La Revista Arbitrada Scientiarum se publica bajo los auspicios de la 
Universidad Militar Bolivariana de Venezuela.
The Editorial Committee of the Revista Arbitrada Scientiarum is 
appointed by the Center for Strategic Studies of the UMBV and serves 
as a refereeing team. For all editions, all articles are submitted to the 
arbitration of at least two members of the Committee and/or recog-

PRESENTACIÓN
PRESENTATION
 
 La Universidad Militar Bolivariana de Venezuela, en aras de la 
formación integral de hombres y mujeres de la Patria, tiene revistas de 
investigación de gran importancia. Scientiarum es una de ellas, espacio ideal para 
la muestra de investigaciones, re�exiones y avances en cuanto a doctrina militar se 
re�ere, con temas vitales para la seguridad, desarrollo y defensa integral de la 
Nación. 
 Scientiarum surge en el año 2002 en la Escuela Superior de Guerra; 
posteriormente, fue retomada por la Universidad Militar Bolivariana de Venezuela 
a partir del 2010, año de su fundación. Sin embargo, es desde el 2016 que esta 
Revista comienza a editarse únicamente en forma digital y bilingüe, con 
aspiraciones de su difusión fuera de Latinoamérica. 
 La Revista Arbitrada Scientiarum funciona bajo la dirección del Centro 
de Estudios Estratégicos de la UMBV, constituido por el Instituto de Altos Estudios 
para la Seguridad de la Nación (IAESEN) y el Instituto de Estudios Estratégicos 
Operacionales de la FANB (IESEOFANB), ambos de gran importancia estratégica 
para el país, con estudiantes militares y civiles en diversos programas de 
especialización, maestría y doctorado.
 En esta ocasión, a través de la Editorial Hormiguero, se coloca a 
disposición de la comunidad universitaria y del público venezolano en general, 28 
aportes re�exivos realizados por estudiantes de las maestrías y doctorados en 
Seguridad de la Nación y en Defensa Integral de la Nación, del IESEOFANB y el 
IAESEN, en el marco del fatídico suceso acaecido en contra de la República Bolivariana 
de Venezuela con la �rma del contrato Silvercorp. Las diversas perspectivas aquí 
encontradas resultan de estimable valor por cuanto re�eren a un hecho histórico de 
gran repercusión en el ámbito político, en el tema de la soberanía y defensa integral 
de la nación, así como en el ámbito de lo jurídico. Así pues, se estima que siempre 
serán un referente para los investigadores y todo aquel que desee obtener 
información sobre este evento, y mucho más cuando proviene de personal militar y 
no militar. 
 En nuestra alma mater sabemos la importancia y trascendencia de la 
educación; guía para salir de la esclavitud; luz para un pueblo consciente del 
momento histórico que protagoniza. He aquí, pues, la socialización del conocimien-
to mediante estas perspectivas, cumpliendo, al mismo tiempo, con las políticas de 
investigación de la UMBV; puesto que nos encontramos, de forma constante, en el 
desempeño académico comprometido con la trascendencia que genera la 
soberanía, asumiendo la defensa integral de la nación como un objetivo esencial en 
todos los escenarios posibles, en unión cívico-militar, para asegurar la integralidad 
de nuestro territorio.
 Es un honor para mí dar a conocer esta revista de investigación, 
permitiendo mostrar los aportes de estos profesionales. Exhorto a todos los 
académicos a participar como autores en Scientiarum y así, tributar a la Doctrina 
Militar Bolivariana de nuestro país.

