1. ACERCA DEL MANUAL 
 
Los Manuales Técnicos nos proporcionan información detallada sobre cada competencia 
y disciplina deportiva en los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 y también la información operativa que pueda ser de interés para las delegaciones 
participantes. 
 
La información contenida en el presente manual puede ser susceptible a cambios por 
parte del Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023 (COSSAN2023), por la Federación Internacional (FI) o por Centro Caribe 
Sports (CCS). Cualquier cambio que se realice será comunicado oportunamente y subido 
a la versión más actualizada de la extranet a la cual podrán acceder a través de la página 
web https://www.sansalvador2023.com con el usuario y contraseña proporcionados a su 
Comité Olímpico Nacional (CON). 
 
2. ACERCA DE SAN SALVADOR 
 
San Salvador es la capital y la urbe más grande de la República de El Salvador y una 
de las ciudades más pobladas de Centroamérica. Ubicada en uno de los catorce 
departamentos de la nación, específicamente en el departamento de San Salvador, 
alberga las sedes de los tres poderes del Estado, las principales empresas de economía, 
desarrollo, telecomunicaciones, embajadas, hoteles, Casa Presidencial de El Salvador, 
los más importantes museos del país, zonas residenciales, económicas y comerciales, 
monumentos y las primordiales sedes de servicios económicos, políticos, de moda, arte 
y desarrollo de El Salvador. San Salvador se encuentra a 670 msnm. Limita al norte con 
los municipios de Nejapa, Mejicanos, Cuscatancingo, y Ciudad Delgado, al este con 
Soyapango, al sur con Panchimalco y también con San Marcos, y al oeste con Antiguo 
Cuscatlán y Santa Tecla. La geografía de la capital salvadoreña está dominada por dos 
grandes prominencias orográficas, las cuales hacen inconfundible el paisaje de la 
capital, ya que desde cualquier punto de la ciudad estas pueden observarse: el Volcán 
de San Salvador y el Cerro San Jacinto. El primero se compone de dos grandes 
formaciones: El Picacho, con una altura de 1959.97 msnm; y la otra, El Boquerón, la 
formación más voluptuosa, de 1839.39 msnm, la cual posee un enorme cráter de 1.5 km 
de diámetro. Este volcán es representativo de la ciudad, al punto que básicamente forma 
su skyline (horizonte), palideciendo a cualquier otra estructura construida por mano 
humana en la urbe, quizá a eso se deba que pese a cierto despegue inmobiliario que ha 
experimentado la localidad desde finales de la década de 1990, ninguna estructura ha 
llegado a convertirse en ícono de la misma, exceptuando los edificios históricos. 
 
 
 
 
 
 
La segunda estructura orográfica más representativa de este municipio es el Cerro San 
Jacinto, la cual posee una altura de 1100 msnm y que hasta algunos años poseía en su 
cúspide un teleférico. El mencionado Volcán de San Salvador se ubica al oeste de la 
Ciudad, mientras que el Cerro San Jacinto en su extremo Sureste. Estas dos atalayas 
naturales enmarcan el valle en el que se asienta San Salvador. 
La ciudad tiene un clima cálido todo el año, siendo diciembre, enero y febrero los frescos. 
Las temperaturas se mantienen entre los 18 °C y 33 °C. Los más calurosos son marzo, 
abril y mayo. A partir de mayo hasta octubre es la estación lluviosa en la cual usualmente 
se producen inundaciones.La temperatura varía entre el mediodía y la medianoche 
debido a cambios en los niveles de humedad. La temperatura más alta registrada en 
San Salvador ha sido de 38.5 °C, la más baja de 4.0 °C.

5. LUGAR Y FECHA DE COMPETENCIA 
 
La competencia de Tenis de los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023 se efectuará del sábado 1 de Julio al viernes 7 de julio de 2023 en las 
Canchas del Complejo Deportivo de Ciudad Merliot. 
 
6. ELEGIBILIDAD 
 
Para participar en los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023, 
el atleta deberá sujetarse a las disposiciones del Reglamento de los Juegos, a las reglas 
de la Federación Internacional de Tenis (ITF) y a las reglas oficiales; además deberán 
ser inscrito por su Olímpico Comité Nacional (CON) de acuerdo con lo señalado en los 
Estatutos de Centro Caribe Sports (CCS). 
 
PARTICIPACION MÍNIMA 
 
Para que un evento o prueba sea considerado oficial deberán participar cinco (5) atletas 
e igual número de Comités Olímpicos Nacionales. 
 
 
 
 
 
 
 
 
 
En caso de una o varias representaciones luego de celebrarse la Reunión Técnica se 
vean imposibilitados de participar por motivos de fuerza mayor, corroborada y 
comprobada por (CCS) quien es la única facultada para autorizar la realización del 
evento. Centro Caribe Sports (CCS) resolverá. 
 
No se permitirá la combinación de atletas de diferentes países para las modalidades y 
pruebas que sean convocadas en los Juegos Centroamericanos y del Caribe San 
Salvador 2023. 
 
