualmente queda 
establecida la villa deportiva COSAN para las delegaciones. 
 
15. JUECES Y ÁRBITROS. 
 
Queda establecido que cada país participante en, masculino y femenino, tendrá derecho 
de presentar 1 árbitro internacional por rama o en su defecto continental, certificado por 
la comisión de arbitraje de NORCECA y aprobado por el presiente, quien además tendrá 
la responsabilidad de designar un (1) árbitro neutral para cada competición (M) y (F), a 
más tardar el mes de febrero del 2023.En caso que un país clasificado no pueda 
completar la designación arbitral, NORCECA se hará responsable de designar un 
suplente que cumpla con los requerimientos. El máximo de árbitros participantes por 
rama será de 9 para una cifra total de 18. 
 
Los CON serán los responsables del traslado aéreo internacional, el Comité Organizador 
será responsable de la logística una vez arribe el árbitro a la sede de competencias, así

16. PROTESTAS Y APELACIONES 
 
Las reglas, protestas y apelaciones, para la competencia de vóleibol deberán cumplir con 
las condiciones que se detallan en los siguientes documentos, en vigor durante los 
Juegos: 
• Reglamentaciones deportivas de la FIVB. 
• Reglamento oficial del vóleibol de la FIVB disponible en fivb.org 
• Reglamentaciones de CCS. 
 
 PROTESTAS: 
 
a) Todas las protestas deberán presentarse por escrito ante el Comité de Control. El 
procedimiento establecido para presentar una protesta debe estar de acuerdo con 
el Reglamento Deportivo de la FIVB. Las protestas se resolverán de acuerdo con 
las Reglas Generales, Deportivas y de Juegos de la FIVB vigentes. 
 
b) Las quejas relacionadas con una violación técnica de las Reglas de Juego de la 
FIVB vigentes deben ser resueltas por el Comité de Control en funciones del 
partido donde se haya verificado la violación de las Reglas de Juego.

El procedimiento debe estar de acuerdo con el Reglamento Deportivo NORCECA 
(Conferencia de Jueces). La infracción de las Reglas de Juego deberá ser reclamada por 
el equipo afectado, durante el desarrollo del partido en curso y deberá ser resuelta 
durante el mismo por el Comité de Control. Asimismo, el presidente del Jurado del partido 
en funciones y el delegado de Arbitraje, podrán intervenir cuando se verifique una 
infracción técnica a las Reglas de Juego para resolver la situación y asegurar la 
adecuada continuación del partido en curso. 
 
c) Todas las quejas y apelaciones que no estén relacionadas con una violación 
técnica de las Reglas de Juego deben presentarse por escrito al Presidente del 
Comité de Control dentro de los 60 minutos posteriores a la finalización del partido. 
 
El Delegado técnico Internacional de conjunto con CCS de la deberá dictar sentencia 
dentro de las 12 horas siguientes a la presentación de la queja y/o recurso. 
 
17. PREMIACIÓN 
 
El Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN2023) solo otorgará premios a los ganadores de los deportes incluidos 
en el programa oficial, que serán de acuerdo con lo estipulado en el Reglamento de los 
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023. 
 
EQUIPOS: 
 
Primer lugar: Una medalla de oro 
Segundo lugar: Una medalla de plata 
Tercer lugar: Una medalla de bronce 
 
Se entregaran placas a los premios individuales por posición, basados únicamente en 
los resultados del Sistema de Información de Voleibol (VIS). 
 
Los premios a entregar son:

Nota: la Confederación NORCECA remitirá el texto que será grabado en las 24 placas 
(12 por Rama) a fin de que COSAN pueda incluir los logotipos de los Juegos en dichas 
placas o en su defecto solicitar autorización a COSAN y a Centro Caribe Sport (CCS) 
para que nos puedan suministrar los logos a ser grabados en las placas de 
reconocimientos. 
 
18. ORGANIZACIÓN TÉCNICA 
 
Estará a cargo del delegado Técnico internacional nombrado por la Confederación Norte, 
Centroamericana y del Caribe de Voleibol (NORCECA). 
 