 The Universidad Militar Bolivariana de Venezuela, for the sake of the 
integral formation of men and women of the Homeland, has research magazines of 
great importance. Scientiarum is one of them, an ideal space for the display of 
research, re�ections and advances in military doctrine, with vital topics for the 
security, development and integral defense of the Nation. 
 Scientiarum arose in 2002 at the Escuela Superior de Guerra; 
subsequently, it was taken over by the Universidad Militar Bolivariana de Venezuela 
since 2010, the year of its foundation. However, it is since 2016 that this Journal 
begins to be published only in digital and bilingual form, with aspirations of its 
di�usion outside Latin America. 
 The Scientiarum Arbitrated Journal operates under the direction of the 
Center for Strategic Studies of the UMBV, constituted by the Institute of High Studies 
for the Security of the Nation (IAESEN) and the Institute of Operational Strategic 
Studies of the FANB (IESEOFANB), both of great strategic importance for the country, 
with military and civilian students in various specialization, master's and doctoral 
programs.
 On this occasion, through Editorial Hormiguero, 28 re�ective contribu-
tions made by students of the master's and doctoral programs in National Security 
and Integral Defense of the Nation, from IESEOFANB and IAESEN, are made available 
to the university community and the Venezuelan public in general, in the context of 
the fateful event that occurred against the Bolivarian Republic of Venezuela with 
the signing of the Silvercorp contract. The di�erent perspectives found here are of 
estimable value because they refer to a historical fact of great repercussion in the 
political �eld, in the issue of sovereignty and integral defense of the nation, as well 
as in the legal �eld. Thus, it is believed that they will always be a reference for 
researchers and anyone who wishes to obtain information about this event, 
especially when it comes from military and non-military personnel. 
 In our alma mater we know the importance and transcendence of 
education; guide to get out of slavery; light for a people aware of the historical 
moment they are leading. Here, then, is the socialization of knowledge through 
these perspectives, complying, at the same time, with the research policies of the 
UMBV; since we �nd ourselves, constantly, in the academic performance committed 
to the transcendence that generates sovereignty, assuming the integral defense of 
the nation as an essential objective in all possible scenarios, in civil-military union, 
to ensure the integrity of our territory.
 It is an honor for me to make this research journal known, allowing to 
show the contributions of these professionals. I urge all academics to participate as 
authors in Scientiarum and thus, contribute to the Bolivarian Military Doctrine of 
our country.

 El presente trabajo tiene la �nalidad de veri�car y evaluar la creciente 
actividad de las potencias del mundo que optan por el mercenarismo como 
mecanismo de ataque hacia otras naciones. 
 Se in�ere que el mercenarismo es una opción de las potencias 
extracontinentales, con el �n de facilitar el dominio en las regiones con gobiernos e 
instituciones débiles que usualmente carecen de sentimientos patrióticos, 
identidad, ideología, política, entre otros. Fenómenos que hacen que un pueblo o 
nación incurra en explosión e implosión social, debilidad psicológica, económica y 
vulnerabilidades en las dimensiones de los ámbitos de Seguridad de la Nación. 
 Precisemos, antes que nada, que el término de Seguridad de la Nación 
en la actualidad requiere especial tratamiento, al tener presente el dinamismo de 
las relaciones internacionales y las propias condiciones y características de cada 
país; siendo indivisible de la seguridad internacional y viceversa. (Doc. CEO, 2016, 
Pág.6). 
 Retomando las expresiones de identidad nacional, lucha independen-
tista y soberanía se consideran que son el soporte político que asumió el pueblo, 
especí�camente de la localidad de Chuao del estado Aragua para su auto 
reconocimiento en los rasgos más representativos de la cultura. Sociedad, 
ideología e idiosincrasia son conceptos con los que cuenta la República Bolivariana 
de Venezuela en su pueblo, en la Unión Cívico Militar representado por la Milicia 
Bolivariana.(CEO, 2016). 
 Resulta entonces, de vital interés evaluar las pocas consideraciones que 
tendría en sus planes, la empresa o corporación Silvercorp, en cuanto a las 
potencialidades de la Milicia Bolivariana y los pueblos de la República Bolivariana 
de Venezuela, en lo que al talento humano se re�ere, con sus principios fundamen-
tales heredados de nuestro Libertador Simón Bolívar, re�ejados en su pensamiento 
y documentos, en donde se expresan la unidad, la independencia, el antiimperialis-
mo, el patriotismo y la moral; y por consiguiente, con la su�ciente ética para evitar 
que cualquier invasor o terrorista, amenaza externa o interna desequilibre la paz de 
la patria de Bolívar y de Hugo Chávez. 
 Visto de esta forma, este trabajo busca orientar al ciudadano venezola-
no, en la posibilidad de ofrecer la información pertinente de cómo Colombia se 
convirtió en el centro de operaciones de Estados Unidos en América Latina. 
Aprovechándose de la larga y sangrienta guerra civil que ha mantenido a Colombia 
bajo una inestabilidad debilitadora por más de sesenta años, para así representar la 
amenaza más grande de la región, con el empleo del terrorismo ejecutado por 
mercenarios contratados como el contrato Silvercorp. 
 The purpose of this work is to verify and evaluate the growing activity 
of the powers of the world that opt for mercenarism as a mechanism of attack 
against other nations. 
 It is inferred that mercenarism is an option of the extracontinental 
powers, in order to facilitate the domination in regions with weak governments 
and institutions that usually lack patriotic feelings, identity, ideology, politics, 
among others. Phenomena that cause a people or nation to incur in social 
explosion and implosion, psychological and economic weakness and vulnerabilities 
in the dimensions of the Nation's security. 
 Let us specify, �rst of all, that the term of Nation Security currently 
requires special treatment, when bearing in mind the dynamism of international 
relations and the own conditions and characteristics of each country; being indivisi-
ble from international security and vice versa. (Doc. CEO, 2016, P.6). 
 Returning to the expressions of national identity, independence 
struggle and sovereignty are considered to be the political support assumed by the 
people, speci�cally from the town of Chuao of Aragua state for its self-recognition 
in the most representative features of culture. Society, ideology and idiosyncrasy 
are concepts with which the Bolivarian Republic of Venezuela counts on its people, 
in the Civic-Military Union represented by the Bolivarian Militia. (CEO, 2016). 
 It is then, of vital interest to evaluate the few considerations that would 
have in its plans, the company or corporation Silvercorp, regarding the potentiali-
ties of the Bolivarian Militia and the people of the Bolivarian Republic of Venezuela, 
as far as human talent is concerned, with its fundamental principles inherited from 
our Liberator Simón Bolívar, re�ected in his thought and documents, where unity, 
independence, anti-imperialism, patriotism and morality are expressed; and 
therefore, with enough ethics to prevent any invader or terrorist, external or 
internal threat from unbalancing the peace of Bolivar's and Hugo Chavez's 
homeland. 
 Seen in this way, this work seeks to orient the Venezuelan citizen, in the 
possibility of o�ering pertinent information on how Colombia became the center of 
operations of the United States in Latin America. Taking advantage of the long and 
bloody civil war that has kept Colombia under debilitating instability for more than 
sixty years, in order to represent the greatest threat in the region, with the use of 
terrorism executed by hired mercenaries such as the Silvercorp contract.

