RENÉ F. PUCHE Presidente Puerto de Barranquilla, Sociedad Portuaria CEO Port of Barranquilla www.puertodebarranquilla.com 3 PRÓLOGO FOREWORD LA PLATAFORMA LOGÍSTICA DEL CARIBE COLOMBIANO The logistics platform of Colombia’s Caribbean region Strategically located alongside the Magdalena River and the Caribbean Sea, the city of Barranquilla for many years did not fully exploit the huge potential of its privileged status as a natural city-port. Today, this history is being revised, with both national and local governments, along with the private sector, placing their bets on this growth vector. As the most experienced port terminal in the city, the Port of Barranquilla contin- ues to play a key role in the development of a city-port that is becoming more competitive with each passing day. We provide the industry with the appropriate conditions it needs to grow stronger, while offering connectivity with the rest of the country and the world at large. Because of all this, we have decided to focus our efforts on consolidating a logistics platform that can meet not only the needs of our customers but also the expectations of a city looking to make the most of its geographical advantages – thus consolidating and maintaining the transformation we have experienced in recent years. As we continue to follow our Master Plan of Investments 2015-2017 – with its emphasis on new equipment, improved infrastructure, stronger security and automation of processes – we have invested COP 129 billion in 117 new projects. We intend to draw up a new Strategic Plan for 2018 in which we will seek to go on developing initiatives to achieve our vision. We are aware that our actions have a very positive impact, not only for our customers but also for our co-partners and our city; and it’s for this reason that we continue to work day in, day out to satisfy their logistics and connectivity needs, thus contributing to their own development. www.puertodebarranquilla.com 5 www.puertodebarranquilla.com 6 VISTA AÉREA DEL PUERTO DE BARRANQUILLA, SOCIEDAD PORTUARIA Aerial view of the Port of Barranquilla 77 INTRODUCCIÓN INTRODUCTION PUERTO DE BARRANQUILLA: MAS DE 80 AÑOS IMPULSANDO DESARROLLO Port of Barranquilla: Over 80 years promoting development El Puerto de Barranquilla, una importante terminal marítima y fluvial con más de 80 años de experienca, situada a 22 km de la desembocadura del Río Magdalena, es la principal terminal portuaria multipropósito del Caribe colombiano. It is the leading multipurposeport on the Caribbean side of Colombia with over 80 years of experience. The port covers an area of 94 hectares and has a total quay length of 1,058 meters. It is equipped to handle contain- ers, refrigerated and frozen cargo, general cargo and project cargo, bulk cargo and coke. Along with its strategic location, the Port of Barranquilla offers a range of complementary services to provide its customers with added value, greater competitiveness and enhanced connectivity. Barranquilla is continuing to follow a strategy of modernizing its operations and expanding its logistics services in response to the challenges of Barranquilla desarrolla una estrategia de modernización de sus operaciones y expansión de sus servicios logísticos, como respuesta a los desafíos planteados por el comercio internacional. INTRODUCCIÓN INTRODUCTION PUERTO DE BARRANQUILLA: MAS DE 80 AÑOS IMPULSANDO DESARROLLO Port of Barranquilla: Over 80 years promoting development international trade. For the renovated and revitalized Port of Barranquilla, the priorities are to develop as a logistics platform, to offer a variety of comple- mentary services to provide added value and to increase the competitive- ness and connectivity of port users. The terminal was established in 1936 and nowadays the organization is responsible for running the port is the Sociedad Portuaria Regional de Barranquilla (SPRB). In June 2013 the SPRB transformed its corporate image and strengthened its standards of quality and efficiency with the aim of positioning itself as the largest multi- purpose port on the Caribbean coast of Colombia. The SPRB was created on 13 December 1993 in the wake of Law No. 001, which two years before had privatized port operations in Colombia. The aim was to improve the country’s competitive edge in dealing with the modern challenges of economic, politi- cal and social globalization. The port company obtained a first 20-year con- cession on the river and sea terminal. In 2007, thanks to the terminal’s sound management, the concession was extended until 2033 and called for a commitment to invest US$ 179 million. Early in 2013, the Sociedad Portuaria received backing from the Southern Cross Group, one of the