REUNIÓN TÉCNICA 
 
• La Reunión Técnica se realizarápara la competición masculina el 27 de junio de 
2023 y para el sexo femenino el 03 de julio 2023 ambos en Universidad de El 
Salvador (UES) en horario por confirmar. 
• La revisión del vestuario y el equipamiento, y la presentación del Referí y el 
delegado Técnico tendrán lugar, fecha y hora por confirmarse. 
• El delegado Técnico y el director de Competencia de Voleibol presidirán la 
reunión técnica general, que se conducirá en español e inglés. 
• Participaran en la misma el delegado de equipos, el entrenador principal y el 
personal médico acreditado por la delegación del CON, uniformados, con el 
vestuario de oficial de su delegación. 
 
• La tarjeta de invitación para la Reunión Técnica estará disponible para los jefes 
de Equipo en el Centro de Información Deportiva de la Villa Centroamericana y 
del Caribe a partir del día de su llegada. 
 
 
 
 
 
 
 
 
 
 
 
19. VESTUARIO 
 
Las regulaciones para los uniformes y demás artículos estarán dictadas por Centro 
Caribe Sports (CCS), las Regulaciones de competencia de la Federación Internacional 
de Voleibol (FIVB), la Confederación Norte, Centroamérica y del Caribe de Voleibol 
(NORCECA); y las Disposiciones del Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023). 
 
Los uniformes de los jugadores deben ser marcas homologadas por la FIVB y de acuerdo 
con las Reglas Oficiales de Uniformes de la FIVB y NORCECA, Cada equipo debe tener 
disponible un mínimo de tres (3) juegos de uniformes de juego de diferentes colores, uno 
de los cuales debe basarse en color blanco. Las marcas oficiales homologadas por 
NORCECA son: MIZUNO, PUMA, ADIDAS y ERREA 
 
Los uniformes de Capitán de equipo deben ser presentados en la entrevista preliminar 
para la inspección del Comité de Control. En caso de que el(los) uniforme(s) del Libero 
sean diferentes en estilo y color al resto de los uniformes del equipo nacional, se requiere 
que también sea presentado para la inspección del Comité de Control. Los nombres y 
números de los jugadores en los uniformes deben ser los mismos que en los formularios 
FIVB O-2 y O-2 bis. 
 
Los accesorios del jugador y los dispositivos de prevención de lesiones (protectores, 
rodilleras, coderas, etc.) deben tener el mismo diseño de color que la camiseta del 
uniforme. También se aceptan colores neutros, blancos y negros. 
Los jugadores de los equipos que usen dispositivos para la prevención de lesiones deben 
estar todos uniformados (mismo color/diseño) y deben presentarse en la consulta 
preliminar del equipo para su inspección y aprobación. El número de camiseta de los 
jugadores de la selección participante deberá estar numerado del 1 al 25, no se admitirán

20. EQUIPO DEPORTIVO 
 
El Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN2023) suministrará el equipo para la competencia, el calentamiento y 
entrenamiento. Todo el equipo cumplirá con las especificaciones de la Federación 
Internacional de Voleibol.

21. CONTROL DE DOPAJE 
 
El control de dopaje será realizado conforme a lo establecido por la Comisión Médica de 
la Centro Caribe Sports (CCS), las Regulaciones de competencias de la Federación 
Internacional de Voleibol (FIVB), la Confederación Norte, Centroamérica y del Caribe de 
Voleibol (NORCECA)y seguirán los estándares y procedimientos del Programa Mundial 
Antidopaje. 
 
22. SISTEMA DE CLASIFICACIÓN A SAN SALVADOR 2023 
 
Como país anfitrión, El Salvador clasificará automáticamente. El resto de los equipos 
clasificarán de acuerdo con los siguientes criterios: 
 
a) Podrán participar todos los países miembros de Centro Caribe Sports (CCS) y de la 
NORCECA, además de Venezuela y Colombia, en su carácter de países invitados a los

Voleibol Masculino: 
 
Nota: Teniendo en cuenta que Venezuela y Colombia no entraron en el sistema de 
calificación al no participar en las competencias convocadas en las temporadas 2021 y 
2022, se dispone de una vacante para el equipo mejor ubicado de los no clasificados de 
NORCECA, al 1 de enero de 2023, siguiendo el Ranking Continental NORCECA. 
 
