What are the obligations of the Peruvian State?
a) Defend national sovereignty, guarantee the full validity of human rights, promote the general welfare of all Peruvians, and eliminate all forms of exploitation of man by man and of man by the State. b) Ensure that elections reflect the authentic, free, and spontaneous expression of citizens, and that vote counts are an exact and timely reflection of the voter's will expressed in the ballot box by direct vote. c) Administer justice through the application of current norms and exercise the power to administer justice that emanates from the people through its jurisdictional bodies in accordance with the Constitution and laws. d) Be the authorized government spokesperson after the President of the Republic, coordinate the functions of the other ministers, and endorse legislative decrees, urgency decrees, and other decrees and resolutions indicated by the Constitution and the law.