NACIONALIDAD 
 
Cualquier atleta que participe en los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023, deberá contar con la nacionalidad del país CON que los inscribió. La 
nacionalidad del competidor se determina de acuerdo con el Reglamento (CCS). 
 
EDAD MÍNIMA DE LOS COMPETIDORES 
 
Los competidores deben tener al menos 14 (catorce) años cumplidos el primer día de la 
competencia. 
 
7. INSCRIPCIÓN 
 
Podrán registrarse únicamente los CON reconocidos por el Centro Caribe Sports (CSS), 
cuyas Federaciones Nacionales estén afiliadas a la Federación Internacional de Tenis 
(ITF) y Confederación de Tenis de Centroamérica y El Caribe (COTECC), también 
podrán participar los miembros asociados reconocidos por Centro Caribe Sport en los 
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023. 
 
Todos los países a través del Comité Olímpico Nacional (CON) respectivo, deberá enviar 
su solicitud de deportistas en el formato oficial al Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) a más tardar a las 
23:59 horas (hora de El Salvador) del día 23 de mayo de 2023. En el formato se deberá 
indicar los deportes en los cuales participará el Comité Olímpico Nacional (CON). Los 
formularios se publicarán en el sitio web oficial de San Salvador 2023. 
 
 
 
 
 
 
 
 
 
 
INSCRIPCIÓN NUMÉRICA 
 
Los formularios de Inscripción Numérica, que indican el número de participantes en cada 
prueba individual y por equipo, deberán ser remitidos al Comité Organizador de los XXIV 
Juegos Centroamericanos y del Caribe San Salvador 2023 a más tardar el 23 de abril de 
2023 antes de las 23:59 (hora de El Salvador), de acuerdo con lo establecido en el 
Reglamento de Centro Caribe Sports (CCS). 
 
INCRIPCIÓN NOMINAL-LISTA LARGA 
 
La "Lista Nominal - Lista Larga": de atletas, Oficiales de Equipo, cuerpos técnicos, 
personal administrativo y auxiliar debe ser enviada por cada uno de los Comités 
Olímpicos Nacionales (CON) a más tardar a las 23:59:59 (Hora de El Salvador) del 23 
abril de 2023. 
 
Podrán inscribirse hasta duplicar el cupo establecido para cada deporte. La Lista Larga 
debe registrarse en la forma establecida por la Organización para cumplir con la Fecha 
de cierre, para cualquier duda o aclaración al respecto, el Comité Organizador de los 
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) pone 
a su disposición el correo electrónico: inscripciones@sansalvador2023.org. 
 
INSCRIPCIÓN NOMINAL 
 
Para que cada atleta elegible pueda participar en los XXIV Juegos Centroamericanos y 
del Caribe San Salvador 2023, se requiere llenar un formulario de Inscripción Nominal 
que deberá ser contemplado por los (CON) y recibido por el Comité Organizador de los 
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) a más 
tardar el 23 de Mayo de 2023 a las 23:59 (hora de El Salvador), de acuerdo con lo 
establecido en el Reglamento de Centro Caribe Sports (CCS). 
 
Cada (CON) deberá de enviar sus formatos de Inscripción Numérica y de Inscripción 
Nominal oficiales suministrados por el Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) y que serán enviados 
6 meses antes de los Juegos.Para cualquier duda o aclaración al respecto, el Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) pone a su 
disposición el correo electrónico: inscripciones@sansalvador2023.org.

9. SISTEMA DE PARTICIPACIÓN 
 
PRUEBAS CONVOCADAS, MEDALLAS Y NÚMERO MÁXIMO DE COMPETIDORES. 
 
Las pruebas convocadas en los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023, para la competencia de Tenis, son Femenino Individual y Dobles, 
Masculino Individual y Dobles, Dobles Mixtos, Copa de Naciones femenino y masculino. 
Cada país podrá participar con un máximo de 4 hombres y 4 mujeres.

NÚMERO MÁXIMO DE COMPETIDORES: 
 
De acuerdo con la cuota establecida por Centro Caribe Sports la competencia de Tenis 
tendrá un máximo de ochenta y ocho (84) atletas, combinando hombres y mujeres. 
 
Especificaciones: 
 
a) Cada país podrá participar en los Juegos con un máximo de cuatro (4) hombres y 
cuatro (4) mujeres. 
b) En los eventos Individuales cada país podrá participar con un máximo de dos (2) 
jugadores y dos (2) jugadoras. 
c) En los eventos de Dobles cada país podrá participar con un máximo de una (1) pareja 
por evento. 
d) En los eventos de Copa de Naciones cada país podrá participar con cuatro (4) 
hombres y cuatro (4) mujeres respectivamente. 
e) Cada jugador y jugadora podrá participar en un máximo de dos (2) eventos más la 
Copa de Naciones. 
 
10. SISTEMA DE COMPETENCIAS 
 
Un jugador puede competir en un máximo de 2 eventos más Copa de Naciones, si su 
país clasifica. 
 
FORMATO DE ELIMINACIÓN: 
 
En individuales y dobles, damas y varones y dobles mixtos, se jugará una llave de 
eliminación simple. 
 