largest invest- ment funds in Latin America, which focuses on the creation of value and puts emphasis on how to transform, grow and improve business. The main objective of Southern Cross Group has been to strengthen the port’s modernization plan with additional investments aimed at infrastructure and technology. Efficiency. Flexibility. Innovation. These are the tools used by the renovated Port of Barranquilla in its efforts to maximize the opportunities offered by the Magda- lena River and surrounding land. This is the strategic pathway for the develop- ment of Colombia and the Caribbean region in terms of the challenges and benefits associated with the free trade agreements. DOOR-TO-DOOR The port business has changed in response to the demands of the most globalized international trade ever seen. Formerly, port terminals were little more than berthing quays. Today, goods are stored, cared for and distributed by way of a complex logistics chain, which Barranquilla controls down to the last detail. The door-to-door service model currently offered by the Port of Barranquilla provides assurance about the traceability of the business and the corporate responsibility that clients deserve. As a sea and river port, Barranquilla is a strategic interface between Colombian producers and the Atlantic, offering advantages in terms of international trade. www.puertodebarranquilla.com 11 SANTA MARTA PASTO ARAUCA CARTAGENA QUIBDÓ MAR CARIBE CARIBBEAN SEA RÍ O M A G D A LE N A MITÚ TUNJA FLORENCIA RÍOHACHA BOGOTÁ BARRANQUILLA COLOMBIA CALI PUERTO DE BARRANQUILLA SOCIEDAD PORTUARIA 12 MAPA DE UBICACION LOCATION MAP UBICACIÓN ESTRATÉGICA Strategic location PANAMÁ COLOMBIA Ubicación estratégica en la esquina del Mar Caribe y el Río Magdalena Strategic location at confluence of the Caribbean Sea and the Magdalena River R Í O M A G D A L E N A DÁ R S E N A F L U V I A L CA RR ER A 30 PATIO 14 PATIO 13 PATIO A PATIO B PATIO D PATIO E PATIO DE COQUE PATIO DE CONTENEDORES PATIO DE CONTENEDORES REFRIGERADOS ZONA DE INSPECCIÓN DE CONTENEDORES PATIO C BODEGA G3 BODEGA G4 BODEGA G5 BODEGA G1 BODEGA G2 BODEGA P3 BO DE GA 9 BO DE GA 8 BASCULA BODEGA P2 P1 PATIO 13 CARRERA 38 COMMERCIAL SACPUERTO DE BARRANQUILLA CONVENCIONES BODEGA 11 BODEGA 10 BODEGA 1 MUELLE 1 MUELLE 2 MUELLE 3 MUELLE 4 MUELLE 5 MUELLE 6 PATIO 13 PATIO 4 PATIO 1 PATIO 2 PATIO 7 PATIO 12 S.P.R.B. TERMINAL PORTUARIA MULTIPROPÓSITO MULTIPURPOSE GATEWAY TERMINAL PORTUARIA MULTIPROPÓSITO UBICADA ESTRATÉGICAMENTE Multipurpose gateway in key location As a sea and river port, Barranquilla provides a strategic connection between Colombia’s producers and the Atlantic Ocean, offering advantages in terms of international trade. While Colombia enjoys the privilege of being one ofthe best connected coun- tries by sea in the world, Barranquilla is its strategic Caribbean and Atlantic gateway for domestic and international trade. The multipurpose port lies 22 km from the mouth of the Magdalena River where it meets the Caribbean Sea – an ideal location for handling containers, frozen and refrigerated cargo, bulk cargo, general cargo and coke. The fact that Barranquilla is both a sea port and a river port gives it a key advantage: its logistics services are very competitively priced thanks to a diverse combination of multimodal transportation. The Barranquilla port area is the largest port estate in Colombia, covering 94 hectares. It includes spacious yards for storage of over 6,000 TEUs of contain- ers and warehouses with a capacity of over 140,000 metric tons of bulk cargo and 100,000 metric tons of general cargo. There is a dedicated area for sustainable handling of coke with over 170,000 metric tons of storage capacity. The port has 1,058 meters of quays with six mooring positions for ships, thus offering scope for any future expansion of docks and mooring posi- tions. The dock has a depth alongside of 36.0 to 40.0 ft (11.0 to 12.0 meters). There is a 550 meter dock for river operations with a depth of 12.0 ft (3.7 meters). Barranquilla is a multipurpose port for the industrial and commercial sectors. It has the most strategic location in Colombia in terms of free trade agree- ments. The surrounding land serves as an interface between the hinterland and the Atlantic. Another key factor is the proximity of two other ports, Cartagena and Santa Marta. The Port of Barran- quilla competes with, but also comple- ments, these ports. ACCESS CHANNEL From the sea, vessels approach Barranquilla via a 22 km waterway, from the mouth of the Magdalena River to Puente Pumarejo bridge. At the wide delta known as Bocas de Ceniza, directional dams and other hydraulic works have been installed to maintain the necessary depth for large