 El contrato Silvercorp-Guaidó, consta de una de las proyecciones 
estratégicas de Seguridad Nacional que en los años 90, estuvieron marcadas por la 
ejecutoria de las administraciones del republicano George Bush (padre) y el 
demócrata William Clinton, que no sólo asistieron y coadyuvaron a la total 
desarticulación del campo socialista y de la URSS, sino que también trazaron los 
nuevos derroteros y prioridades de la clase dominante estadounidense, en sus 
pretensiones de rediseñar un orden mundial que asegurara la preeminencia de sus 
intereses a escala mundial, como un factor sociohistórico. (Espin, 2009). 
 La amenaza externa e interna para la República Bolivariana de Venezuela 
se encuentra latente las 24 horas del día y todos los días, por ello es necesario una 
Fuerza Armada Nacional Bolivariana en unión cívico militar con el complemento de 
la Milicia Bolivariana, a �n de mantener una vigilancia con el objetivo de combatir 
al enemigo, en su forma de guerra de carácter irregular como doctrina contem-
poránea implementada por EE.UU. Por consiguiente, Venezuela desde 1999 es un 
desafío identi�cado por Estados Unidos como una nación postguerra fría, cuyo 
propósito es el de sostener su preeminencia planetaria. 
 En este sentido, la administración Clinton se valió hábilmente de 
instrumentos constitucionales aprobados por el Congreso estadounidense durante 
el prolongado mandato republicano, que reconocían la importancia de reorganizar 
los aparatos de defensa y seguridad del país. Tales proyecciones estaban orientadas 
a potenciar en la posguerra fría el poderío militar ostentado por la superpotencia, 
dotar a su fuerza armada con la capacidad necesaria para combatir y vencer en 
disímiles escenarios simultáneamente; así como representar múltiples amenazas, 
desde la proliferación descontrolada de armas de destrucción masiva por países, 
grupos o individuos hostiles y su posible empleo con �nes terroristas que Estados 
Unidos creó como una de sus alternativas, luego de la Guerra de Irak y de los 
ataques terroristas del 11 de septiembre de 2001. En esta perspectiva se crearon las 
empresas privadas de seguridad y contratistas para operar en situaciones especia-
les a solicitud de EE.UU. 
 La palabra mercenario, probablemente a la mayoría de la gente le 
traiga a la memoria, la imagen idílica del soldado de fortuna fomentada por el cine;