En Copa de Naciones, damas y varones, si hay 3 equipos en uno de los dos eventos, 
jugarán sistema de Round Robin. Si hay 4 equipos o más jugarán llave de eliminación 
simple. 
 
 
 
 
 
 
 
 
 
 
 
 
 
FORMATOS DE JUEGO PARA INDIVIDUALES, DOBLES Y COPA DE NACIONES: 
 
INDIVIDUALES EN RONDA DE 48 Y 32 EN LA LLAVE: 
 
Los partidos se juegan a 2 sets a 6 Games con tie break a 7 puntos si los sets llegan a 
6-6. En caso de empate en sets, se jugará un Match Tie Break a 10 puntos. El score a 
usarse será CON VENTAJA. 
 
INDIVIDUALES A PARTIR DE OCTAVOS DE FINAL HASTA FINALES: 
 
Los partidos se juegan al mejor de 3 sets todos con Tie Break a 7 puntos y por diferencia 
de 2. 
 
DOBLES: Los partidos se juegan a dos sets a 6 Games, sin ventaja, y en caso de empate 
en sets un Match Tie Break a 10 puntos para desempatar. 
 
COPA DE NACIONES: 
 
Todos los singles y dobles se juegan al mejor de 3 sets, todos con Tie Break. Los dobles 
solo se juegan en la Copa de Naciones si hay que desempatar el encuentro. 
 
COMO CLASIFICAN LOS EQUIPOS A COPA DE NACIONES: 
 
En copa de naciones femenil y varonil participará un máximo de 8 equipos por género, 
que se clasifican para el evento por sus resultados en singles y dobles. 
 
EVENTOS DE HOMBRES Y DE MUJERES: 
 
• Se suman los puntos de los jugadores de cada país, por género para cada evento, 
donde ganar el 1er lugar otorga 5 puntos, 2º lugar otorga 4 puntos, 3er lugar 3 
puntos, 4º lugar 2 puntos y haber perdido en cuartos de final otorga 1 punto, de 
los eventos de individuales, dobles y dobles mixto. Clasifican los equipos con los 
8 primeros lugares en puntos. En caso de empate en puntos para alguna posición,

• Equipo con ranking ATP/WTA (de la semana de inicio del evento de tenis) de 
individuales y dobles combinado más alto, de todos sus jugadores – si el empate 
persiste. 
• Equipo con WTN de individuales (de la semana de inicio del evento) combinado 
más alto, de todos sus jugadores – si el empate persiste. 
• Equipo con mejor ranking Copa Davis/ Billie Jean King Cup en la semana de inicio 
del evento de tenis – y si el empate persiste, 
• Sorteo.

12. ENTRENAMIENTOS 
 
LUGAR: Instalación de tenis de la Federación Salvadoreña de Tenis en el Complejo 
Polideportivo Merliot. 
 
El horario de entrenamiento deberá reservarlo el entrenador del equipo en la sede de 
competencia, con el responsable de reserva de canchas de entrenamiento. La reserva 
se podrá hacer con no más de 24 horas de antelación. 
 
Las instalaciones podrán ser utilizadas solamente en los horarios asignados por el 
Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN2023); los entrenamientos se realizarán en la sede de la competencia. 
El acceso será permitido únicamente a miembros del equipo acreditados. No será 
permitida la entrada al público. Las pelotas para entrenamiento serán proporcionadas en 
la sede por el encargado de reservación de canchas de entrenamiento. 
 
 
 
 
 
 
13. REGLAS GENERALES 
 
Las competencias de los XXIV Juegos Centroamericanos y del Caribe San Salvador2023 se realizarán de acuerdo con el Estatuto de Centro Caribe Sport (CCS) y el 
Reglamento de la Federación Internacional correspondiente en vigor durante los Juegos. 
Los casos no previstos en los reglamentos antes mencionados se resolverán de la 
siguiente manera: 
 
A. Casos de naturaleza general serán resueltos de acuerdo con el Estatuto de Centro 
Caribe Sport y al Reglamento de los Juegos Centroamericanos y del Caribe. 
 
B. Casos de naturaleza técnica serán resueltos de acuerdo con los procedimientos 
de la Confederación Centro Americana y del Caribe o Federación Internacional, 
por el Árbitro General de la Competencia sin son situación de cancha, y si son 
situaciones fuera de cancha, por el Árbitro General en conjunto con el DTI y el 
Director de Competencia. 
 
14. OFICIALES TÉCNICOS 
 
JUECES Y ARBITROS 
 
La Confederación de Tenis de Centroamérica y el Caribe (COTECC) designará al Árbitro 
general, en consulta con la Federación Internacional de Tenis. La DTI con apoyo de 
COTECC contactarán al Árbitro General elegido. 
 
COTECC propondrá y definirá a los JUECES DE SILLA CERTIFICADOS, en acuerdo 
con la Federación Internacional de Tenis. La DTI con apoyo de COTECC contactarán a 
los Jueces designados. 
 
El director de Competencia, junto con la Federación Salvadoreña de Tenis, reclutará y 
entrenará a los Jueces de Línea. 
 
El director de Competencia, junto con la Federación Salvadoreña de Tenis, reclutará y 
entrenará a los Recogepelotas. 
 