23. CLASIFICACIÓN A SANTIAGO 2023 
 
El evento no ofrece cupos de clasificación a Santiago de Chile 2023, en consecuencia,

El Comité Ejecutivo de Centro Caribe Sports (CCS) queda ampliamente facultado para 
resolver cualquier problema que no esté contemplado en el presente Reglamento, en 
coordinación con el Comité Organizador de los XXIV Juegos Centroamericanos y del 
Caribe San Salvador 2023 (COSSAN2023). Todo lo relativo a las normativas aplicables, 
a la promoción y publicidad del equipo, materiales y ropa deportiva, se regirán por las 
Normativas de Promoción y Publicidad de Centro Caribe Sports (CCS) y la Regla 51 de

sports competition and discipline at XXIV Central American and Caribbean Games San 
Salvador 2023, as well as operational information that may be of interest to participating 
teams. 
 
Each manual includes:

● Sport-specific information, such competition schedule and format, training and 
qualification criteria. 
 
● Operational information on accreditation. 
 
While this information is correct as of the date of publication, it may vary according to the 
updates provided by the Organizing Committee for The XXIV Central American and 
Caribbean Games San Salvador 2023 (COSSAN 2023), the International Federation (IF)

2. ABOUT SAN SALVADOR 
San Salvador is the capital and largest city of the Republic of El Salvador and one of the 
most populated cities in Central America. Located in one of the fourteen departments of 
the nation, specifically in the department of San Salvador, it houses the headquarters of 
the three branches of government, the main economic, development, and 
telecommunications companies, embassies, hotels, the Presidential House, the country's 
main museums, residential, economic and commercial areas, monuments and the main 
economic, political, fashion, art and development services. It is located in one of the 
fourteen departments of the nation, specifically in the department of San Salvador, and 
is home to the headquarters of the three branches of government, the main economic, 
development, telecommunications, embassies, hotels, the Presidential House of El 
Salvador, the main museums of the country, residential, economic and commercial 
areas, monuments and the main economic, political, fashion, art and development 
services of El Salvador. San Salvador is located in the central part of the country. Its 
elevation is between 600 and 1000 meters above sea level. Although the city itself is 
located at 670 meters above sea level. It is bordered to the north by the municipalities of 
Nejapa, Mejicanos, Cuscatancingo, and Ciudad Delgado, to the east by Soyapango and 
 
 
San Marcos, to the south by Panchimalco and San Marcos, and to the west by Antiguo 
Cuscatlán and Santa Tecla. The geography of the Salvadoran capital is dominated by 
two great orographic prominences, which make the landscape of the capital 
unmistakable sense from any point of the city these can be observed: The San Salvador 
Volcano and the San Jacinto Hill. The first is composed of two large formations: El 
Picacho, a mountain with a height of 1959.97 masl; and the other, El Boquerón, the most 
voluptuous formation, at 1839.39 masl, which has a huge crater of 1.5 km in diameter. 
This volcano is representative of the city, to the point that it basically forms its skyline, 
paling to any other structure built by human hands in the city, perhaps that is why despite 
some real estate takeoff that has experienced the town since the late 1990s, no structure 
has become an icon of it, except the historic buildings. The second most representative 
orographic structure of this municipality is Cerro San Jacinto, which has a height of 1100 
meters above sea level and until recently had a cable car at its peak. The San Salvador 
Volcano is located to the west of the city, while Cerro San Jacinto is located to the 
southeast. These two natural watchtowers frame the valley in which San Salvador sits. 
San Salvador has a warm climate all year round, with December, January, and February 
being the coolest months. Temperatures remain between 18 and 33 degrees Celsius. 
The hottest months are from March to May. May to October is the rainy season, usually 
with flooding (especially in the rivers). The temperature varies between noon and 
midnight, due to changes in humidity levels. The highest temperature recorded in San 
Salvador was 38.5 °C, and the lowest was 4.0 °C

5. DATE AND PLACE OF COMPETITION 
 
The Indoor Volleyball competition for the XXIV Central American and Caribbean Games 
San Salvador 2023, will be held from June 28th to July 2nd, 2023 in the Men's category, 
at Sports National Palace "Carlos el Famoso Hernández" and on July 04 to July 08 2023, 
in the women's category at San Francisco School in the capital city of San Salvador. 
 