who not only assisted and contributed to the total disarticulation of the socialist 
camp and the USSR, but also traced the new directions and priorities of the U.S. 
ruling class, in its pretensions to redesign a world order that would ensure the 
preeminence of its interests on a global scale, as a socio-historical factor (Espin, 
2009). (Espin, 2009). 
 The external and internal threat to the Bolivarian Republic of Venezuela 
is latent 24 hours a day and every day, therefore it is necessary to have a Fuerza 
Armada Nacional Bolivariana in civic-military union with the complement of the 
Bolivarian Militia, in order to maintain vigilance with the objective of �ghting the 
enemy, in its form of irregular warfare as a contemporary doctrine implemented by 
the U.S. Therefore, Venezuela since 1999 is a challenge identi�ed by the United 
States as a post-Cold War nation, whose purpose is to sustain its planetary preemi-
nence. 
 In this sense, the Clinton administration skillfully made use of constitu-
tional instruments approved by the U.S. Congress during the long Republican 
mandate, which recognized the importance of reorganizing the country's defense 
and security apparatus. Such projections were aimed at strengthening the military 
power of the superpower in the post-Cold War era, providing its armed forces with 
the necessary capacity to �ght and win in a variety of scenarios simultaneously, as 
well as representing multiple threats, from the uncontrolled proliferationof 
weapons of mass destruction by hostile countries, groups or individuals and their 
possible use for terrorist purposes, which the United States created as one of its 
alternatives, after the Iraq War and the terrorist attacks of September 11, 2001. In 
this perspective, private security companies and contractors were created to 
operate in special situations at the request of the United States. 
 The word mercenary probably brings to most people's memory the 
idyllic image of the soldier of fortune promoted by the movies, who with his acts of 
heroism excelled in some noble crusade, saving the planet altruistically. However,

que con sus actos de heroísmo destacaba en alguna noble cruzada, salvando el 
planeta altruistamente. No obstante, en el mundo real el término ha adquirido 
mala reputación y actualmente dicha actividad se ampara detrás de cualquier 
eufemismo, llámese contratista privado o empresa de seguridad. (Wilson, 2020). 
 A título ilustrado, la empresa de seguridad estratégica en la Costa 
Espacial denominada Silvercorp dirigida por Jordan Goudreau, un veterano exboina 
verde del Ejército de Estados Unidos de 43 años, presentó un plan a un presunto 
estratega de Juan Guaidó: J.J. Rendón, líder de la oposición venezolana, quien 
exploraba opciones para derrocar al presidente Constitucional de Venezuela y 
Comandante en Jefe de la Fuerza Armada Nacional Bolivariana, Nicolás Maduro, 
según una investigación realizada por The Washington Post. 
 ¿De qué trataba el contrato? Falsos exmilitares de la Fuerza Armada 
Nacional Bolivariana y sus allegados más �eles que en algún momento llegaron a 
ser personal de con�anza fueron incluidos para llevar a cabo tamaña agresión 
contra el país. Es inconcebible que el personaje autoproclamado presidente, 
cometa el error imperdonable de contratar a mercenarios con el patrocinio del 
hegemn de la región para causarle daños a la población, al gobierno legalmente 
constituido y a las instituciones de la República Bolivariana de Venezuela, es decir; 
perturbar la paz del país para tributar a los estadounidenses y por ende, otorgar 
nuestros recursos indispensables a �n de obstaculizar y debilitar nuestro patrimo-
nio. 
 El patrimonio del cacao, el patriotismo, la cultura, ideología y sobre 
todo, la identidad, una seguridad que junto al ímpetu de lucha caracteriza a los 
pobladores de ese prestigioso pueblo del estado Aragua, los cuales se vieron 
amenazados por un grupo de mercenarios bien �nanciados por la gerencia de Juan 
Guaidó y colaboradores apátridas, quienes en alguna oportunidad de su vida, 
pertenecieron a la Fuerza Armada Nacional Bolivariana; pero, nuestros pobladores 
de color de Chuao le ganan la batalla a estos incursores fuertemente armados. Es así 
como nuestros pobladores de Chuao derrotan al contrato Silvercorp-Guaidó.