 
 
 
 
 
 
El Director de Competencia, junto con la Federación Salvadoreña de Tenis, reclutará y 
entrenará al personal técnico: encordador, mesa de control, control de canchas y pelotas 
de práctica. 
 
15. PROTESTAS Y APELACIONES 
 
 En las situaciones de cancha, el Árbitro General tiene la última palabra. Para 
apelaciones sobre decisiones que no son de cancha se regirán por medio del Jurado de 
Apelaciones de la siguiente manera: 
 
El Jurado de Apelaciones será presidido por el presidente de la COTECC (o su 
representante) y deberá estar compuesto por el presidente de la Federación Salvadoreña 
de Tenis (o su representante) y tres (3) miembros asignados por los delegados de los 
países participantes. Se asegurarán, una vez que conozcan a los delegados que 
asistirán, de contactar a los 3 miembros asignados para esta posición. 
 
16. PREMIACIÓN 
 
 Las premiaciones se realizarán de acuerdo con el Reglamento de Centro Caribe Sport 
(CCS).

Segundo Lugar: Medalla de Plata.

18. REUNIÓN TÉCNICA 
 
• La Reunión Técnica se realizará el viernes 30 de junio 2023 en la sede de 
competencia a las 11 am. 
 
• Hasta dos representantes de cada CON podrán asistir a esta reunión Técnica. 
 
• La tarjeta de invitación para la Reunión Técnica estará disponible para los Jefes 
de Equipo, en el Centro de Información Deportiva de la Villa Centroamericana y 
del Caribe a partir del día de su llegada. 
 
• El Delegado Técnico y el Director de Competencia de Tenis del Comité 
Organizador de los XXIV Juegos Centroamericanos y del Caribe San Salvador 
2023 (COSSAN2023) presidirán la reunión, que será llevada en Español con 
traducción al Inglés. 
 
19. UNIFORMES 
 
Las especificaciones en ropa deportiva por parte de la ITF se encuentran en las 
regulaciones del (ITF) WTT Pro Circuit 2023 y las Regulaciones de Centro Caribe Sport 
(CCS). 
 
20. EQUIPO DEPORTIVO 
 
La pelota para utilizarse durante la competencia deberá ser TIPO 2 para cancha dura. 
 
21. CONTROL DE DOPAJE 
 
 El control de dopaje será realizado conforme a lo establecido por la Comisión Médica de 
Centro Caribe Sport, el Reglamento de la Federación Internacional correspondiente y

22. SISTEMA DE CLASIFICACIÓN A SAN SALVADOR 2023 
 
a) Las aceptaciones directas serán seleccionadas en orden de mérito basadas en: 
1. los rankings individuales de la ATP y WTA al lunes 15 de mayo 2023. 
2. el WTN de individuales de los inscritos al lunes 15 de mayo 2023. 
a) Como país sede, El Salvador, está automáticamente clasificado en todas las 
pruebas con equipos completos. 
b) La composición de las llaves será de la siguiente manera: 
1. En Individual Varonil podrán entrar 42 directos y 6 wild cards. Total 48 
2. En Individual Femenil podrán entrar 28 directos y 4 wild cards. Total 32 
3. En Dobles Varonil podrán entrar 22 equipos directos y 2 wild cards. 
4. En Dobles Femenil podrán entrar 14 equipos directos y 2 wild cards. 
5. En Dobles Mixtos podrán entrar 14 equipos directos y 2 wild cards. 
6. En Copa de Naciones femenil y varonil participará un máximo de 8 equipos por 
género, que se clasifican para el evento por sus resultados en individuales y 
dobles. 
 
EVENTOS DE HOMBRES Y DE MUJERES. Se suman los puntos de los jugadores de 
cada país, por género para cada evento, donde ganar el 1er lugar otorga 5 puntos, 2º 
lugar otorga 4 puntos, 3er lugar 3 puntos, 4º lugar 2 puntos y haber perdido en cuartos 
de final otorga 1 punto, de los eventos de individuales, dobles y dobles mixto. 
 
Clasifican los equipos con los 8 primeros lugares en puntos. En caso de empate en 
puntos para alguna posición, se resolverá así: 
 
• Equipo con ranking ATP/WTA (de la semana de inicio del evento de tenis) 
de individuales y dobles combinado más alto, de todos sus jugadores – si 
el empate persiste, 
• Equipo con WTN de individuales (de la semana de inicio del evento) 
combinado más alto, de todos sus jugadores – si el empate persiste, 
• Equipo con mejor ranking Copa Davis/Billie Jean King Cup en la semana 
de inicio del evento de tenis – y si el empate persiste, 
• Sorteo. 
 