6. ELEGIBILITY 
 
To participate in the XXIV Central American and Caribbean Games San Salvador 2023, 
the athlete must follow the provisions of the Games Regulations, the rules of the 
International Volleyball Federation (FIVB), the North, Central American and Caribbean 
Volleyball Confederation (NORCECA); and must be registered by their National Olympic 
Committee (NOC) according to the provisions set in the Statutes from Centro Caribe 
Sports (CCS). 
 
 
 
 
 
MINIMUM PARTICIPATION 
 
For an event or competition to be considered official, five (5) athletes and an equal 
number of National Olympic Committees must participate. In case one or more 
representations after the Technical Meeting is held are unable to participate for reasons 
of force majeure, the information must be corroborated and verified by Centro Caribe 
Sports (CCS), will solve. 
 
The combination of athletes from different countries will not be allowed for the modalities 
and events that will be held in the Central American and Caribbean Games San Salvador 
2023. 
 
NATIONALITY 
 
Any athlete participating in the XXIV Central American and Caribbean Games San 
Salvador 2023, must have the nationality of the country (NOC) that registered them. The 
nationality of the competitor is determined according to the regulations from CCS. 
 
MINIMUM AGE OF COMPETITORS 
 
All participating athletes must be at least 14 years of age. 
 
7. REGISTRATION 
 
Only National Olympic Committees (NOC), recognized by Centro Caribe Sports (CCS), 
whose national federations are affiliated to the International Volleyball Federation (FIVB), 
the North, Central American and Caribbean Volleyball Confederation (NORCECA), may 
register. Associate members recognized by Centro Caribe Sports (CCS) may also 
participate in the XXIV Central American and Caribbean Games San Salvador 2023. 
 
All countries, through their respective National Olympic Committee (NOC), must send 
their athlete application in the official application form to the Organizing Committee of the 
XXIV Central American and Caribbean Games San Salvador 2023 (COSSAN2023) no 
later than May 23rd, 2023, at 23:59 hours (El Salvador time). The form must indicate the 
sports in which the National Olympic Committee (NOC) will participate. The forms will be 
published on the official website for San Salvador 2023. 
 
 
NUMERICAL REGISTRATION 
 
The Numerical Registration forms, which indicate the number of participants in each 
individual and team event, must be sent to the Organizing Committee of the XXIV Central 
American and Caribbean Games San Salvador 2023, no later than April 23rd, 2023 at 
23:59 hours (El Salvador time), according to the provisions of the Regulations from Centro 
Caribe Sports (CCS). 
 
NOMINAL REGISTRATION - LONG LIST 
 
The “Nominal List - Long List”: of athletes, Team Officials, coaching staff, administrative 
and auxiliary staff must be sent by each National Olympic Committee (NOC) no later than 
April, 2023 at 23:59 hours (El Salvador Time). 
 
They may register up to double the quota established for each sport. The Long List must 
be registered in the form established by the Organization in order to comply with the 
closing date. For any questions or clarifications, the Organizing Committee of the XXIV 
Central American and Caribbean Games San Salvador 2023 (COSSAN2023) provides

NOMINAL REGISTRATION 
 
For each eligible athlete to participate in the XXIV Central American and Caribbean 
Games San Salvador 2023, it is required to fill out a Nominal Registration form that must 
be submitted by the National Olympic Committee (NOC) and received by the Organizing 
Committee of the XXIV Central American and Caribbean Games San Salvador 2023 
(COSSAN2023) no later than May 23rd, 2023 at 23:59 hours (El Salvador time), in

According to the quota established by Centro Caribe Sports (CCS), the Indoor Volleyball 
competition will have a maximum of ninety-six athletes per gender, for a total of (192) 
participating athletes, between both genders. 
 
Each qualified National Olympic Committee (NOC) will register a maximum of twelve (12) 
men and twelve (12) women athletes, who must meet the classification criteria for the 
XXIV Central American and Caribbean Games San Salvador 2023.