 El poblador de Chuao especialista en el cacao puro como patrimonio 
venezolano reconocido a nivel mundial, junto a la Milicia Bolivariana, en tan corto 
periodo de tiempo, derrotó a unos combatientes que plani�caron durante mucho 
tiempo la incursión desleal y desmedida para ocasionar daños al pueblo de Venezuela 
y así tributar a los intereses del gobierno de Donald Trump. En resumen, fracasaron 
en sus intenciones, apoyados �nancieramente con armas, tecnología y otro 
patrocinio; y por supuesto, Colombia también tiene injerencia en dicho ataque 
frustrado conforme a las pretensiones del traidor del momento Juan Guaidó. 
 En cuanto a Donald Trump, en cooperación con sus aliados de la región 
y la amenaza interna de la oposición venezolana, emplean estrategias de cualquier 
índole para efectuar su guerra multidimensional, con el objetivo de atacar todo el 
espectro de los ámbitos de la Seguridad de la Nación de la República Bolivariana de 
Venezuela: nuestro Presidente Obrero Constitucional y Comandante en Jefe de la 
Fuerza Armada Nacional Bolivariana, Nicolás Maduro Moros, en compañía del 
excelentísimo equipo de gobierno, el General en Jefe, Vladimir Padrino López 
–Ministro del Poder Popular para la Defensa-, y el Almirante en Jefe Remigio 
Ceballos Ichazo –Comandante Estratégico Operacional- (Pérez y Gardey, 2020). 
 Por consiguiente, todos los venezolanos somos los precursores del 
espíritu de lucha proveniente de la unión cívico-militar, que una vez más se mostró 
consolidada ante la incursión en la localidad de Chuao-estado Aragua. ¡Inédito, 
aplaudible! Más de 800 hombres de Silvercorp fuertemente armados fueron 
neutralizados por una minoría y posteriormente, por el pueblo de Chuao ante el 
ataque en nuestras costas aragüeñas. 
 Cabe considerar por otra parte, que el desafío bien atendido por la 
población de Chuao, demuestra la corresponsabilidad que existe en la República 
Bolivariana de Venezuela en su Fuerza Armada y en su pueblo complementado con 
la milicia, en donde lo más importante es el gran reconocimiento que se le da a 
cada población por defenderse ante cualquier invasor. 
 Finalmente, el contrato Silvercorp-Guaidó no consolidó porque en la 
República Bolivariana de Venezuela se mantiene el legado del Libertador Simón 
Bolívar y de nuestro comandante eterno Hugo Chávez; además de las glorias de 
nuestros próceres, quienes nos otorgaron una patria independiente y soberana que 
no podemos dejar perder simplemente con la �nta o amague de un imperio 
debilitado, que persigue recursos naturales y de otra índole para continuar con sus 
acciones de ser el hegemón de la región y del mundo; amén de causar constante-
mente daños a la población civil de los pueblos. (Rodríguez, 2020). 
 Evidentemente, las instituciones públicas, privadas y todos los 
venezolanos no podemos tolerar la acciones que pretendía Juan Guaidó, porque se 
evidenció la forma de cómo debilitar nuestro patrimonio con la cooperación del 
mencionado apátrida, y la República Bolivariana de Venezuela no merece que tome 
el peor rumbo con un simple contrato realizado en las afueras de nuestros espacios 
geográ�cos, y mucho menos perder nuestro patrimonio eterno heredado en la 
independencia de la República Bolivariana de Venezuela.