 
 
 
 
 
 
 
 
 
• Las wild cards serán asignadas por la Junta Directiva de COTECC. Las solicitudes 
se deberán enviar en el formulario oficial debidamente completado por la 
Federación Nacional, a más tardar el 26 de mayo 2023, a la DTI, quien preparará 
la lista y la presentará a los directores de COTECC para que sean decididos. 
• Cada Federación Nacional de Tenis enviará los nombres de sus jugadores a ser 
inscritos en la competencia de Tenis a la delegada Técnica Internacional (DTI) al 
correo direcciontecnicacotecc@hotmail.com no más tarde del LUNES 15 DE 
MAYO 2023 para la Lista de Aceptación que será preparada. Esta Lista de 
Aceptación será publicada y enviada al Comité Organizador de los XXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) a más tardar 
el 18 de mayo de 2023 de tal manera que los CON puedan registrar oficialmente 
a los jugadores aceptados antes del tiempo límite oficial de las inscripciones 
nominales. 
En caso de bajas o cambios, los jugadores suplentes serán elegidos de la 
siguiente manera: 
1. Si el país que pierde a un jugador por retiro tiene a otro jugador no inscrito con 
nivel de ranking o en su defecto de WTN (del lunes 15 de mayo 2023) que le 
permite estar en el cuadro principal del evento designado (individuales y/o 
dobles), puede inscribirlo hasta el lunes, 2 semanas antes del inicio del cuadro 
de individuales. 
2. Después de ese tiempo las sustituciones solo se harán usando la lista de 
alternos. 
3. Si el país que pierde a un jugador por retiro no tiene un sustituto con nivel de 
ranking o WTN que le permita aceptación directa, el siguiente jugador elegible 
en la lista de alternos tomará la posición disponible. 
4. El último momento para hacer cambios en las nominaciones de los jugadores 
POR EVENTO, siempre y cuando el Comité Organizador de losXXIV Juegos 
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) tenga al 
atleta oficialmente inscrito, será 36 horas antes del Congresillo Técnico, con el 
Referee de la Competencia. Es responsabilidad del delegado de cada equipo 
contactar al Referee de la Competencia antes de esta hora establecida.y

Este sistema de clasificación fue revisado y aprobado por COTECC y por ITF el día 20 
de abril del 2022.

Clasifican 2 hombres y 2 mujeres en los Juegos Centroamericanos y del Caribe San 
Salvador 2023, 1er y 2do lugar en individual. 
 
24. DISPOSICIONES GENERALES 
 
El Comité Ejecutivo de Centro Caribe Sport queda ampliamente facultado para resolver 
cualquier problema que no esté contemplado en el presente reglamento, en coordinación 
con el Comité Organizador de los XXIV Juegos Centroamericanos y del Caribe San 
Salvador 2023 (COSSAN2023). Todo lo relativo a las normativas aplicables, a la 
promoción y publicidad del equipo, materiales y ropa deportiva se regirán por las 
Normativas de Promoción y Publicidad de Centro Caribe Sports (CCS) y la Regla 51 de

2. ABOUT SAN SALVADOR 
 
San Salvador is the capital and largest city of the Republic of El Salvador and one of the 
most populous cities in Central America. Located in one of the fourteen departments of 
the nation, specifically in the department of San Salvador, it houses the headquarters of 
the three branches of government, the main companies of economy, development, 
telecommunications, embassies, hotels, Presidential House of El Salvador, the most 
important museums in the country, residential, economic and commercial areas, 
monuments and the main headquarters of economic services, political, fashion, art and 
development of El Salvador. San Salvador is located at 670 meters above sea level. It is 
bordered on the north by the municipalities of Nejapa, Mejicanos, Cuscatancingo, and 
Ciudad Delgado, on the east by Soyapango, on the south by Panchimalco and also by 
San Marcos, and on the west by Antiguo Cuscatlán and Santa Tecla. The geography of 
the Salvadoran capital is dominated by two great orographic prominences, which make 
 
 
the landscape of the capital unmistakable, since from any point of the city these can be 
observed: the Volcano of San Salvador and mount San Jacinto. The first consists of two 
large formations: El Picacho, with a height of 1959.97 meters above sea level; and the 
other, El Boquerón, the most voluptuous formation, of 1839.39 meters above sea level, 
which has a huge crater of 1.5 km in diameter. This volcano is representative of the city, 
to the point that it basically forms its skyline (horizon), paling to any other structure built 
by human hand in the city, perhaps that is why despite some real estate takeoff that the 
town has experienced since the late 1990s, no structure has become an icon of it, except 
for historic buildings. The second most representative orographic structure of this 
municipality is mount San Jacinto, which has a height of 1100 meters above sea level 
and that until some years had a cable car at its top. The aforementioned San Salvador 
Volcano is located to the west of the city, while mount San Jacinto at its southeast end. 
These two natural watchtowers frame the valley in which San Salvador sits. The city has 
a warm climate all year round, with December, January and February being cool. 
Temperatures remain between 18 °C and 33 °C. The hottest are March, April and May. 
From May to October is the rainy season in which floods usually occur. The temperature 
varies between noon and midnight due to changes in humidity levels. The highest 
temperature recorded in San Salvador has been 38.5°C, the lowest of 4.0 °C.

6. ELIGIBILITY 
 
To participate in the XXIV Central American and Caribbean Games San Salvador 2023, the 
athlete must follow the regulations of the Games, the rules of the International Tennis 
Federation (ITF) and the official rules; they must also be registered by their National Olympic 
Committee (NOC) according to the regulations of Centro Caribe Sports (CCS). 
 