10. COMPETITION SYSTEM 
 
Two groups A and B will be formed according to the UPV ranking where the venue will 
have the right to choose the location of the match, the opponent for the first game as well 
as the schedule for the preliminary round. Each group will be played under the Round 
Robin system, the firsttwo places will go to the semifinal round 1st vs 2nd and the finalist 
teams will be defined for the discussion of the 1st to 4th places of the tournament, the 3rd 
and 4th of each group will also play cross-over for the definition of the 5th to 8th places. 
 
To establish the classification of the teams after the Preliminary Round, team 
classification will be determined as follows: 
 
a. For the results of won and lost games. 
 
b. In case of a tie in the number of matches won and lost, between two or more teams of 
the same group, the final ranking of the teams shall be determined by the number of 
points won between the teams of the same group during the Preliminary Round. 
 
 
 
c. The following points shall be awarded to each team per match, according to the number 
of sets won/lost: 
 
Won match 3-0 = 5 points 
Lost match 0-3 = 0 point 
Won match 3-1 = 4 points 
Lost match 1-3 = 1 point 
Won match 3-2 = 3 points 
Lost match 2-3 = 2 points 
Lost match= 0 points (0-25, 0-25, 0-25) 
 
TIE-BREAKING PROCEDURE 
 
In case of a tie in the number of points scored by two or more teams, the tie shall be 
defined by the percentage of points with the following criteria, in order of importance: 
 
1. Points Coefficient: In case of equality in the number of points won by two or 
more teams they shall be ranked in descending order by the quotient resulting 
from the division of all points scored by the total points lost. 
 
2. Sets Coefficient: If the tie in the quotient of points persists, the teams shall be 
classified in descending order by the quotient resulting from the division of the 
number of all sets won by the number of all sets lost. 
 
3. If the tie continues according to the coefficient established between two teams, 
priority shall be given to the team that won the last match between them. 
 
4. When the tie is between three or more teams, a new classification of these 
teams shall be made taking into consideration only the matches in which they 
played against each other. 
 
 
 
 
 
 
 
COMPETITION FORMAT 
 
Eight teams will compete in the XXIV Central American and Caribbean Games San 
Salvador 2023. 
 
PRELIMINARY ROUND 
 
There will be a preliminary round of round-robin play in two series, A and B, of four teams 
in each. The first two teams in each series (A and B) will qualify for the semifinal round. 
 
The third and fourth place teams in each series will compete for the fifth through eighth 
places in a similar format as described below for the teams qualifying to the semifinal 
round. 
 
• 3rd group A vs. 4th group B 
• 3rd group B vs. 4th group A 
 
SEMI-FINAL ROUND 
 
In the semifinal round, the first of each series will play against the second-place holders, 
in the opposite way they competed in the preliminary round. 
 
• 1st group A vs. 2nd group B 
• 1st group B vs. 2nd group A 
 
FINAL ROUND 
 
6. Bronze medal: the losing teams of the semifinal round will play the final round for third 
and fourth place. 
 
7. The gold medal will be played by the winning teams of the semifinal round, for the final

12. TRAINING FACILITIES 
 
The training gyms were validated during the first technical visit to the game’s venue, 
pending to be defined according to the agreements of the visit, in the second stage, which 
will be finally used. In all cases they meet the minimum requirements by the CCS, the 
FIVB and NORCECA. It is a requirement that these gyms have surfaces approved by 
NORCECA (SPORT COURT). 
 
 
The facilities may be used during the hours assigned by the Organizing Committee of the 
XXIV Central American and Caribbean Games San Salvador 2023 (COSSAN2023); 
training sessions will be held at the facilities designated by the Organizing Committee. 
 
OFFICIAL PRACTICES 
 
Official practices will be held on June 26th and 27th, 2023 for the men's teams, at a time 
to be confirmed, and on July 1st and 2nd, 2023 for the women's teams, all in 
correspondence with the confirmation of their arrival schedule at the venue and 
considering that the venue for the women's competitions will not be the same as for the 
men. 
 