 By way of illustration, the Space Coast strategic security �rm called 
Silvercorp run by Jordan Goudreau, a 43-year-old former U.S. Army Green Beret 
veteran, presented a plan to an alleged strategist for Juan Guaidó: J.J. Rendón, 
Venezuelan opposition leader, who was exploring options to overthrow the 
Constitutional President of Venezuela and Commander-in-Chief of the Bolivarian 
National Armed Forces, Nicolás Maduro, according to an investigation by The 
Washington Post. 
 What was the contract about? Fake former members of the Fuerza 
Armada Nacional Bolivariana and their most loyal associates who at some point 
became trusted personnel were included to carry out such an aggression against 
the country. It is inconceivable that the self-proclaimed president commits the 
unforgivable mistake of hiring mercenaries with the sponsorship of the hegemon 
of the region to cause damage to the population, the legally constituted govern-
ment and the institutions of the Bolivarian Republic of Venezuela, that is to say, to 
disturb the peace of the country to pay tribute to the Americans and therefore, to 
grant our indispensable resources in order to hinder and weaken our patrimony. 
 The heritage of cocoa, patriotism, culture, ideology and above all, 
identity, a security that together with the �ghting momentum characterizes the 
inhabitants of this prestigious town in Aragua state, who were threatened by a 
group of mercenaries well �nanced by the management of Juan Guaidó and 
stateless collaborators, who at some point in their lives, belonged to the Bolivarian 
National Armed Forces; but, our colored inhabitants of Chuao win the battle against 
these heavily armed raiders. This is how our peopleof Chuao defeat the 
Silvercorp-Guaidó contract. (Houix, 2020). 
 The people of Chuao, specialists in pure cocoa as a Venezuelan heritage 
recognized worldwide, together with the Bolivarian Militia, in such a short period 
of time, defeated some combatants who planned for a long time the disloyal and 
unconscionable incursion to cause damage to the people of Venezuela and thus pay 
tribute to the interests of the government of Donald Trump. In short, they failed in 
their intentions, �nancially supported with weapons, technology and other 
sponsorship; and of course, Colombia also has a role in such frustrated attack 
according to the pretensions of the traitor of the moment Juan Guaidó.
 As for Donald Trump, in cooperation with his allies in the region and the 
internal threat of the Venezuelan opposition, they employ strategies of any kind to 
carry out their multidimensional war, with the aim of attacking the entire spectrum 
of the areas of the Security of the Nation of the Bolivarian Republic of Venezuela: 
Our Constitutional Worker President and Commander in Chief of the Bolivarian

Bolivarian Republic of Venezuela in its Armed Forces and its people, complemented 
by the militia, where the most important thing is the great recognition given to 
each population for defending itself against any invader. 
 Finally, the Silvercorp-Guaidó contract was not consolidated because in 
the Bolivarian Republic of Venezuela the legacy of the Liberator Simón Bolívar and 
of our eternal commander Hugo Chávez is maintained; besides the glories of our 
heroes, who granted us an independent and sovereign homeland that we cannot 
let lose simply with the feint or threat of a weakened empire, which pursues 
natural and other resources to continue with its actions of being the hegemon of 
the region and the world; besides constantly causing damage to the civilian 
population of the peoples. (Rodriguez, 2020). 
 Evidently, public and private institutions and all Venezuelans cannot 
tolerate the actions intended by Juan Guaidó, because it was evidenced how to 
weaken our heritage with the cooperation of the aforementioned stateless person, 
and the Bolivarian Republic of Venezuela does not deserve to take the worst course 
with a simple contract made in the outskirts of our geographical spaces, and much 
less to lose our eternal heritage inherited in the independence of the Bolivarian 
Republic of Venezuela.

 Cabe considerar por otra parte, que el desafío bien atendido por la 
población de Chuao, demuestra la corresponsabilidad que existe en la República 
Bolivariana de Venezuela en su Fuerza Armada y en su pueblo complementado con 
la milicia, en donde lo más importante es el gran reconocimiento que se le da a 
cada población por defenderse ante cualquier invasor. 
 Finalmente, el contrato Silvercorp-Guaidó no consolidó porque en la 
República Bolivariana de Venezuela se mantiene el legado del Libertador Simón 
Bolívar y de nuestro comandante eterno Hugo Chávez; además de las glorias de 
nuestros próceres, quienes nos otorgaron una patria independiente y soberana que 
no podemos dejar perder simplemente con la �nta o amague de un imperio 
debilitado, que persigue recursos naturales y de otra índole para continuar con sus 
acciones de ser el hegemón de la región y del mundo; amén de causar constante-
mente daños a la población civil de los pueblos. (Rodríguez, 2020). 
 Evidentemente, las instituciones públicas, privadas y todos los 
venezolanos no podemos tolerar la acciones que pretendía Juan Guaidó, porque se 
evidenció la forma de cómo debilitar nuestro patrimonio con la cooperación del 
mencionado apátrida, y la República Bolivariana de Venezuela no merece que tome 
el peor rumbo con un simple contrato realizado en las afueras de nuestros espacios 
geográ�cos, y mucho menos perder nuestro patrimonio eterno heredado en la 
independencia de la República Bolivariana de Venezuela.