MINIMUM PARTICIPATION 
 
For an event to be considered official, five (5) athletes and an equal number of National 
Olympic Committees must participate. 
 
 
 
In case that one or more representations after the Technical Meeting are unable to 
participate for reasons of force majeure, corroborated and proven by Centro Caribe 
Sports (CCS), who is the only one empowered to authorize the realization of the event, 
Centro Caribe Sports (CCS) will solve. 
 
The combination of athletes from different countries will not be allowed for the modalities 
and events that are convened in the Central American and Caribbean Games San 
Salvador 2023. 
 
NATIONALITY 
 
Any athlete participating in the XXIV Central American and Caribbean Games San 
Salvador 2023, must have the nationality of the NOC country that registered them. 
The competitor's nationality is determined according to Centro Caribe Sports (CCS) 
Regulations. 
 
MINIMUM AGE OF COMPETITORS 
 
Competitors must be at least 14 (fourteen) years old on the first day of the competition. 
 
7. REGISTRATION 
 
Only CONS recognized by the Centro Caribe Sports (CSS), whose National Federations 
are affiliated to the International Tennis Federation (ITF) and the Central American and 
Caribbean Tennis Confederation (COTECC), may register; associate members 
recognized by the Centro Caribe Sports may also participate in the XXIV Central 
American and Caribbean Games San Salvador 2023. 
 
All countries, through their respective National Olympic Committee (NOC), must send 
their athlete applications in the official form to the Organizing Committee for the XXIV 
Central American and Caribbean Games San Salvador 2023 (COSSAN2023), no later 
than 23:59 hours (El Salvador time) on May 23, 2023. The form must indicate the sports 
in which the National Olympic Committee (NOC) will participate. The forms will be 
published on the official website of San Salvador 2023. 
 
 
 
NUMERICAL REGISTRATION 
 
The Salvadoran forms, according to what is established in the Numerical Registration 
Center Regulations, indicating the number of participants in each individual and team 
event, must be submitted to the Organizing Committee of the XXIV Central American and 
Caribbean Games San Salvador 2023 no later than April 23, 2023, before 23:59 
(Caribbean Sports (CCS) time). 
 
NOMINAL REGISTRATION – LONG LIST 
 
The “Nominal List - Long List”: of athletes, Team Officials, technical bodies, administrative 
and auxiliary personnel must be sent by each (NOC) no later than 23:59:59 (El Salvador 
Time) on April 23rd, 2023. 
 
They may register up to doublethe quota established for each sport. The Long List must 
be registered in the form established by the Organization to comply with the closing date, 
for any questions or clarification in this regard, the Organizing Committee for the XXIV 
Central American and Caribbean Games San Salvador 2023 (COSSAN2023), puts at 
your disposal the email: inscripciónes@sansalvador2023.org. 
 
NOMINAL REGISTRATION 
 
In order for each eligible athlete to participate in the XXIV Central American and 
Caribbean Games San Salvador 2023, a Nominal Registration form must be filled out by 
the (NOC) and received by the Organizing Committee for the XXIV Central American and 
Caribbean Games San Salvador 2023 (COSSAN2023), no later than May 23, 2023 at 
23:59 (El Salvador time), according to Centro Caribe Sports (CCS) Regulations. 
 
Each (NOC) must send their official Numerical Entry and Nominal Entry forms provided 
by the Organizing Committee for the XXIV Central American and Caribbean Games San 
Salvador 2023 (COSSAN2023), which will be sent 6 months before the Games.

may participate with a maximum of 4 men and 4 women.

c) In the Doubles events each country may participate with a maximum of one (1) 
couple per event. 
d) In the Nations Cup events each country may participate with four (4) men and four (4) 
women respectively. 
e) Each male and female player may participate in a maximum of two (2) events and the 
Nations Cup. 
 
10. COMPETITION FORMAT 
 
A player can compete in a maximum of 2 events plus Nations Cup, if their country 
qualifies. 
 
SINGLES ELIMINATION FORMAT: 
 
In singles and doubles, women, men and mixed doubles, a single elimination draw will be 
played. 
 
In the Nations Cup, women and men, if there are 3 teams in one of the two events, they 
will play round robin system. If there are 4 teams or more they will play single elimination 
draw. 
 
GAME FORMATS FOR SINGLES, DOUBLES AND NATIONS CUP: 
 
SINGLES IN ROUNDS OF 48 AND 32 IN THE DRAW: 
 
Matches are played to 2 sets to 6 Games with tie break to 7 points if the sets reach 6-6. 
In case of a tie in sets, a Match Tie Break will be played at 10 points. The score to be 
used will be WITH ADVANTAGE. 
 
SINGLES FROM ROUND OF 16 TO THE FINALS: 
 
The matches are played to the best of 3 sets all with Tie Break to 7 points and by 
difference of 2. 
 
DOUBLES: Matches are played to two sets to 6 Games, without advantage, and in case 
of a tie in sets a Match Tie Break to 10 points. 
 