13. GENERAL RULES 
 
The competitions for the XXIV Central American and Caribbean Games San Salvador 
2023, will be held in accordance with the statutes from Centro Caribe Sports (CCS), the 
Competition Regulations and Game Rules of the International Volleyball Federation 
(FIVB) and the North, Central American and Caribbean Volleyball Confederation 
(NORCECA), effective during the games. 
 
Cases not foreseen in the above-mentioned regulations will be resolved as follows: 
 
1. Cases of a general nature will be resolved according to the Statutes from 
Centro Caribe Sports (CCS) and the Regulations of the Central American 
and Caribbean Games. 
 
 
2. Cases of a technical nature will be resolved according to the Competition 
Regulations and Game Rules of the International Volleyball Federation 
(FIVB), the North, Central American and Caribbean Volleyball 
Confederation (NORCECA) 
 
14. TECHNICAL OFFICIALS 
 
The International Technical Officials will be from the countries participating in the Games, 
as long as they hold the category of Pan American or World accredited or certified. The 
final designation of the officials will correspond to the North, Central American and 
Caribbean Volleyball Confederation (NORCECA). 
 
The National Technical Officialswill be called by COSSAN, prepared by the Salvadoran 
Volleyball Federation and approved by the International Technical Delegate. 
 
Accommodation for the control committee and participating referees will be in a 4- or 5-
star hotel in San Salvador. Also, the COSSAN Sports Village is designated for the 
delegations. 
 
15. JUDGES AND REFEREES 
 
It is hereby determined that each participating country, men and women, will have the 
right to present 1 international referee per branch or continental, certified by the 
NORCECA refereeing commission and approved by the president, who will also have 
the responsibility to designate one (1) neutral referee for each competition (M) and (W), 
no later than February 2023, in case a qualified country cannot complete the refereeing 
designation, NORCECA will be responsible for designating an alternate that meets the 
requirements. The maximum number of participating referees per branch will be 9 for a 
total of 18. 
 
NOCs will be responsible for the international flight, the Organizing Committee will be 
responsible for the logistics once the referee arrives at the competition venue, as well as

16. PROTESTS AND APPEALS 
 
The rules, protests and appeals for volleyball competition shall comply with the conditions 
detailed in the following documents, effective during the games:

 PROTESTS: 
 
A) All protests must be submitted in writing to the Control Committee. The 
procedure established for filing a protest must be in accordance with the FIVB 
Sporting Regulations. Protests shall be resolved in accordance with the current 
FIVB General, Sporting and Game Rules.

B) Complaints related to a technical violation of the FIVB Laws of the Game in force, 
must be resolved by the Control Committee in charge of the match where the 
violation of the Laws of the Game has been verified. 
 
The procedure must be in accordance with the NORCECA Sports Regulations (Judges 
Conference). The violation of the Rules of the Games shall be claimed by the affected 
team, during the course of the match in progress and shall be resolved during the match 
by the Control Committee. Also, the President of the Jury of the match in place and the 
Referee Delegate may interfere when a technical violation is verified in order to resolve 
the situation and ensure the proper course of the match in progress. 
 
C) All complaints and appeals that are not related to a technical violation of the 
Laws of the Games must be submitted in writing to the Chairman of the Control 
Committee within 60 minutes after the end of the match. 
 
The International Technical Delegate together with CCS shall rule within 12 hours of the 
complaint and/or appeal being submitted. 
 
17. AWARDS 
 
The Organizing Committee of the XXIV Central American and Caribbean Games San 
Salvador 2023 (COSSAN2023) will only award prizes to the winners of the sports included 
in the official program, which will be according to the Regulations of the XXIV Central 
American and Caribbean Games San Salvador 2023. 
 
TEAMS: 
 
First Place: A gold medal for each athlete. 
Second Place: A silver medal for each athlete. 
Third Place: A bronze medal for each athlete. 
 
Individual position awards will be given based on the Volleyball Information System (VIS) 
results only.

logos to be printed on the recognition plates. 
 
18. TECHNICAL ORGANIZATION 
 
It will be under the responsibility of the International Technical Delegate assigned by the 
North, Central American and Caribbean Volleyball Confederation (NORCECA). 
 