Silvercorp run by Jordan Goudreau, a 43-year-old former U.S. Army Green Beret 
veteran, presented a plan to an alleged strategist for Juan Guaidó: J.J. Rendón, 
Venezuelan opposition leader, who was exploring options to overthrow the 
Constitutional President of Venezuela and Commander-in-Chief of the Bolivarian 
National Armed Forces, Nicolás Maduro, according to an investigation by The 
Washington Post. 
 What was the contract about? Fake former members of the Fuerza 
Armada Nacional Bolivariana and their most loyal associates who at some point 
became trusted personnel were included to carry out such an aggression against 
the country. It is inconceivable that the self-proclaimed president commits the 
unforgivable mistake of hiring mercenaries with the sponsorship of the hegemon 
of the region to cause damage to the population, the legally constituted govern-
ment and the institutions of the Bolivarian Republic of Venezuela, that is to say, to 
disturb the peace of the country to pay tribute to the Americans and therefore, to 
grant our indispensable resources in order to hinder and weaken our patrimony. 
 The heritage of cocoa, patriotism, culture, ideology and above all, 
identity, a security that together with the �ghting momentum characterizes the 
inhabitants of this prestigious town in Aragua state, who were threatened by a 
group of mercenaries well �nanced by the management of Juan Guaidó and 
stateless collaborators, who at some point in their lives, belonged to the Bolivarian 
National Armed Forces; but, our colored inhabitants of Chuao win the battle against 
these heavily armed raiders. This is how our people of Chuao defeat the 
Silvercorp-Guaidó contract. (Houix, 2020). 
 The people of Chuao, specialists in pure cocoa as a Venezuelan heritage 
recognized worldwide, together with the Bolivarian Militia, in such a short period 
of time, defeated some combatants who planned for a long time the disloyal and 
unconscionable incursion to cause damage to the people of Venezuela and thus pay 
tribute to the interests of the government of Donald Trump. In short, they failed in 
their intentions, �nancially supported with weapons, technologyand other 
sponsorship; and of course, Colombia also has a role in such frustrated attack 
according to the pretensions of the traitor of the moment Juan Guaidó.
 As for Donald Trump, in cooperation with his allies in the region and the 
internal threat of the Venezuelan opposition, they employ strategies of any kind to 
carry out their multidimensional war, with the aim of attacking the entire spectrum 
of the areas of the Security of the Nation of the Bolivarian Republic of Venezuela:

Bolivarian Republic of Venezuela in its Armed Forces and its people, complemented 
by the militia, where the most important thing is the great recognition given to 
each population for defending itself against any invader. 
 Finally, the Silvercorp-Guaidó contract was not consolidated because in 
the Bolivarian Republic of Venezuela the legacy of the Liberator Simón Bolívar and 
of our eternal commander Hugo Chávez is maintained; besides the glories of our 
heroes, who granted us an independent and sovereign homeland that we cannot 
let lose simply with the feint or threat of a weakened empire, which pursues 
natural and other resources to continue with its actions of being the hegemon of 
the region and the world; besides constantly causing damage to the civilian 
population of the peoples. (Rodriguez, 2020). 
 Evidently, public and private institutions and all Venezuelans cannot 
tolerate the actions intended by Juan Guaidó, because it was evidenced how to 
weaken our heritage with the cooperation of the aforementioned stateless person, 
and the Bolivarian Republic of Venezuela does not deserve to take the worst course 
with a simple contract made in the outskirts of our geographical spaces, and much 
less to lose our eternal heritage inherited in the independence of the Bolivarian 
Republic of Venezuela.