 
NATIONS CUP: 
 
All singles and doubles are played to the best of 3 sets, all with Tie Break. Doubles are 
only played in the Nations Cup if the match is needed to break a tie produced in the 
singles. 
 
HOW TEAMS QUALIFY FOR THE NATIONS' CUP: 
 
A maximum of 8 teams per gender will participate in the women's and men's nations cup, 
which qualify for the event for their results in singles and doubles. 
 
MEN'S AND WOMEN'S EVENTS: 
 
• The points of the players of each country are added, by gender for each event, 
where winning the 1st place grants 5 points, 2nd place grants 4 points, 3rd place 
3 points, 4th place 2 points and having lost in the quarterfinals grants 1 point, of 
the singles, doubles and mixed doubles events. Teams qualify with the top 8 
places in points. In case of a tie in points for any position, it will be resolved as 
follows: 
• Team with the highest ATP/WTA (of the start week of the tennis event) singles and 
doubles combined rankings of all its players – if the tie persists. 
• Team with WTN singles (from the opening week of the tennis event) combined 
highest, of all its players – if the tie persists. 
• Team with the best Davis Cup/ Billie Jean King Cup ranking in the week of the start 
of the tennis event – and if the tie persists draw.

12. TRAINING FACILITIES 
 
VENUE: Tennis faciliy of the Salvadoran Tennis Federation in Merliot Sports Center. 
 
The training schedule must be booked by the team's coach at the competition venue, with 
the person in charge of training court reservations. The reservation maybe made no more 
than 24 hours in advance. 
 
The facilities may be used only at the times assigned by the Organizing Committee for 
the XXIV Central American and Caribbean Games San Salvador 2023 (COSSAN2023); 
training sessions will be held at the competition venue. 
 
Access will be allowed only to accredited team members. The public will not be allowed 
to enter. Training balls will be provided at the venue by the training court reservation 
manager. 
 
 
 
13. GENERAL RULES 
 
The competitions of the XXIV Central American and Caribbean Games San Salvador 
2023, will be held in accordance with the Statute of Centro Caribe Sport (CCS) and the 
Regulations of the corresponding International Federation in force during the Games. 
Cases not provided for in the aforementioned regulations shall be resolved as follows: 
 
a) Cases of a general nature will be resolved in accordance with the Statute of CCS 
and the Regulations of the Central American and Caribbean Games. 
b) Cases of a technical nature shall be resolved according to the procedures of the 
Central American and Caribbean Confederation or International Federation, by the 
General Referee of the Competition if they are on-court situations, and if they are 
off-court situations, by the General Referee in conjunction with the DTI and the 
Competition Director. 
 
14. TECHNICAL OFFICIALS 
 
REFEREE AND OFFICIALS 
 
The Central American and Caribbean Tennis Confederation (COTECC) will appoint the 
Referee, in consultation with the International Tennis Federation. The ITD with the 
support of COTECC will contact the chosen Referee. 
 
COTECC will propose and define the CERTIFIED CHAIR UMPIRES, in agreement with 
the International Tennis Federation. The ITD with the support of COTECC will contact the 
appointed Chair Umpires. 
The Director of Competition, together with the Salvadoran Tennis Federation, will recruit 
and train the Line Judges. 
 
The Director of Competition, together with the Salvadoran Tennis Federation, will recruit 
and train the ball boys and ball girls. 
 
 
 
The Director of Competition, together with the Salvadoran Tennis Federation, will recruit 
and train the technical staff: stringer, control table, control of practice courts and practice 
balls. 
 
15. PROTESTS AND APPEALS 
 
In on-court situations, the Referee is the final authority. Appeals on non-court decisions 
shall be governed by the Jury of Appeals as follows: 
 
The Appeals Jury will be chaired by the President of the COTECC (or his representative) 
and shall be composed of the President of the Salvadoran Tennis Federation (or his 
representative) and three (3) members assigned by the delegates of the participating 
countries. They will make sure, once they know the delegates who will be attending, to 
contact the 3 members assigned to this position. 
 
16. AWARD CEREMONY 
 
The awards will be made in accordance with the Regulations of Centro Caribe Sport 
(CCS). 
 
INDIVIDUAL: 
 
First place: Gold medal. 
Second place: Silver medal. 
Third place: Bronze medal. 
 
TEAMS: 
 
First place: Gold Medal. 
Second place: Silver Medal. 
Third place: Bronze Medal. 
 
17. TECHNICAL ORGANIZATION 
 
It will be in charge of the International Technical Delegate appointed by the Tennis 
Confederation of Central America and the Caribbean (COTECC). 
 
 
18. TECHNICAL MEETING 
 
- The Technical Meeting will be held on Friday, June 30, 2023 at the competition 
venue at 11 am. 
 
- Up to two representatives of each National Olympic Committee (NOC) may attend 
the Technical Meeting. 
 
- The invitation card for the Technical Meeting will be available to the Mission Chiefs, 
at the Sports Information Center of the Central American and Caribbean Village 
from the day of their arrival. 
 
