The main objectives of national broadband policies are to achieve levels of penetration close to those of middle-income OECD countries, with emphasis on the poorest households, schools, and small businesses; to provide quality broadband services comparable to international standards in terms of speed and latency; to offer broadband services at competitive prices compatible with the average family income levels in the region; and to develop national and regional applications and content to meet the needs of the most backward sectors in broadband use. The areas of action for national broadband policies include international coordination, regulation, public infrastructure, TIC capacity development policies, and financial institutionalization.