 La amenaza externa e interna para la República Bolivariana de Venezuela 
se encuentra latente las 24 horas del día y todos los días, por ello es necesario una 
Fuerza Armada Nacional Bolivariana en unión cívico militar con el complemento de 
la Milicia Bolivariana, a �n de mantener una vigilancia con el objetivo de combatir 
al enemigo, en su forma de guerra de carácter irregular como doctrina contem-
poránea implementada por EE.UU. Por consiguiente, Venezuela desde 1999 es un 
desafío identi�cado por Estados Unidos como una nación postguerra fría, cuyo 
propósito es el de sostener su preeminencia planetaria. 
 En este sentido, la administración Clinton se valió hábilmente de 
instrumentos constitucionales aprobados por el Congreso estadounidense durante 
el prolongado mandato republicano, que reconocían la importancia de reorganizar 
los aparatos de defensa y seguridad del país. Tales proyecciones estaban orientadas 
a potenciar en la posguerra fría el poderío militar ostentado por la superpotencia, 
dotar a su fuerza armada con la capacidad necesaria para combatir y vencer en 
disímiles escenarios simultáneamente; así como representar múltiples amenazas, 
desde la proliferación descontrolada de armas de destrucción masiva por países, 
grupos o individuos hostiles y su posible empleo con �nes terroristas que Estados 
Unidos creó como una de sus alternativas, luego de la Guerra de Irak y de los 
ataques terroristas del 11 de septiembre de 2001. En esta perspectiva se crearon las 
empresas privadas de seguridad y contratistas para operar en situaciones especia-
les a solicitud de EE.UU. 
 La palabra mercenario, probablemente a la mayoría de la gente le 
traiga a la memoria, la imagen idílica del soldado de fortuna fomentada por el cine;

is latent 24 hours a day and every day, therefore it is necessary to have a Fuerza 
Armada Nacional Bolivariana in civic-military union with the complement of the 
Bolivarian Militia, in order to maintain vigilance with the objective of �ghting the 
enemy, in its form of irregular warfare as a contemporary doctrine implemented by 
the U.S. Therefore, Venezuela since 1999 is a challenge identi�ed by the United 
States as a post-Cold War nation, whose purpose is to sustain its planetary preemi-
nence. 
 In this sense, the Clinton administration skillfully made use of constitu-
tional instruments approved by the U.S. Congress during the long Republican 
mandate, which recognized the importance of reorganizing the country's defense 
and security apparatus. Such projections were aimed at strengthening the military 
power of the superpower in the post-Cold War era, providing its armed forces with 
the necessary capacity to �ght and win in a variety of scenarios simultaneously, as 
well as representing multiple threats, from the uncontrolled proliferation of 
weapons of mass destruction by hostile countries, groups or individuals and their 
possible use for terrorist purposes, which the United States created as one of its 
alternatives, after the Iraq War and the terrorist attacks of September 11, 2001. In 
this perspective, private security companies and contractors were created to 
operate in special situations at the request of the United States. 
 The word mercenary probably brings to most people's memory the 
idyllic image of the soldier of fortune promoted by the movies, who with his acts of 
heroism excelled in some noble crusade, saving the planet altruistically. However,

Espacial denominada Silvercorp dirigidapor Jordan Goudreau, un veterano exboina 
verde del Ejército de Estados Unidos de 43 años, presentó un plan a un presunto 
estratega de Juan Guaidó: J.J. Rendón, líder de la oposición venezolana, quien 
exploraba opciones para derrocar al presidente Constitucional de Venezuela y 
Comandante en Jefe de la Fuerza Armada Nacional Bolivariana, Nicolás Maduro, 
según una investigación realizada por The Washington Post. 
 ¿De qué trataba el contrato? Falsos exmilitares de la Fuerza Armada 
Nacional Bolivariana y sus allegados más �eles que en algún momento llegaron a 
ser personal de con�anza fueron incluidos para llevar a cabo tamaña agresión 
contra el país. Es inconcebible que el personaje autoproclamado presidente, 
cometa el error imperdonable de contratar a mercenarios con el patrocinio del 
hegemn de la región para causarle daños a la población, al gobierno legalmente 
constituido y a las instituciones de la República Bolivariana de Venezuela, es decir; 
perturbar la paz del país para tributar a los estadounidenses y por ende, otorgar 
nuestros recursos indispensables a �n de obstaculizar y debilitar nuestro patrimo-
nio. 
 El patrimonio del cacao, el patriotismo, la cultura, ideología y sobre 
todo, la identidad, una seguridad que junto al ímpetu de lucha caracteriza a los 
pobladores de ese prestigioso pueblo del estado Aragua, los cuales se vieron 
amenazados por un grupo de mercenarios bien �nanciados por la gerencia de Juan 
Guaidó y colaboradores apátridas, quienes en alguna oportunidad de su vida, 
pertenecieron a la Fuerza Armada Nacional Bolivariana; pero, nuestros pobladores 
de color de Chuao le ganan la batalla a estos incursores fuertemente armados. Es así 
como nuestros pobladores de Chuao derrotan al contrato Silvercorp-Guaidó.