- The Technical Delegate and the Technical Director of (COSSAN) of the Organizing 
Committee for the XXIV Central American and Caribbean Games San Salvador 
2023 (COSSAN2023), will chair the meeting, which will be in Spanish with 
translation into English. 
 
19. UNIFORMS 
 
The specifications in sportswear by the ITF are found in the regulations of the ITF WTT 
Pro Circuit 2023 and the Regulations of Centro Caribe Sport (CCS). 
 
20. SPORTS EQUIPMENT 
 
The ball to be used during the competition must be TYPE 2 for hard court. 
 
21. DOPING CONTROL 
 
The doping control will be made according to the regulations of Centro Caribe Sports 
(Medical Commission), the rules of the corresponding International Federation Standards 
and the in 2018 Version of the World Anti-Doping Program (WADA). 
 
 
 
22. QUALIFICATION SYSTEM FOR SAN SALVADOR 2023 
 
a) Direct acceptances will be selected in order of merit based on: 
1. the ATP and WTA singles rankings as of Monday, May 15, 2023. 
2. the WTN singles of those registered as of Monday, May 15, 2023. 
b) As host country, El Salvador is automatically qualified in all events with complete 
teams. 
c) The composition of the draws will be as follows: 
1. In Men's Singles, 42 direct acceptances and 6 wild cards will be allowed. 
Total 48 
2. In Women's Singles there will be 28 direct acceptances and 4 wild cards. 
Total of 32 
3. In Men's Doubles, 22 direct teams and 2 wild cards will be admitted. 
4. In Women's Doubles there will be 14 direct teams and 2 wild cards. 
5. In Mixed Doubles there will be 14 direct teams and 2 wild cards. 
6. A maximum of 8 teams per gender will participate in the Women's and Men's 
Nations Cup, which will qualify for the event based on their results in singles 
and doubles. 
MEN'S AND WOMEN'S EVENTS. The points of the players of each country are added 
up, by gender for each event, where winning 1st place awards 5 points, 2nd place 
awards 4 points, 3rd place 3 points, 4th place 2 points and losing in the quarterfinals 
awards 1 point, for the singles, doubles, and mixed doubles events. The teams with the 
first 8 places in points qualify. In case of a tie in points for any position, it will be 
resolved as follows: 
• Team with highest combined singles and doubles ATP/WTA ranking (from the 
starting week of the tennis event) of all its players - if tie persists, 
• Team with highest combined WTN singles (from the start week of the event) 
ranking of all its players - if tie persists, 
• Team with the highest Davis Cup/Billie Jean King Cup ranking in the starting 
week of the tennis event - and if tie persists, 
• Draw. 
Wild cards will be assigned by the COTECC Board of Directors. Applications must be 
sent on the official form filled out by the National Federation, no later than May 26, 
 
 
2023, to the ITD, who will prepare the list and submit it to the COTECC Directors for 
decision. 
 
Each National Tennis Federation shall send the names of its players to be registered in 
the Tennis competition to the International Technical Delegate (ITD) at 
direcciontecnicacotecc@hotmail.com no later than MONDAY MAY 15, 2023 for the 
Acceptance List to be prepared. This Acceptance List will be published and sent to the 
Organizing Committee for the XXIV Central American and Caribbean Games San 
Salvador 2023 (COSSAN2023), no later than 18 May 2023 so that the NOC's can 
officially register the accepted players before the official deadline for nominal entries. 
 
In case of substitutions or changes, the substitute players will be chosen as follows: 
1. If the country that loses a player by withdrawal has another unregistered player 
with a ranking or WTN level (as of Monday, May 15, 2023) that allows him to be 
in the main draw of the designated event (singles and/or doubles), he can 
register him until Monday, 2 weeks before the start of the singles draw. 
2. After that time, substitutions will only be made using the list of alternates. 
3. If the country that loses a player to retirement does not have a replacement with 
a ranking or WTN level that allowsdirect acceptance, the next eligible player on 
the alternate list will take the available position. 
4. The last time to make changes in the nomination of players PER EVENT, as long 
as the Organizing Committee for the XXIV Central American and Caribbean 
Games San Salvador 2023 (COSSAN2023), has the athlete officially registered, 
will be 36 hours before the Technical Meeting, with the Referee of the 
Competition. It is the responsibility of the Delegate of each team to contact the 
Competition Referee before this established time. 
Approval of the classification system 
 
This classification system was reviewed and approved by COTECC and ITF on April 20, 
2022. 
 
 
 
 
 
23. CLASSIFICATION TO SANTIAGO 2023 
 
Qualify 2 men and 2 women to the Central American and Caribbean Games San 
Salvador 2023, 1st and 2nd place in singles. 
 
24. GENERAL PROVISIONS 
 
The Executive Committee of Centro Caribe Sport is broadly empowered to resolve any 
problem that is not contemplated in these regulations, in coordination with the Organizing 
Committee for the XXIV Central American and Caribbean Games San Salvador 2023 
(COSSAN2023), of the Games. Everything related to the applicable regulations, the 
promotion and advertising of equipment, materials and sportswear will be governed by 
the Promotion and Advertising Regulations of Centro Caribe Sports (CCS) and Rule 51 
of the Olympic Charter.