vessels. Under Law No. 001 of 1993, the Colombian government is responsible for maintaining the channel depth at a minimum of 36.0 ft (11.0 meters). As this depends on the flow volume, daily bathymetric measurements are taken to determine which areas need to be dredged. www.puertodebarranquilla.com 19 EL PUERTO EN CIFRAS The port in numbers 25% 41% 19 % 15% COKE CONTAINERS G EN ER AL C AR G O CARGA A GRANEL COQUE CONTENEDORES CA R G A G EN ER A L BULK CARGO El Puerto de Barranquilla moviliza más de 4.600.000 de toneladas por año, distribuidas de la siguiente manera. RÍO MAGDALENA MAGDALENA RIVER LA RUTA MÁS SUSTENTABLE PARA EL COMERCIO INTERNACIONAL Most sustainable route for international trade Navigation of the Magdalena River is an environmental, economic and social priority for Colombia. The river has a rich biodiversity that combines nature, history and culture. It flows from north to south across 18 of the departments of Colombia and is the safest, cleanest and economically most convenient route for cargo transporta- tion. The restoration of river navigation on the strategically important stretch from Barrancabermeja to Barranquilla was www.puertodebarranquilla.com 21 declared a matter of national interest by President Juan Manuel Santos. This led to the Magdalena River Navigation Recovery Program, a new perspec- tive for Colombian international trade, offering the prospect of navigating the stretch of river that connects Puerto Salgar, La Dorada and Barrancabermeja. From there, once it is dredged to the proper depth, the river will become a strategic route for transporting cargo up to Bocas de Ceniza. A tender was called under the public-private partner- ship system and the 866 km dredging and canalization work is being carried out by Corporación Autónoma Regional del Río Grande de la Magdalena (Cormagdalena). Navigation of the Magdalena River is a national priority that transcends secto- rial interests. Once the river’s course and depth are sufficient for barge navigation up to Barrancabermeja, a town 100 km to the north of Bogotá, commercial traffic will flow more freely and it will be possible to ease traffic congestion on land. Best of all, Colombia will have acquired a logistics tool that allows it to enjoy the benefits of free trade. Colombia’s main river artery, connect- ing the largest port terminals of the country, is over 1,500 km in length from its source at Puerto Honda to its mouth at Bocas de Ceniza. Its area of influ- ence, which accounts for 24 per cent of the country’s continental territory, contains 80 per cent of the population and accounts for 85 per cent of gross domestic product. Sixty per cent of the cargo is concentrated inland in Bogotá, Medellin and Cali. This part of the cargo is transported by land, a system that is costlier, less efficient and more harmful to the environment. Colombia’s best and most efficient route is the Magda-lena River. CORMAGDALENA This is a state-owned industrial and commercial entity created by President Juan Manuel Santos in agreement with parliament. This initiative was based on the need to restore navigation of the Magdalena River, thus providing a viable transportation route and allowing the environmental, social and economic value of the river to be fully realized. ACCESS CONTROL SYSTEM The physical coverage of the access control system has been expanded to allow greater security control at main entrances, offices, yards, warehouses and other port areas and to comply with the BASC, PBIP and C-TPAT regulations. This has led to more effective control of the port facilities through the traceability of visitors and the mandatory carrying of ID cards. DATACENTER REMODELING This project was carried out in order to solve the needs of physical space and risk management optimization of the Port of Barranquilla’s technol- ogy system. Likewise, it allowed the strengthening of infrastructure and IT services that support all business processes. It is equipped with leading technology in its architectural, electrical, refrigeration, structured cabling and security subsystems to provide scal- ability, security and efficiency. SALESFORCE AND KACTUS As part of its technological renewal plan, the port has acquired two new software systems – Salesforce and Kactus – for the administrative manage- ment of the business. Using the Salesforce customer rela- tionship management (CRM) system, the port has been able to achieve a comprehensive management of its clients in a more efficient and agile way. The Kactus software, meanwhile, has allowed the port to centrally manage its human resources and the payroll, and to give workers the option of making real-time inquiries about their employment history.