TECHNICAL MEETING 
 
• The Technical Meeting will be held for the men's competition on June 27, 2023 
and for the women's competition on July 3, 2023, both at Universidad de El 
Salvador (UES) at a time to be confirmed. 
• The review of the changing room and equipment, and the presentation of the 
Referee and the Technical Delegate will take place at a date and time to be 
confirmed. 
• The Technical Delegate and the Volleyball Competition Director will lead the 
general technical meeting, which will be presented in Spanish with English 
translation. 
• The team delegate, the main coach and the medical staff accredited by the NOC 
 
 
delegation, will participate in the meeting dressed in their official delegation's 
uniform. 
• The invitation card for the Technical Meeting will be available for the Team 
Leaders at the Sports Information Center from Villa Centroamericana y del Caribe 
on their arrival day. 
 
19. UNIFORM 
 
The regulations for uniforms and other items will be determined by Centro Caribe Sports 
(CCS), the Competition Regulations of the International Volleyball Federation (FIVB), the 
North, Central American and Caribbean Volleyball Confederation (NORCECA); and the 
Provisions of the Organizing Committee of the XXIV Central American and Caribbean 
Games San Salvador 2023 (COSSAN2023). 
 
The players' uniforms must be FIVB homologated brands and according to the FIVB and 
NORCECA Official Uniform Rules. Each team must have available a minimum of three 
(3) sets of different colored uniforms, one of them must be based on white color. The 
official brands approved by NORCECA are: MIZUNO, PUMA, ADIDAS and ERREA. 
 
Team Captain uniforms must be presented at the preliminary interview for inspection by 
the Control Committee. In case the Libero uniform(s) are different in style and color from 
the rest of the national team uniforms, it is also required to be presented for the Control 
Committee's inspection. Player names and numbers on the uniforms must be the same 
as on the FIVB O-2 and O-2 bis forms. 
 
Player accessories and injury prevention devices (pads, knee pads, elbow pads, etc.) 
must have the same color design as the uniform t-shirt. Neutral, white, and black colors 
are also acceptable. 
Players on teams using injury prevention devices must all be in uniform (same 
color/design) and must report to the preliminary team consultation for inspection and 
approval. Participating team players' t-shirt numbers must be from 1 to 25, no other t-shirt 
numbers will be accepted. 
 
 
 
 
 
20. SPORTS EQUIPMENT 
 
The Organizing Committee of the XXIV Central American and Caribbean Games San 
Salvador 2023 (COSSAN2023) will provide the equipment for the competition, warm-up, 
and training. All equipment will comply with the specifications of the International 
Volleyball Federation.

21. DOPING CONTROL 
 
The doping control will be performed according to the provisions of the Medical 
Commission from Centro Caribe Sports (CCS), the Competition Regulations of the 
International Volleyball Federation (FIVB),the North, Central American and Caribbean 
Volleyball Confederation (NORCECA) and will follow the standards and procedures of the 
World Anti-Doping Program. 
 
22. SAN SALVADOR 2023 CLASSIFICATION SYSTEM 
 
As host country, El Salvador will automatically qualify. The rest of the teams will qualify 
according to the following criteria: 
 
(a) All member countries from Centro Caribe Sports (CCS) and NORCECA, plus 
Venezuela and Colombia as invited countries to the events in the area, may participate.

Men's Volleyball 
 
Note: Considering that Venezuela and Colombia did not entry into the qualification 
system as they did not participate in the competitions called in the 2021 and 2022 
seasons, a vacancy is available for the best placed team of the non-qualified NORCECA 
teams, as of January 1, 2023, following the NORCECA Continental Ranking. 
 
23. CLASSIFICATION TO SANTIAGO 2023 
 
The event does not offer qualification quotas for Santiago de Chile 2023; therefore, it 
adds points to the continental ranking. 
 
24. GENERAL PROVISIONS 
 
The Executive Committee from Centro Caribe Sports (CCS) is authorized to resolve any 
problem not contemplated in these regulations, in coordination with the Organizing 
Committee of the XXIV Central American and Caribbean Games (COSSAN2023). All 
matters related to the applicable regulations, promotion and advertising of equipment, 
materials and sportswear shall be governed by the Promotion and Advertising 
Regulations of Centro Caribe Sports (CCS) and Rule 51 of the Olympic Charter
